인천연구원, 기업 온실가스 배출 현황 파악 및 탄소중립 대응 방안 마련 필요

(브레이크뉴스인천 박상도 기자) 인천연구원이 26일 2022년 기초연구과제로 수행한 ‘인천광역시 제조업 온실가스 배출 특성 및 탄소중립 대응 방안 연구’결과보고서를 발표했다고 밝혔다.


연구원에 따르면, 연구는 인천 제조업의 업종별 온실가스 배출 특성 분석을 비롯해 탄소중립 관련 인식과 준비상황, 정부 지원 수요 등에 대한 전반적인 조사를 진행했다.


연구 결과, 인천 제조업의 온실가스 배출은 2010년까지 상승하다가 이후 주춤하였으며, 2019년 기준 총 배출량은 10,836천톤CO2eq(간접배출 6,610천톤CO2eq, 직접배출 3,870천톤CO2eq, 산업공정 배출 356천톤CO2eq)이었고, 업종별로는 석유정제품제조업, 1차철강제조업, 기초화학물질제조업 순으로 많았다.


또한, 1991~2019년 기간 제조업 부문 성장과 온실가스 배출 간에 탈동조화(decoupling) 현상 - 경제가 지속적으로 성장하면서도 온실가스 배출량이 감소하는 현상 – 을 보여 일부 긍정적인 측면을 보이기도 했다.
 

인천 제조업 대상 설문조사 및 인터뷰 결과 중소기업 대부분은 탄소중립 개념이나 목표, 탄소중립으로 인한 영향에 대한 이해가 전반적으로 낮고, 아직까지 대응 계획 준비가 제대로 되지 않은 상태이며, EU 대상 수출업체나 RE100 선언 대기업 협력사 경우에도 큰 차이가 없었다.


탄소중립이 제조업에 미치는 영향을 고려할 때, 무엇보다 지역 중소기업 대상 교육과 홍보가 우선 필요하며, 이를 통해 향후 탄소중립으로 인해 시장 패러다임이 완전히 바뀔 수 있다는 시그널을 분명하게 주는 것이 필요하다.


또, 지역 중소기업의 탄소중립 대응을 위해 중앙정부와의 협력을 통해 정보 공유나 통합 지원시스템 구축이 필요하며, 특히 탄소중립 과정에서 피해를 받는 업종, 기업에 대한 지원책 마련도 추후 필요하다.


인천연구원 한준 연구위원은 “제조업이 중앙정부 관리 영역이라 하더라도 소외되는 분야가 있기 때문에 지방정부 차원의 관리와 노력이 병행되어야 한다”면서 “우선적으로 지역 내 EU 대상 수출업체나 국내 RE100 선언 대기업 협력사에 대한 현황 파악이 필요하며, 중앙 부처와 협력해 이들 기업의 온실가스 배출 현황 파악 및 탄소중립 대응 방안 마련이 필요하다”고 밝혔다.
