기자나 저술가들이 인터넷 매체에 기사나 글을 올릴 때의 주의사항

인터넷 매체들이 생산한 정보-뉴스가 저작권법 보호를 받으려면, '원래 정보'-'뉴스 원재료'의 뉴스화(加工) 공정이 필수적

기자나 저술가들이 인터넷 매체에 정보-뉴스를 전송할 때 주의해야할 사항이 있습니다. 이 글은 기자나 저술가들(작가-시인-칼럼니스트)이 인터넷 매체(신문)에 기사나 글을 올릴 때의 주의사항에 관한 내용입니다.

 

인터넷 매체의 수가 증가하고, 각 정부기관이나 기업체 또는 여러  사회단체들이 홈페이지를 가지고 있는 시대에 살고 있습니다. 이런 홈페이지에서 생산된 뉴스성 정보들이 매체들을 통해  뉴스화 되고 있습니다. 홈페이지는 그저 홈페이지 일뿐, 매체는 결코 아닙니다. 홈페이지 자료들의 경우, 매체로 보아서는 보도자료의 일종일 것입니다. 보도자료를 매체가 기사로 보도하면, 그 순간 기사로 변하게 됩니다. 전 세계 각국은 저작권법이 제정-운영되고 있습니다. 

 

우리나라의 경우, 저작권법 제1조(목적)는 “이 법은 저작자의 권리와 이에 인접하는 권리를 보호하고 저작물의 공정한 이용을 도모함으로써 문화 및 관련 산업의 향상발전에 이바지함을 목적으로 한다”라고 규정하고 있습니다. 지난 2014년 7월부터 시행되는 저작권법에 따라 인터넷상 기사 저작자도 저작권법 보호를 받게 돼 있습니다. 저작자(글쓴이)들이 인터넷상의 글을 인용할 때도 저작권법에 따라야 합니다.

 

이런 시대에 살고 있으면서 글 또는 기사를 생산할 때의 유의사항을 말씀 드립니다. 정부기관이나 기업체 또는 여러 사회단체들이 홈페이지에서 생산-게재된 정보(법적으로 무료 사용이 가능)는 '원래 정보'-'뉴스의 원자료'에 해당합니다. '원래 정보'-'뉴스의 원자료'가 뉴스가 되려면, 각 매체사(媒體社) 기자의 가공(加工-기사쓰기)이 필요합니다.

 

원래 정보-뉴스를 기사로 가공할 때 유의사항은 '원래 정보'-'뉴스 원자료'의 출처를 분명히 밝히면서 인용하는 것입니다. 이렇게 가공을 한 연후에야, 기사로서 당당히 세상에 나올 수 있는 것입니다.

언론매체에서 보도하는 순간, 기사로의 가공을 거친 '원래 정보'-'뉴스 원자료'의 출처를 분명히 밝히면서 인용된 정보-뉴스들은 저작권법에 따른 법적보호를 받는다는 점을 인식하는 게 중요합니다.

 

그러므로 모든 언론매체들은 '원래 정보'-'뉴스 원재료', 즉 보도자료의 가공(加工)이라는 철저한 과정을 밝아야 합니다. 인터넷 매체들이 생산한 정보-뉴스가 저작권법 보호를 받으려면, '원래 정보'-'뉴스 원재료'의 뉴스화(加工) 공정이 필수적입니다.  

 

기자가 뉴스를 생산하는 순간 저작권법 보호라는 법적인 보호를 받게 되는 만큼, 보도자료를 그대로 베끼거나, 그대로 복사해서 옮기는 일을 해서는 절대로 해선 안 됩니다. 이점을 공지(公知)하니, 기자나 저술가들은 위의 내용을 참조하시기 바랍니다.
