Gwangju City will restrict operation of class 5 vehicles in winter from December
City, full-fledged implementation of the fine dust seasonal management system from this year… Crackdown on low-emission vehicles... Support for early scrapping until the end of the year

(Gwangju = Break News) Reporter Lee Hak-soo = "With the promotion of fine dust reduction measures such as the seasonal management system, the concentration of ultrafine dust decreased by more than 35% from 26μg/m3 in 2015 to 17μg/m3 last year."

From December of this year, for four months in the winter season, vehicles rated 5 in emissions cannot be operated. This measure is in accordance with the Ministry of Environment's reinforcement of fine dust preliminary management.

The city of Gwangju announced that from December 1 of this year, the operation of vehicles rated 5 in emission gas will be restricted during the seasonal management period (4 months from December to March of the following year) when the concentration of ultrafine dust becomes severe.

The fine dust seasonal management system restricts the operation of class 5 vehicles that emit a lot of smoke, the main cause of ultrafine dust, in order to intensively reduce the concentration of fine dust from December to March of the following year, when high concentrations of fine dust often occur.

Currently, the Seoul, Gyeonggi, and Incheon metropolitan areas, Busan, and Daegu are implementing the fine dust seasonal management system according to the Fine Dust Special Act, and the Ministry of Environment is promoting nationwide expansion.

From 2021, the city restricted the operation of class 5 vehicles when emergency reduction measures were issued due to the forecast of high concentration of ultrafine dust. do.

Accordingly, from December of this year, when the 5th Fine Dust Seasonal Management System begins, the operation of vehicles with emission levels 5 that do not take low-emission measures, such as installing a smoke reduction device, will be completely restricted throughout Gwangju.

The operating hours are from 6:00 a.m. to 9:00 p.m. on weekdays, excluding Saturdays and public holidays. The crackdown is carried out through closed-circuit television (CCTV) installed at nine points on major roads in Gwangju, and if caught, a fine of 100,000 won per day is imposed.

However, emergency cars, cars with disabled signs, and cars that have been judged as disabled as a person of national merit are excluded.

Since 2019, the city has been implementing the seasonal management system every year to promote strengthened fine dust reduction measures, such as crackdowns on vehicle emissions and management of scattering dust. Currently, during the 4th seasonal management system, the 5th grade vehicle operation restriction is being piloted.

Lee Jung-shin, Gwangju City Air Conservation Manager, said, “It may be a little inconvenient to restrict the operation of vehicles with level 5 emissions during the fine dust season management system, but it is an inevitable measure for citizens’ health. I hope you will participate,” he said.

Meanwhile, the city of Gwangju is providing subsidies of up to 3 million won for early scrapping and up to 90% of the price if a smoke reduction device is attached by this year for low-emission measures for class 5 vehicles.
