우크라이나 전쟁의 교훈과 한반도의 중국 변수

윤석열 정부는 유연하고 균형 잡힌 외교를 펼쳐야...

러·우크라이나 전쟁의 속살은 북대서양조약기구(NATO, 나토)를 내세워 우크라이나를 지원하고 있는 미국과 자국의 국경선까지 바짝 다가선 서방 연합국에 대해 크게 위협을 느낀 러시아 간의 힘겨루기이다.

 

바로 코앞에 있는 우크라이나가 2018년 독립국가연합(CIS)을 탈퇴하고, 친서방에 기울어 나토에 가입하겠다고 하자 러시아는 안보상 위협을 느끼고 우크라이나 침공을 단행한 것이 직접적인 원인이다.

 

지난 1990년 제임스 베이커 당시 미 국무장관은 통일 독일에 나토군 주둔 허용 여부를 고민하던 러시아에 “나토 관할지는 동쪽을 향해 1인치도 이동하지 않을 것”이라고 미하일 고르바초프 소련 대통령에게 약속했다.

 

하지만, 나토는 1999년 헝가리·폴란드·체코 등 3국을, 뒤이어 2004년에는 발트3국, 루마니아, 불가리아 등 옛 소련권 7개국을 군사동맹체에 끌어들이며 확장을 계속했다.

 

또 2008년에는 옛 소련 소속국인 우크라이나와 조지아의 나토 가입 가능성을 제기한 데 이어 최근에는 중립국인 핀란드, 스웨덴까지 나서 나토 가입 의사를 밝히고 있다.

 

미국과 나토는 옛 동구권 국가들을 하나씩 하나씩 야금야금 나토에 가입시키며 동진을 거듭하다가 러시아와 국경을 맞댄 우크라이나까지 넘보게 된 것이 이 전쟁의 도화선이 된 것이다. 러시아로서는 이같은 공세를 더 이상 용납하다가는 나토에 완전히 에워싸여 자국의 안보가 위협받게 된다고 심각히 우려하지 않을 수 없었기 때문이다.

 

지리멸렬하게 일진일퇴의 양상을 거듭하고 있는 러·우크라이나 전쟁이 우리에게 던져주는 교훈은 크게 보면 두 가지다.

 

첫 번째 교훈은 주변 강대국이 자신의 국익이 침해당한다고 느낄 때에는 언제든지 주변 약소국을 침략할 수 있다는 것이다.

 

즉, 국제정치에서는 옳고 그름을 떠나 ‘약육강식, 적자생존’의 법칙이 적용되는 정글같은 곳이다. 따라서 주변 약소국은 스스로를 지킬 국방력을 튼튼히 하지 않으면 언제든지 주변 강대국에게 잡아먹힐 수 있다.

 

우리도 비슷한 역사를 겪었다. 중국이나 일본이 자신들의 야욕을 충족시키기 위해 여차하면 한반도로 직접 쳐들어오거나(병자호란, 임진왜란), 한반도를 전쟁터로 삼아 초토화시켰던(청일전쟁) 뼈아픈 과거를 결코 잊어서는 안 된다.

 

두 번째 교훈은 이 전쟁이 향후 한반도 통일 문제와 관련해 많은 시사점을 던져주고 있다는 것이다.

 

이 전쟁은 우리와는 상관없이 유럽에서 벌어진 제3국간의 충돌인 것 같지만, 그것이 시사하는 바는 우리에게도 결코 ‘강 건너 불’이 아니라는 것이다. 여기서, 러시아를 중국으로, 우크라이나를 우리나라로 바꿔서 생각해보면, 왜 중국 변수를 신중히 고려하지 않을 수 없는지 알 수 있다.

 

만약 북한이 내분으로 자멸하든지, 남북이 평화적으로 통일되든지, 아니면 무력으로 통일되든지, 그 여부에 관계없이 중국이란 변수를 결코 무시할 수 없다. 중국은 6.25 전쟁 당시에도 미군이 압록강을 눈앞에 둔 지역까지 북진하자 중공군을 급파해 인해전술을 벌이지 않았는가?

 

한반도 통일 문제를 둘러싼 주변 4강의 이해관계는 오월동주처럼 제 각각 크게 엇갈려 있다.

 

미국은 대체로 현상유지를 바라지만 구태여 통일에 대해서도 반대하지는 않는 것 같다. 하지만, 중국이 경제적으로 G2로 급부상한 데 이어 군사적으로도 급팽창하며 미국의 패권까지 넘보자 미국은 이를 사전 차단하기 위해 ‘사다리 걷어차기’를 노골화 하고 있다.

 

특히, 21세기에 접어들면서 동아시아 경제권이 급부상하면서 한반도의 지정학적 가치도 덩달아 커져 미중 간 안보상 이해 충돌의 가능성이 어느 때보다 더 높아졌다. 인도양에서 태평양에 걸쳐서 대 중국 봉쇄 전략에 나서고 있는 미국으로서는 한반도가 중국을 견제할 수 있는 최전방 GP에 해당하기 때문이다.

 

미국은 동아시아 지역 패권을 추구하지만 그나마 중국과 일본과는 달리 영토적 야심은 없다는 것이 다행이라면 다행이다.

 

일본은 우리의 국력이 더 강화되는 한반도 통일을 결코 바라지 않는 반면 전쟁 등 유사시에 경제적 및 군사적 반사이익을 넘보고 있다. 2015년 개정된 신안보법에 따르면, 일본 스스로 존립 위기의 사태로 판단할 경우 한국의 동의가 없어도 집단적 자위권을 발동할 수 있다.

