대통령실 "민간단체 보조금, 집행 현황 전면 자체 감사후 개편"

현재 민간단체 회계부정·부정사용 사례 끊이지 않고 있는 점이 배경

대통령실이 28일 전 부처의 민간단체 보조금 집행 현황 관련 전면 자체 감사를 내년 상반기까지 실시후 문제사업 정리 및 부실 관리체계를 개선하겠다고 밝혔다. 윤석열 대통령의 '국가보조금 관리체계 전면 개편' 주문 하루만이다.

 

윤 대통령은 지난 대선 후보 당시부터 전국민주노동조합총연맹(민주노총)·일부 시민단체들을 현 야권과 연계된 '이권 카르텔'로 규정한 바 있다.  이는 현재 민간단체 회계부정·부정사용 사례가 끊이지 않고 있다는 점이 배경에 있다. 

 

현 민간단체 보조금 지원현황을 전수조사후 감사 결과에 따라 지원 중단 등 관리체계를 대폭 개선하겠다는 것이다. 해당 단체의 회계처리·사용 과정·지원 필요성 등 전후 과정을 모두 살펴 회계감사 면제 조항 규정 역시 고쳐 보조금 관리를 강화한다는 것이다.

 

이관섭 국정기획수석은 이날 용산 대통령실 브리핑에서 이같은 '비영리민간단체 보조금 투명성 제고 추진' 방안을 밝혔다.

 

대통령실이 공개한 실태조사 결과를 보면 지난 7년(2016~2022)간 민간단체에 지급한 정부 보조금은 총 31조4000억인 가운데 문재인 정부가 각 민간단체에 지급한 정부보조금 경우 연 4조6000억에 달하는 것으로 나타났다. 지난해 경우 처음 5조 넘게 지급되는 등 지원 규모 역시 매년 4000억원 증가했다. 

 

연도별로 보면 2016년 3조5571억, 2017년 3조7325억, 2018년 4조367억, 2019년 4조5067억, 2020년 4조8543억, 2021년 5조3347억·5조4446억 등이다. 

 

일례로 행정안전부·경기도·안산시가 공동으로 6년간 110억을 지원한 세월호 피해지원사업 경우 취지와는 무관한 북한 국무위원장 신년사 학습과 김일성 항일투쟁 세미나·희생자 아닌 가족들 펜션 여행 등에 사용한 것으로 드러났다.

 

대통령실은 전체 사업대비 적발 건수가 미미하고 부처가 적발 못한 각종 문제가 언론·국정감사 등을 통해 밝혀지는 등 민간단체 보조금 관리 개선이 필요하다 보고 있다.

 

이에 따라 각 부처별로 내년 상반기까지 보조금 집행 현황에 대한 전면 자체 감사가 실시되는 가운데 지원단체 선정 과정·투명한 회계처리·목적에 맞는 보조금 사용 여부 등이 집중 점검 대상이다. 감사결과 문제 사업은 과감히 정비하고 지자체 보조금 사업 역시 부처 책임 관리화되는 등 관리체계가 대폭 정비될 예정이다.

 

이 수석은 "지난 7년간 지원규모가 30조가 넘는데도 환수금액을 보면 보조금 사업이 전혀 관리되지 않았던 게 아닌가란 생각이 들며 감사 결과를 바탕으로 보조금 관리를 대폭 강화할 것"이라며 "각 부처가 필요성·효과성·목적외 사용 여부 등을 철저히 검토해 국민 세금이 제대로 쓰여지게 할 것"이라고 밝혔다.
