하토야마 전 일본 총리 “윤석열-기시다 정부서 제2의 김대중-오부치 선언 기대”

[단독 인터뷰] 북핵 문제해결, 북미대화 재개하도록 한일 양국 협력해야..

필자는 지난 2018년 고양시에서 개최된 한 행사에서 하토야마 유키오 전 일본 총리의 기조 강연을 취재하면서 그의 발언에 신선한 충격을 받아 팬이 되었다. 전직 총리이나 너무도 인간적이며 일본 식민지화에 대한 가감없는 양심의 소리를 내는 유일한 정치인이었다. 언젠가는 인터뷰를 해야겠다는 생각을 했었는데 오늘에야 하게 되어 무한한 영광으로 생각하며 윤석열 정부가 출범하기 하루인 5월 9일 오전 그랜드하얏트 서울에서 인터뷰를 진행했다.  

 

하토야마 전 총리는 "저는 제2의 김대중-오부치 선언이 만들어지길 기대하고 있다. 윤석열-기시다 두 정상은 가능한 빨리, 가능한 길게, 가능한 많이 회담을 가졌으면 좋겠다.  여기서 가장 중요한 점은 어디까지 타협할 수 있는가이다.  물론 일본이 더 많이 한국을 배려해야 하지만 한국과 일본이 서로 잘 타협하면 제2의 김대중-오부치 선언을 두 지도자가 만들어 나갈 수 있다"고 밝혔다.  ©브레이크뉴스

 

- 한국에서 미래 지향적인 윤석열 정부가 출범하는데 대해 어떻게 생각하는지요?

 

▶ 먼저 윤석열 대통령의 취임을 진심으로 축하드린다. 새로 당선된 윤 대통령이 미래지향적이라는 이야기를 듣고 매우 기쁘게 생각하고 있다. 새 정부가 미래 지향적이라는 점은 아주 기쁜 일이고, 역사를 올바르게 본다는 것 역시 아주 중요하다. 한일간 역사적인 문제를 해결하기 위해선 새로운 타협이 필요하다. 윤석열 대통령은 그런 생각을 가지고 계실 것이라고 생각하고, 기시다 총리도 타협하겠다는 생각을 가지고 양국이 임해주면 좋겠다고 생각한다.

 

- 일본 내 여론조사 결과를 보면, 일본국민 70%가 한일관계를 부정적으로 보는 시각이 많다.

▶ 현재 한국에서 새로운 정부 출범을 하기 때문에 그런 내용은 아무 의미가 없다고 생각한다. 한일관계를 우호적으로 바꾸기 위해선 민간 교류도 활발해져야 좋다고 생각한다. 코로나19 시대가 끝나게 되면 다시금 교류가 늘어날 것이기 때문에 한일관계는 더 좋아지지 않을까 생각한다.

 

- 아베정권 이후 일본 정부는 1965년 한일 청구권협정으로 모두 해결됐다는 주장에 국제법상 ‘개인의 청구권’은 국가 간 조약으로 소멸시킬 수 없다는 게 지배적이다. 이를 바탕으로 1991년 당시 야나이 순지 외무성 조약국장이 일본의회에 출석해 ‘개인청구권은 국가가 소멸할 수 없는 고유권리‘라고 밝힌바 있는데 왜 일본 정부는 대승적으로 풀어내지 못할까? 

 

▶ 저는 기본적으로 야나이 순지 외무성 국장의 의견에 동의한다. 1965년 맺은 한일청구권협정으로 인해 개인청구권이 소멸되면 안된다고 생각한다. 다만 한가지 아쉬운 상황인 것은 일본은 지금 20년 이상 경제적으로 어려운 상황에 있다. 일본의 경제는 내리막을 걷고 있고, 한국의 경제는 올라가고 있는 상황이다. 이러한 환경 속에서 일본 국민들은 한국에 대해 강하게 비판하는 정치인을 좋아하고 선호하는 현상이 있다. 이 때문에 한국에 대한 배상이 힘을 받기가 어렵다. 일본이 앞으로 경제적인 문제에서 자신감을 회복해야만 문제 해결에 성공할 수 있다고 본다.

