재난관리의 해외사례들...미국 재난관리청 ‘종합적 재난관리 4단계’

지난 2001년 9월 11일 오전 8시 46분경, 미국 뉴욕시에 소재한 세계무역센터 건물에 항공기가 충돌한 사건이 발생했으니 바로 9·11 테러다. 미국의 심장부인 뉴욕과 워싱턴에서 발생한 9·11 테러는 세계인들의 이목을 중동에 집중시켰던바, 이는 기존의 전쟁 개념을 변화시켰을 뿐만 아니라 미국 본토 방어의 취약성을 잘 보여준 단적인 사례다. 그 전까지 미국인들은 ‘어떠한 전쟁도 미국 본토를 위협하지 못한다’는 자신감 속에서 살아왔지만 9·11 테러가 발생됨으로써 미국의 안보전략과 대테러 전쟁의 근본적인 변화를 초래하게 됐다. 

 

9·11 테러 발생전 까지만 해도 미국에서는 재난관리 기능이 100여개 이상의 연방기관에 산재되어 효율성, 신속성 측면에서 많은 문제점들을 내포하고 있었고, 이러한 문제점들을 해결하기 위해 1979년 전국 주지사 협회(National Governor Association)는 미국의 재난 관리 정책과 관행에 관한 연구 결과를 발표하기도 했다. 

 

이 글에서는 무엇보다도 재난관리를 위한 국가 전략의 부재를 언급하면서 예방, 대비, 대응 및 복구의 네 가지 재난관리 단계를 통한 새롭고 포괄적인 접근법을 제안했다. 4단계 종합적 재난관리 (Comprehensive Emergency Management) 모델은 재난의 유형에 관계없이 모든 종류의 재난에 대해서 예방, 대비, 대응, 복구 단계별로 포괄적으로 관리한다는 뜻을 담고 있다. 

 

이 보고서는 결국 같은 해에 재난관리 총괄기구인 연방재난관리청(FEMA)을 태동시키는데 결정적인 계기가 되었다. 또한 재난관리에 대한 새로운 패러다임을 제공함으로써 재난관리의 발전에 획기적 전기를 마련해 주었던 것이다.

연방재난관리청(FEMA)은 발족 이후 자연재난 등에 대처하는 재난관리 업무와 구 소련의 핵공격에 대비해왔던 민방위 업무를 병행 수행하게 된다. 핵 공격이나 자연재해 구분없이 대비/대응 방법론에 있어 많은 공통점이 있다는 것을 인식하고 "통합적 재난관리체계(Integrated Emergency Management System)" 라는 새로운 관리 원칙을 도입하기에 이르렀다.

 

통합적 재난관리 

 

통합적 재난관리체계(Integrated Emergency Management System)의 기본적 개념은 재난을 유발시킬 수 있는 모든 위험요인(Hazard)과 리스크에 대한 통합적 접근(All Hazard Approach)으로부터 출발한다. 더 나아가 지역사회 또는 기관의 전체 구성원들이 하나의 공동체(Whole Community)로서 공통의 목표  달성을 위해 일치된 조직적 활동(Unity of Effort)을 지향한다. 또한 군(軍)에서 발원된 개념으로서 모든 계획은 역량을 기반으로 수립해야 한다는 원칙에 입각한 역량기반 계획(Capability Based Planning)이론을 채택한다. 

통합적 재난관리(IEMS)의 첫 단계는 모든 위험(Risk)에 대한  확인과 분석이다. 각급 정부기관들은 이러한 위험분석 결과 예상되는 악영향에 대비하기 위해 요구되는 역량과 현재의 역량을 비교 평가하여 부족 역량을 도출한다. 그 이후 부족 역량의 보강은 각급 정부기관들의 재난관리 정책방향과 목표가 되는 것이다.  

 

6. 해외의 재난관리의 발전 동향과  재난관리 전문 인력양성 사례

 

미국에서 9·11 테러 이후 통합적 재난관리(IEMS)의 개념의 중요성이 한층 더 부각되었으며, 재난관리와 관련된 각종 표준 정립, 재난관리 정책 및 계획 수립 등에 기본적 방향을 제시하는 등 재난관리의 정책의 기본 틀로서 자리를 잡았다. 

 

하지만 우리나라에서는 종합적 재난관리와 통합적 재난관리라는 용어가 혼재되어 쓰이고 있긴 하나 개념적으로 명확하게 구분되어 있지는 못하고 있는 실정이다. 실무적으로 볼 때 통합적 재난관리 수준까지는 아직 이르지 못했다고 판단된다. 이제부터라도 국제적인 발전 추세에 발맞추어 통합적 재난 관리 체제로의 전환이 시급한 시점이라고 보여 지며 이러한 전환점(Turning Point)에서 주도적 역할을 해야 할 재난관리 전문인력의 양성도 함께 서둘러야 때이다. 

 

행정안전부에서는 이러한 시대적 흐름에 맞추기 위해  2020년 “재난관리 전문 인력 양성체계 구축방안” 이라는 제목으로 정책 용역을 실시한 바 있다. 본 정책 용역 보고서에서는 재난관리의 국제적 발전방향에 맞추어 차세대 글로벌 수준의 전문 인력 양성을 위한 “대학 재난관리표준교육과정(안)”을 제시하고 있다. 

 

또한 동 보고서에 따르면 전국적으로 재난, 안전, 방재 등의 키워드를 사용하는 40여개 관련 학과들의 교과목과 본 용역에서 제시한 표준교과정을 비교분석한 결과, 학과별로 일치 되는 과목은 겨우 2~3과목 정도에 불과한 것으로 분석되었다. 행안부에서 제시한 글로벌한 수준의 “대학 재난관리 표준 교육과정(안)”을 충족시킬 수 있는 학과는 없는 것이 결론적으로 나타났다.

