한국-중국수교 30주년, 이제 성숙한 '협력의 미래'를 열어야 한다!

싱하이밍 주한 중국대사 “한국-중국은 '천장지구(天長地久)의 관계'=영원한 우호관계가 되어야 한다”

지금으로부터 만 30년 전인 1992년 8월 24일 한국-중국 수교의 역사적인 서명이 중국 베이징 영빈관에서 있었다. 한국의 이상옥 외무장관과 중국의 첸지천(錢基琛) 외교부장이 '대한민국과 중화인민공화국간의 외교관계 수립에 관한 공동성명'을 교환했다. 이후 양국 관계는 비약적인 발전을 이뤄 교역규모는 수교 첫해 8조원에서 395조원으로 47배, 인적 교류는 연간 13만명에서 1000만명(코로나19 이전)으로 무려 77배가 늘었다. 세계 교류사에 한 획을 그은 수교였고, 그 결과는 한국의 비약적인 성장으로 이어졌다.

수교 30주년을 맞은 한국-중국 양국은 지난 8월22일 서울과 베이징에서 박진 외교부장관과 왕이 외교부장 겸 외교담당 국무위원 등 양국 외교 수뇌부가 참여하는 기념식을 각각 열고 축하 메시지를 교환했다. 필자도 서울의 축하 행사에 초대를 받았으나, 북경대 방문학자로 초빙돼 중국에 들어온 관계로 중국에서 축하 메시지를 보내는 것으로 대신했다.

 

이런 축하 분위기에도 불구하고 한국-중국 관계의 미래를 걱정하는 우려의 목소리가 곳곳에서 나오고 있다. 싱하이밍 주한 중국대사는 최근 한국-중국 관계가 '천장지구(天長地久)의 관계', 즉 영원한 우호관계가 되어야 한다고 했다. 중국 외교부에서 최고의 한국통으로 알려진 싱 대사의 말에 전적으로 공감한다. 그러나 한국-중국 천장지구의 관계는 지금 도전받고 있는 것이 엄연한 현실이다.

 

일부 정치인들은 툭하면 근거 없는 혐중 발언을 쏟아내고, 언론들은 반중 정서를 자극하는 왜곡보도를 일삼고 있다. 유튜브 등 사회관계망서비스(SNS)에는 전혀 사실이 아닌 가짜뉴스가 범람하고 있다. 한국-중국 우호를 위한 진지한 노력 대신 갈등과 반목을 일으키는 일들이 난무하는 현실이다.

 

그 결과는 참담하다. 한국-중국 양국 국민을 대상으로 한 여론조사를 보면 서로를 가장 싫은 나라로 꼽고 있다. 과거 우리를 침략했고 제대로 반성도 하지 않는 일본 보다 더 싫은 나라로 중국을 바라보는 젊은이들이 많다는 것은 비극적인 현실이다. 근거 없는 뉴스나 왜곡 보도, 가짜 뉴스를 둘러싸고 한국-중국 양국 젊은이들이 SNS에서 욕설을 주고 받는 현실은 안타깝고 걱정스럽다. 잘못된 정치와 오도된 언론이 한국-중국 미래세대를 반목하게 만드는 것은 불행한 일이 아닐 수 없다.

 

천장지구의 한국-중국 관계를 위해서는 몇 가지 측면에서 우리 사회가 고민할 부분이 있다.

 

우선 윤석열 정부의 한국-중국 관계에 대한 비전이 보이지 않는다는 것이다. 윤 대통령은 대선 과정에서 반중 발언을 많이 했다. 그러나 후보 시절과 달리 대통령이 된 이후에는 다른 모습을 보여야 한다. '외교는 국익의 경연장'이기 때문이다. 신임 주중 대사는 중국 투자에 신중하라는 해괴한 발언을 하고, 경제수석은 중국시장을 폄하하는 발언을 하고 있다. 쓸데 없이 중국을 자극하는 반중 발언을 해서 얻는 것이 과연 무엇인가 되묻지 않을 수 없다.