- 강제징용 배상판결, 위안부 강제동원 문제 등으로 한일관계는 최악을 치닫고 있다. 새로운 한일관계 어떻게 풀어가야 할까?

▶ 한국 대법원에서 강제징용 피해자에 대한 배상 판결 등으로 한일관계가 최악이다. 새로운 한일관계를 위해선 이 문제를 어떻게 풀어가야 할까?

 

먼저 강제징용 문제에 대해선 방금 말씀드린 것처럼 1965년 한일청구권 협정으로 모든 게 끝난 게 아니다. 일본 정부는 더 유연한 생각으로 이 문제를 대해야 된다고 생각한다.

 

일본은 2015년 박근혜 전 대통령이 자민당 정부와 협정 협상을 해 해결됐다고 하지만 당사자인 위안부 피해자들이 만족하고 있지 않다는 점을 일본에선 잘 받아들여야 한다.

 

그리고 일본은 한국을 식민지화 해 한국 사람들에게 많은 상처를 준 가해자다. 상처를 받은 쪽에서 “이제 더 이상 사죄하지 않아도 된다”고 얘기할 때까지 계속해서 사죄하는 것이 제일 중요하다 생각한다. 그리고 일본에서 타협적인 태도를 취하게 된다면, 한국도 역시 타협을 위한 준비를 해주면 좋겠다고 생각한다. 

 

- 세계 최초 국가 간 공동 역사 교과서를 독일 프랑스에서는 발행했다. 이를 교훈삼아 그 해결방안으로 한일 양국 역사분야 전문가 그룹의 지혜를 통해 한일 공동의 역사교과서를 기술하는 것은 어떻게 생각하나?

▶ 아주 훌륭한 생각이다. 공동연구를 통해 역사의 문제점을 공유하는 건 아주 좋다고 생각한다. 양국이 좋은 건 좋다고 같이 하고, 의견이 다른 문제도 서로 잘 논의해 나가면 좋다고 생각한다. 한국과 일본이 리더십을 발휘해 역사교과서를 함께 만든다면 좋겠다.

- 대한민국 국민은 지난 2015.8 서대문형무소 독립투사 추모비 앞에서 총리님께서 무릎 꿇고 사죄한 것에 대해 깊은 감동을 받았다. 일본의 대표적인 지성인, 양심의 소리를 들을 수 있는 진정한 정치인으로 평가하고 있다. 일본 현 집권세력도 하토야마 총리님처럼 한일관계를 풀어갈 수 없을까?  

 

▶ 제가 서대문형무소를 찾아 사죄한 것은 당연한 행위를 한 것이다. 일본은 식민시절 때 많은 독립운동가들에 대한 탄압과 고문을 하고 살해하기도 했다. 이는 당연히 사죄할 일이기 때문에 사죄한 것이다. 일본은 현재 경제적으로 어려운 상황에 있어 국민들의 생활이 아주 어려워졌고 이웃나라인 한국에도 화풀이를 하고 있다. 그럼에도 불구하고 현 일본의 기시다 후미오 총리가 사죄하는 마음을 갖고, 윤석열 대통령과 긴 시간을 갖고 대화하며 문제를 해결해 나가면 좋겠다.

 

현실 가능성이 없는 우매한 질문인줄 알고도 북핵문제를 질문했다. 

 

- 우크라이나 사태가 주는 역사적 교훈은 핵이 없는 국가는 언제든지 강대국으로부터 침략을 당한다는 사실을 보여줬다. 대륙세력인 북중러가 동시에 핵을 보유하고 있는 반면에, 해양세력인 한미일중 미국만이 핵을 보유하고 있어 불균형이다. 그런 측면에서 대한민국과 일본 그리고 대만이 동시에 핵을 추진하는 것은 불가능한 현실일까? 