 

나아가 병참(탄약보급, 발진대기 중인 전투기에 대한 급유)을 위해 상륙한 자위대를 상대로 북한이 도발하면 일본은 무력 공격을 당했다고 판단하고 전투에 돌입할 수도 있다. 한반도에서 전쟁 등 유사시가 되면 한국군 전시 작전권은 미국 인도태평양사령관 지휘를 받는 주한미군 사령관으로 이전된다. 그와 함께 거의 자동적으로 주일미군, 나아가 자위대가 개입될 수 있다.

 

이와 관련, 호사카 유지 세종대 교수는 “미국과 일본은 한미일 3각 군사동맹을 맺자고 제의해왔다”면서 “이를 위해서는 악사(ACSA, 한일군사물자교환협정)라는 것을 맺어야 한다. 그건 군사물자 및 무기 같은 것을 교환할 수 있는 협정인데, 거기까지 가면 확실하게 군사동맹으로 가는 것”이라고 지적했다. 그는 “또 중국이 대만을 공격한다고 하면 일본은 중국과 센카쿠열도 분쟁으로 대응하게 되는데, 3각 동맹에 따라서 우리 군도 출동하게 된다”며 “또 반대로 우리나라에서 상황이 발생하면 일본이 한반도에 진입할 명분이 만들어 진다”고 우려를 나타냈다.

 

중국은 북한이 미군과 직접적인 무력충돌을 막아주는 ‘마우스피스(mouthpiece)’ 또는 ‘버퍼 존(buffer zone)’ 역할을 하기 바라기 때문에 통일보다는 현상유지를 더 원한다. 그러나 만약 북한이 내분으로 자멸하든지, 아니면 한반도에 무력 충돌이 발생할 경우를 대비해 중국군을 바로 투입할 태세를 갖추고 있다.

 

한반도 유사시 투입될 중국군은 북부전구(北部戰區)다. 과거 심양군구를 주축으로 제남군구를 포함해 확대 재편되었다. 특히 제남군구에는 칭다오의 북해함대를 포함한다. 그 중에서도 과거 심양군구에 속했던 3개의 집단군은 언제든지 북한지역으로 투입될 준비가 되어 있다.

 

북부전구 내 39집단군과 40집단군은 랴오닝성에 주둔하면서 유사시 한반도를 작전지역으로 설정해놓고 있다. 특히, 39집단군에는 압록강 도하를 위한 도하여단을 별도로 갖고 있고, 매년 압록강 인근에서 도하훈련을 하고 있다. 북부전구에 배속된 과거 제남군구의 북해함대는 황해를 주 작전지역으로 한다.

 

우여곡절 끝에 남북 합의에 따라 한반도가 평화통일 된다 할지라도 중국은 여전히 큰 변수로 남을 전망이다. 한국이 통일될 경우 무려 1,400km에 달하는 국경을 맞대게 될 중국으로서는 미군의 계속 주둔과 전진 배치를 결코 용납하려 들지 않기 때문이다.

 

반면, 러시아는 시베리아산 천연가스관 송출과 대륙횡단 철도수송망 개설 등 경제적 이익을 노리고 한반도 통일에 크게 반대하지 않고 있다. 그럼에도 불구하고, 미국의 압력으로 윤석열 대통령이 나토 정상회담에 참석하여 반러 연합전선에 가담한 것은 모양새가 좋지 않고 국익에도 전혀 도움이 되지 않는 일이었다.

 

이같이 한반도 통일을 둘러싸고 주변 강대국들의 이해관계가 크게 엇갈리는 상황에서 과연 우리는 어떤 외교·안보적 스탠스를 취해야 할 것인가?

 

우리는 전통적 우방국인 미국과의 군사적 동맹관계를 유지하면서도, 특히 경제적으로 밀접한 대중 관계와 관련, 결코 섣부르게 적대적인 입장에 서서는 안 된다. 한중 양국 간 교역량은 1992년 수교 당시 63억 달러에서 지난해 코로나 여파에도 불구하고 3,015억 달러를 기록하면서 사상 처음으로 3,000억 달러 시대를 열었다. 중국은 우리의 최대 수출입 대상국이자 기업 수 기준으로 최대 투자 대상국으로 자리 잡고 있다.

 

따라서 사드 배치 갈등에 이어 최근 불거지고 있는 반중 ‘반도체 4국(Chip4) 동맹’ 참여나 미국, 일본, 인도, 호주의 4개국 안보 협의체 ‘쿼드(Quad)’ 참여 문제 등에 관해 신중에 신중을 기하지 않을 수 없다. 윤석열 정부가 들어서자마자 중국은 벌써부터 전임 정부가 밝힌 사드배치 관련 ‘4대 약속’을 지키라고 압박을 가하고 있다.

이처럼 미묘한 시기에 새 정부 들어서 처음으로 박진 장관이 8일부터 10일까지 중국을 방문한다. 박 장관은 왕이 국무위원 겸 외교부장과 한중 외교장관 회담을 갖고, 한중 관계, 북핵 개발, 사드 배치 문제 등 상호 관심사에 대해 논의할 예정이다.

 

윤석열 정부는 대중 관계에 일희일비 하지 말고 큰 전략적 틀을 짜놓고, 미중 사이에서 ‘고래싸움에 새우 등 터지는’ 일이 발생하지 않도록 유연하고 균형 잡힌 외교를 펼쳐야 할 것이다.
