수난의 터 용산기지...우리 혼과 문화 담긴 세계적 관광명소 가능할까?

세계적 관광명소로 승화시킬 수 있어야...

용산 미군기지 이전과 그에 따른 개발 문제가 국민적 관심사로 대두된지 오래다. 기실 대한민국 수도 한복판에 외국군 본부 기지가 주둔하고 있다는 것은, 그간 주권국으로 갖는 국민적 자존감에 커다란 상처로 작용해 온 것도 숨길 수 없는 사실이다. 정신적으로 우리를 위축시키는 요인이 되기도 했다.

 

고려 말에는 몽골군 병참기지, 임진왜란 때는 일본군 보급기지, 임오군란 때는 청나라군 병력 주둔지였다. 청일전쟁과 러일전쟁 당시엔 일본군의 세력 확장을 위한 병참 요충지, 일제 식민통치 때는 일본군 본부, 해방 후에는 미군 본부로 사용되었다. 우리 역사의 얼룩진 단면이 아닐 수 없다.

 

그렇듯 끊임없는 외세의 상징적 터로 자리 잡고 있는 곳이 용산 미군기지다. 역사의 수난기마다 주둔군의 국적만 바뀌었을 뿐, 우리민족을 억압하고 수탈하기 위한 외국군의 전략적 요충지로 활용되었음을 부인하기 어렵다. 그야말로 수난의 땅이라고 할 수 있다.

 

용산 미군기지를 반환 받는 것과 관련해, 향후 이를 어떻게 조성할 것이냐는 점이 국가적 과제다. 우리의 현재와 미래를 조망할 수 있는 정신문화 측면과도 직결된다는 차원에서 그 의미가 깊다. 경제성 획득과 함께 시민의 휴식공간 욕구도 크다. 따라서 매우 치밀하고 원대하며 뜻깊게 진행되어야 할 중대한 사안이 아닐 수 없다.

 

전체 부지 가운데 최소 1/3 가량이라도 한국적 미를 담아낼 수 있는 공간으로 탈바꿈될 수 있어야 한다. 우리 전통과 문화를 현대적으로 맞물려 담아낼 수 있는 생활공간 마련이 그것이다. 이를테면 전통의 현대적 접목이라고 할 수 있다. 아울러 녹색공간을 최대한 확보함으로써 전통과 현대 그에 더해 생태환경이 유기적으로 숨 쉴 수 있는 터전 조성이다.

 

가령 한옥 건축양식을 잘 살려낸 숙박시설을 비롯해 주민센터, 파출소, 병의원, 약국, 한의원, 은행, 한복, 패션의류, 문구, 주점, 신발, 공예품, 식당, 카페, 식료품, 수선 등을 망라한 편의시설을 우리의 전통 건물양식을 살려 담아내자는 것이다. 굳이 목재로 건축된 단층 기와집만을 고집할 이유도 없다. 다만 한국적 외관과 함께, 이를 실생활에서 누구라도 쉽게 접근하고 체감할 수 있도록 하자는데 방점이 있다.

 

내부시설 또한 가급적 우리의 전통양식을 따를 필요가 있다. 다만 여기서도 수도, 전기, 가스, 인터넷, 냉난방, 화장실 문제를 비롯해 화재, 방음, 방수, 방풍, 취사 등을 고려한 첨단 과학기술 도입은 불가피할 수밖에 없다. 여기서 보다 중요한 점은 한국적 혼과 문화를 현대 상황에 맞게 담아냄으로서 대내외적으로 우리의 고유성을 획득하자는 것이다.

 

또한 거리 공연장을 마련해 노래, 연주, 춤, 시낭송 등을 즐길수 있는 방안도 요구된다. 한강과 연계된 빛이 있는 분수쇼, 거북선 원형을 살린 대형 유람선과 선착장도 고려돼야 할 사안이다. 한편 국내 관광지 등에서 저품질 외국산 물품을 국내산으로 잘못 알고 구매하는 경우도 심심찮게 겪게 된다. 이를 방어할 수 있는 실효성 있는 대안도 요구된다.

서울 인사동이 지닌 아쉬움도 있고, 남산 한옥마을과 용인 민속촌 등은 단순한 볼거리 수준에 머물고 있다. 따라서 용산기지를 내외국인 누구라도 입체적으로 보고 느끼고 즐길 수 있는 살아 숨쉬는 공간으로 구현해 이를 세계적 관광명소로 승화시킬 수 있어야 한다. 외세에 얼룩진 터를 우리 혼으로 채운다는 의미를 갖는 것은 물론이고 경제적 효과도 기대할 수 있으리라 여긴다.

 

세계 속으로 뻗어나는 첨단산업, 한류열풍과 함께 우리의 내재적 문화자원을 한층 풍요롭게 꾸리는 것 또한 그에 못지 않게 중요하다. 궁궐을 비롯해 남대문, 광화문 등 여러 문화유산은 그대로 잘 보존하는 가운데, 실제 사람이 정주하며 영위할 수 있는 규모 있는 전통 공간 성격을 지닌다. 밖으로도 힘차게 길을 내야 할 것이나, 우리 안에서도 굳건한 혼을 세워야 하기 때문이다.
