박보균 문화체육관광부 장관 취임사 '명문'...“장관 업적도 한층 좋아야만 한다”

언론인 출신 박보균 문화체육관광부 장관이 지난 5월16일 취임했다. 긴 연륜, 언론인으로서 기사나 칼럼을 써왔을 것이다. 그래서인지, 그의 취임사를 읽어보니 명문(名文)이다. 그래서, 이 취임사는 박보균 장관이 직접 썼을 것으로 추정한다.

 

박보균 장관은 취임사의 시작 부분에서 “저는 제 시각과 방식으로 우리 부처의 업무 자세와 방향을 제시하고자 합니다”고 운을 뗐다. 언론인 시절 세계를 본 느낌을 도입부에 소개 했다.

“경제와 군사에다 문화까지 번영해야만 일류국가로 우뚝 설 수 있다”는 부분은, 문화 주무장관으로서 시대를 읽는 혜안이며, 번득이는 대목이다.

스포츠의 쾌거는 산업화와 민주화 이전부터 존재했습니다. 예전 동대문에 야구장과 종합경기장이 있었습니다. 동대문 디자인 플라자가 생기면서 없어진 스포츠 단지입니다. 지금도 그곳을 지날 때면 고교야구와 축구 경기장의 응원 함성이 제 귓전을 울리는 듯합니다. 스포츠 영웅들의 감동적인 드라마에 정책담당자들은 친숙해야 합니다. 스포츠의 지평은 끊임없이 넓어지고 국민의 관심 영역은 커지고 있습니다. 스포츠 관련 정책은 정교하게 진화해야 한다고 생각합니다.

 

우리 가족들은 역사·문화 콘텐츠를 다양한 방식으로 생산·전시·유통하고 있습니다. 이와 관련한 일류 문화 국가들의 원칙과 전통, 성찰을 저는 기억하고자 합니다. 그것은 역사적 진실과 상식에 충실히 복무하라, 또한 주관적인 관점을 투입하거나 독단적인 색깔을 입히려는 유혹에 빠져선 안 된다는 겁니다. 그것은 편향과 변조, 왜곡을 경계하고 차단하려는 것으로 이해하고 있습니다.

국내외에 남아 있는 문화유산 가치의 발견과 상승, 확장에 치열하고 세련된 열정을 쏟아부어 봅시다. 그런 작업은 K컬처의 경쟁력을 한껏 높여 줍니다. 관광산업은 K콘텐츠, 한류 연관 산업, 전통문화와 함께 어울리면서 활기를 띠게 됩니다. 관광명소의 흥행에는 스토리텔링 마케팅이 중요하다고 합니다. 이를 위해선 언어의 선택과 배치에 능숙해야 합니다.

If you go to ‘Maheon Yun Bong-gil’s Memorial Hall’ in Yangjae Citizen’s Park, Seoul, there is a statue of Yun Bong-gil. There is an amazing phrase of enlightenment written by Yun Bong-gil, who is 19 years old. “Life seeks a world of freedom. Man has a heavenly freedom.” Freedom produced Yun Bong-gil's determination and tenacity. Freedom instills artistic initiative and a spirit of challenge. The spirit of liberty presents the outstanding originality of culture and the arts, a bold breakthrough, and an aesthetic sensibility and talent. A free-spirited policy agenda will work in a similar way.

A country where the people are the true masters. Its policy task is clear. All people should share and enjoy culture fairly and without discrimination. As mentioned by President Yoon Seok-yeol, ‘a fair access to culture is guaranteed’. Universal cultural well-being is reinforced by cultural co-existence. I believe that if the environment for culture, arts, sports, and tourism improves for the disabled, the environment for all people will also improve. Support measures for related industries that have been suffering for a long time due to the corona pandemic must continue to be carefully prepared.

Let's all go into the people. You must be in the field of culture, arts, sports, and tourism. Don't rely on formality, but listen and get along with an open mind. “A country where the people are the masters” must be achieved in a preemptive and structured way in the fields we are assigned to. I will take the lead and carry out my duties as a minister with such an attitude.