 

다시 말해서 우리나라에는 세계재난 관리자협회(IAEM)에서 요구하는 수준의 재난관리자를 양성할 수 있도록 준비되어 있는 대학은 아직까지 없다는 것이다. 중앙 정부 및 자치단체, 공기업 등에 12000여개의 재난 업무 관련 부서의 일자리 수요가 엄연히 존재하고 있지만 전문성과 무관한 내부 인력으로 그 자리를 채워나가는 순환보직인사 관행으로 인해 재난관리 전공자를 신규로 채용할 기회가 막혀 버린 것이다. 따라서 대학들은 취업과 연결되지 못하는 재난관리 분야의 인력 양성에 소극적일 수 밖에 없는 악순환이 반복되고 있는 것이다.

 

부언하자면, 국내 재난관리자에 대한 인식 부족, 재난관리 전공자 취업 연계 시스템 미비로 인해 대학에서 재난관리 전문 인력 양성을 위한 교과정 개설에 대해 애써 눈을 감고 있는 것으로 보여 진다. 또한 재난관리 교과정 개설에  대한 필요성을 인지하고 있더라도, 국가적으로 공인된 표준교과목 체계가 부재하여 현재까지 미루어 오고 있었던 것으로도 보여 진다. 

 지금까지 살펴본 우리나라의 재난관리자 양성 및 인력 운용 실태와 대비하여 재난관리 선진국인 미국의 사례를 살펴보기로 한다.

 

미국의 재난관리청(FEMA) 산하 재난관리교육원(EMI)에서는 재난관리 전문 인력양상을 위한 고등교육프로그램 (Higher Education Program)운영을 통해서 2021년 현재 1046개의 대학이 재난관리 학과를 개설, 운영하고 있다. 소방, 산업안전 등의 분야를 제외하고 재난관리만을 전담하기 위하여 개설된 학과가 거의 없는 우리의 대학 현실과  비교하면 놀라운 현상이다. 미국의 이러한 변화가 아무런 노력없이 저절로 이루어진 것은 결코 아니다 이를 위해 FEMA 공무원들과 학계의 전문가들이 노력한 과정을 간단하게 살펴보기로 한다. 

 

미국 노동부 노동통계국은 재난관리 분야가 미국에서 가장 빠르게 성장하는 20대 직업군에 속한다고 분석했고, 이는 세계적인 추세라는 것을 지적하고 있다. 재난관리를 비롯하여 사회적 여건에 따라  급속히 성장하는 영역들의 공통점은 전문화를 촉진시키기 위해 학문적, 교육적 프로그램의 확산이 가속화된다는 사실이다. 

 

재난관리 분야도 예외는 아니어서 이러한 시대적 변화 속에서 차세대 전문 인력 양성을 위한 교수진의 부족 현상은 국제적인 공통과제가 되고 있다. 또한 공공분야 뿐만 아니라 민간 및 비영리 부문 직책을 채울 재난관리 전공 학사 및 석사 학위를 가진 사람들도 부족하기는 마찬가지다. 

 

연방 재난관리청(FEMA)에서는 이러한 시대적 변화상을 직시하고 1990년대 초부터 재난관리 전문 인력 양성을 위하여 정책적 노력을 기울여 왔으며 산하의 재난관리교육원(EMI)을 통하여 매년 약 5,000여명의 실무자들을 대상으로  교육, 훈련을 제공해오고 있다. 그러나 교육장소, 교수진, 자금 부족 등으로 추가 지원자들을 수용하지 못하였고 학사, 석사등 학위 과정과 연결은 더더욱 요원하였다.  

 

이러한 한계를 지원하기 위해 1994년부터 FEMA에서는 대학 등 고등교육 기관과의 파트너십의 개념인 Higher Education Project에 착수 하였고 이에 따라 개발된 Higher Education Program을 확산, 보급하기 시작하였다. 이를 통하여 2021년 현재 총 1046 대학에서 재난관리 학과를 설치하고 재난교육원(EM)에서 제공하는 표준 프로그램에 의해 재난관리 전문가를 육성 중에 있다. 이로 인해 현재 까지 학위나 자격증을 제공하는 600개 이상의 고등교육 프로그램이 만들어 졌으며 이밖에 재난 관리를 포함한 100개의 다른 프로그램이 검토 또는 개발 중에 있는 것이다.

 

또한 연방 재난관리청(FEMA)에서는 1990년대 초부터 급속히 발전하는 IT 기술을 활용, 온라인 강좌를 활성화하여 미 전역의 지역 단위까지 교육, 훈련의 기회가 주어질 수 있도록 노력하였다. 결국, 이 온라인 교육(Indepent Study Program)은 전 과정이 대학의 학점인정 교과목으로 채택되어 2019년 한해에만 전 세계의 215만 명이 1개 이상의 코스를 수료하였다.

 이러한 결과는 연방 재난관리청(FEMA)의 연구 기반 조성과 학술프로그램 개발의 노력으로 이루어진 것이며 미국 재난관리의 발전은 재난관리자 양성교육의 발전을 통해 이루어지고 있음을 알 수 있다. 더 나아가 국제 재난관리자협회(IAEM) 등 각종 민간단체들의 적극적인 참여와 지원도 본받아야 할 수범사례로 보여지니 우리나라에서도 모범적인 재난관리의 해외사례를 도입해야할 필요성이 있다. 정부에서는 즉각적인 도입으로 재난 현장에 적용해 재해로 인한 피해를 방지해야할 것이다. (4편으로 이어집니다)