 

▶ 저는 우크라이나가 핵무기가 없기 때문에 러시아에 침략 당했다고 생각하지 않는다. 러시아 입장에선 나토(북대서양조약기구)가 점차 동쪽으로 확대되는데 부담을 느끼고 있는 가운데, 우크라이나가 나토 가입을 추진했기 때문에 공격했다고 본다. 또 우크라이나 동부지역에 사는 친 러시아 주민들이 박해를 받고 있다는 이유로 전쟁을 벌였다. 그리고 가장 핵심은 우크라이나를 무대로 해서 미국과 러시아가 대립하고 있다는 점이다. 핵무기가 있냐 없냐에 따른 문제가 아니다. 핵무기는 오히려 세계에서 모두 없어져야 한다고 생각한다.

- 미중 패권 갈등 속에 북한 김정은 정권이 우크라이나 전쟁에 편승하여 대한민국의 정권교체기에 올해만 15번째 탄도미사일을 발사했다. 미래지향적으로 한일 양국이 북한 문제를 놓고 윈-윈 할 수 있는 방법은 없을까? 

 

▶ 지금 북한은 탄도미사일 발사를 하고 핵실험을 하려고 혈기를 부리는데, 우리는 아주 안 좋게 생각하고 있다. 미국 바이든 대통령도 북한에 대해 의식적으로 무시하는 전략을 취하고 있는데, 만약 한국과 일본이 지금 뭔가를 할 수 있지 않을까라고 생각한다면 북미대화가 재개될 수 있도록 힘을 합치면 좋겠다.

 

- 총리님께서는 '동아시아 공동체 구상'에서 ‘팍스 아시아나’를 부르짖고 있다. 동아시아 평화를 위해 한일 간 어떤 일을 함께 할 수 있을까?

 

▶ 한일 관계를 보다 정상화시키기 위해선 서로가 새로운 타협안을 내놔야 한다고 생각한다. 당연히 양국 국민들 중에서 반대 의견이 있을건데, 그것을 잘 넘어서도록 손을 잡고 함께 해나가야 한다.

 

동아시아에선 미국과 중국이 대립하고 있는데, 미중 역시 협력할 수 있도록 한국과 일본이 잘 협력해 나가야 된다고 생각한다. 통신망을 예로 들어보면, 미국과 중국이 표준 통신 규격을 서로 다르게 한다면 세계는 나눠지고 말 것이다. 일본과 한국 입장에선 미국과 중국 모두 중요한 나라다. 서로 편을 가르는 게 아니라 평화적으로 협력하는 게 동아시아 평화에 있어 가장 중요하다,

-21세기 새로운 한일관계를 만들어가기 위해 김대중-오부치 선언에 버금가는 선언이 윤석열-기시다 정부 사이에서도 나올 수 있을까?   

 

▶ 저는 제2의 김대중-오부치 선언이 만들어지길 기대하고 있다. 윤석열-기시다 두 정상은 가능한 빨리, 가능한 길게, 가능한 많이 회담을 가졌으면 좋겠다. 여기서 가장 중요한 점은 어디까지 타협할 수 있는가이다. 물론 일본이 더 많이 한국을 배려해야 하지만 한국과 일본이 서로 잘 타협하면 제2의 김대중-오부치 선언을 두 지도자가 만들어 나갈 수 있다고 생각한다.

 

-마지막으로 양국의 지도자에게 하고 싶은 말이 있다면 해달라.

 

▶ 일본 국민의 대부분은 한류 붐이 일어날 때 한국을 많이 좋아했다. 저는 한일 양국이 이제 다시는 그런 상황으로 되돌아 갈 수 없다고 보지 않는다. 윤석열 대통령과 기시다 총리 두 지도자가 강한 지도력을 발휘해서 반대세력을 누르고 대화를 잘 추진해 나가면 한일관계는 예전처럼 가깝고 친한 사이가 되리라 믿는다. hpf21@naver.com