 

둘째는 미중 갈등 국면에서 한국 외교의 길이 무엇인지 잘 보이지 않는다. 미중 갈등은 이제 상수가 되었고, 우리의 안보와 경제에 최대 변수가 되었다. 그 속에서 우리의 국익을 지키는 외교술이 보이지 않는다. 윤 대통령은 '외교의 달인'이었던 김대중 전 대통령, 보수이지만 국익을 생각해 한국-중국수교를 이뤄낸 노태우 전 대통령에게 배워야 한다. 외교는 국가의 생존과 직결되고, 여야도 좌우도 없는 국익의 전장(戰場)이다.

 

셋째, 미래 세대에 대한 투자이다. 한국-중국 관계의 역사와 중요성에 대한 지식이 부족한 청년세대가 일부 잘못된 정치인과 언론의 희생양이 되어 반중 여론에 앞장서는 것은 국가의 미래를 위해 지극히 우려되는 일이다. 코로나19가 풀리면 한국-중국 양국이 미래 세대의 교류를 적극 지원해 서로 오해를 풀고 우정을 나누는 장을 마련해 주어야 한다.

한국-중국 관계는 그 역사나 상호 의존성의 측면에서 세계 교류사의 모범이다. 양국의 수교는 한반도의 안정을 가져왔고, 상호 경제교류를 통해 비약적인 경제 성장으로 이어졌다. 수교 30년 역사의 대부분은 성공적이었고, 많은 사람들이 혜택을 입었다. 이제 성년의 성숙한 단계에 접어든 한국-중국 양국 관계는 열린 미래로 가야 한다. 이는 한국-중국 양국이 상호존중과 협력을 통해 공존공영(共存共榮)하는 길을 통해서만 가능하다. 윤석열 정부는 '사드 갈등'으로 실패했던 박근혜 정부의 길을 가서는 안된다. kingkakwon@naver.com

Some politicians are pouring out unfounded hate speech, and the media is making distorted reports that stimulate anti-Chinese sentiment. Fake news that is not true at all is overflowing on social networking services (SNS) such as YouTube. Instead of serious efforts for Korea-China friendship, there are many things that cause conflict and antagonism.

 

The results are disastrous. According to an opinion poll of the people of both Korea and China, they choose each other as the countries they hate the most. It is a tragic reality that there are many young people who view China as a country that they hate more than Japan, which has invaded us in the past and has not reflected properly. The reality of young people from both Korea and China exchanging swear words on social media over unfounded news, distorted reports, and fake news is sad and worrisome. It is unfortunate that wrong politics and misleading media will cause future generations of Korea and China to feud.

 

For the relationship between Korea and China in the Cheoncheon District, there are several aspects our society has to worry about.

 

First, the Yun Seok-Yeol administration's vision for Korea-China relations is invisible. President Yoon made a lot of anti-Chinese remarks during his presidential election. But unlike his candidacy, he has to look different after he becomes president. This is because 'diplomacy is a contest for the national interest'. The new ambassador to China is making bizarre remarks to be cautious about investing in China, and the chief of economy is making remarks that disparage the Chinese market. I can't help asking what is the gain from making anti-Chinese remarks that unnecessarily provoke China.

 

Second, it is difficult to see what the path of Korean diplomacy is in the context of the US-China conflict. The US-China conflict has now become a constant, and has become the biggest variable in our security and economy. There is no diplomatic skill to protect our national interest. President Yoon should learn from former President Kim Dae-jung, who was a "master of diplomacy," and former President Roh Tae-woo, who was a conservative but achieved diplomatic relations with China considering the national interest. Diplomacy is directly related to the survival of the country, and is a battlefield for the national interest, where there is no right or left.

 

Third, it is an investment for future generations. It is extremely worrying for the future of the country that the younger generation, who lack knowledge about the history and importance of Korea-China relations, are the victims of some wrong politicians and media and lead anti-Chinese public opinion. When COVID-19 is resolved, South Korea and China should actively support exchanges of future generations to provide a platform for mutual understanding and friendship.

 

Korea-China relations are exemplary in the history of world exchange in terms of their history and interdependence. The establishment of diplomatic ties between the two countries brought stability to the Korean Peninsula and led to rapid economic growth through mutual economic exchanges. Most of the 30-year history of diplomatic ties has been successful, and many have benefited. Now that the two countries have reached a mature stage of coming of age, the relationship between Korea and China should move toward an open future. This is only possible through the path of coexistence and co-prosperity between Korea and China through mutual respect and cooperation.
