통신3사, 최초 합작법인 설립..“금융약자 신용평가 돕는다”

통신3사가 금융거래 정보가 부족한 금융소외계층을 위한 신용평가 합작법인 설립을 추진한다.

 

SK텔레콤, KT, LG유플러스, SGI서울보증, 코리아크레딧뷰로(KCB)가 전문개인신용평가업에 함께 진출하기 위한 합작투자계약을 체결했다. 통신 3사가 합작법인을 설립하는 것은 이번이 최초다.

 

5개사가 추진하는 전문개인신용평가업은 비(非)금융정보를 활용해 개인의 신용을 판단하는데 필요한 정보를 수집하고 평가해 그 결과를 제3자에게 제공해 활용할 수 있도록 하는 사업이다.

 

5개사는 SGI 서울보증 본사에서 지난 3일 오후 합작투자 계약 체결식을 진행하면서, 금융거래 정보가 부족한 신파일러(Thin Filer: 금융이력 부족자)를 대상으로 금융 접근성을 제고해 ESG 경영 가치 실현에 힘을 모으기로 다짐했다. 신파일러란 사회초년생이나 은퇴자 등 금융거래 정보가 적어 시중에서 카드 발급이나 대출, 금리 혜택 등을 보기 어려운 금융소외계층을 말한다..

 

합작법인은 개정된 ‘신용정보의 이용 및 보호에 관한 법률’의 취지에 따라 데이터 산업 활성화를 위해 통신 3사의 통신정보를 기반으로 ‘비금융 신용평가’ 서비스를 제공하기로 했다. 이를 통해 금융이력 부족으로 금융서비스 이용에 제한이 있는 학생이나 가정주부와 같은 금융약자들에게 대출한도는 늘리고 금리를 낮추는 등 폭넓은 금융혜택을 제공할 수 있을 것으로 기대하고 있다.

 

또한, 5개사는 합작법인을 통해 ‘비금융 신용평가’ 사업을 시작으로 데이터 사업 활성화 기반을 조성하고, 이후 새로운 고객가치 창출을 위한 신규사업 발굴에도 힘을 모을 계획이다.

 

합작법인은 통신 3사가 각 26%의 지분을 출자하고, SGI서울보증 및 KCB는 전략적 투자자로서 각 11%의 지분을 출자하는 방향으로 추진한다.

 

현재 5개사는 합작법인 설립을 위한 기업결합 심사를 신청한 상태로, 준비법인 설립, CEO 공개 모집, 기업결합 승인 후 사업권 신청 등의 절차를 순차적으로 진행할 예정이다.

 

통신 3사는 최초 합작법인 설립 추진 외에도, 최근 통신 3사는 함께 고객 가치를 높이고 사회적 비용을 절감하기 위해 힘을 모으고 있다. 대표적으로 글로벌 공룡기업에 맞서 국내 ICT 생태계를 굳건히 지키기 위한 토종 앱마켓 공동 투자, 뛰어난 편의성과 보안성을 갖춘 본인 인증 서비스 PASS 협력, ESG 경영확산을 위한 공동 펀드 조성 등을 진행해왔다.

 

합작법인에 참여하는 SGI서울보증은 기존 중금리 대출보증 운용역량을 바탕으로 통신정보 기반 신용평가서비스를 활용해 금융이력이 부족한 사람들을 보증하는 역할을 수행할 계획이다. 

 

KCB는 기존 개인신용평가업을 운영하던 신용평가 경쟁력을 바탕으로 통신정보를 활용한 신용평가 모델이 시장에 자리잡을 수 있도록 적극 협력해, 국내 개인신용평가서비스의 품질 향상을 도모할 예정이다.
