의정부시의회, 택지개발업무 지침개정 추진의 발판 마련

택지개발사업 공공시설물 인계인수 제도 개선 촉구 건의문

[김일웅 기자 = 경기북부/강원] 국토교통부가 지난 6월 21일 의정부시의회가 공문으로 송부한 택지개발사업 공공시설물 인계인수 제도 개선 촉구 건의문에 대한 공식적인 회신을 지난 7월 22일에 보냈다고 밝혔다.

 

한국토지공사(LH)에 택지개발사업의 자체 준공검사 권한을 부여한 국토부 택지개발업무지침이 공공시설물을 인계받아야 하는 관할 지자체에 행정·재정적 부담을 주고 있어 개선이 필요하다는 건의 사항을 깊이 있게 검토해 개선방안을 마련해 나가겠다고 밝혔다.

 

택지개발업무 지침개정 추진의 발판을 마련한 의정부시의회는 민의 대변자의 역할을 톡톡히 해냈으며, 이러한 구체적인 성과 뒤에는 의정부시의회의 다각적인 노력이 있었다고 했다.

 

먼저 오범구 의정부시의회 의장이 경기도시·군의회의장협의회 정례회에 ‘국토교통부 택지개발사업 공공시설물 인계인수 제도 개선 촉구’건의안을 제안했고, 지난 5월 25일 31개 시군 공동으로 건의안이 채택되었다고 했다.

 

건의안에는 2014년 5월 국토교통부가 ‘택지개발사업업무지침’을 개정해 한국토지공사(LH)가 시행하는 각종 택지개발사업의 도로 등 공공시설물 인계인수 시 관할 지방자치단체의 이의 제기 등 협의 절차 없이 인수인계 조치하는 문제점을 지적했다고 전했다.

 

경기도시·군의회의장협의회는 관할 관리청과 상호 협의 없이 공공시행자인 한국토지공사(LH)가 독단적인 준공검사를 완료하는 현행 ‘택지개발업무처리지침 및 관련 규정’을 즉시 개정해 줄 것을 국토교통부에 요구했다고 전했다.

 

한편 의정부시의회에서도 지난 6월 21일 제306회 의정부시의회 제1차 정례회 제2차 본회의에서 임호석 의원이 대표 발의하고 의원 전원이 찬성한‘택지개발사업 공공시설물 인계인수 제도 개선 촉구 건의문'을 국토교통부 등 유관기관에 송부했다고 했다.

 

건의문에는 현행 제도로 인해 택지지구에 입주한 주민들의 생활에 불편을 초래하고 있고, 그에 따른 민원 증가로 관할 지자체의 행정업무 폭증과 부실 시공된 시설물의 보수·보강사업 시행으로 자치단체의 재정부담도 늘어나고 있어 공공시설물 인계인수 시 지자체의 결정 권한을 부여할 수 있는 제도개선이 필요함을 역설했다고 했다.

 

오범구 의장은 “국토교통부가 지방자치단체의 건의 사항에 공식적 답변을 한 것은 매우 이례적인 일인 것으로 알고 있다”라면서 “이러한 성과는 주민생활에 불편을 주는 문제를 해결하기 위해 애쓴 의정부시의회 의원들의 노력이 빛을 발한 것으로 생각한다. 앞으로도 시의회는 지역 현안 해결을 위해 현장·소통중심의 의정활동을 펼치도록 노력하겠다”고 말했다.
