대통령 후보들, 저출산-고령화 문제 해결에 적극적이어야...

“유권자의 표만 생각한 포퓰리즘으로 국민을 현혹하면 안 될 것”

3월9일 대통령 선거일을 앞두고 정권을 잡기 위한 각 당과 후보들의 공약이 흘러넘친다. 특히 더불어민주당 이재명 대통령 후보는 강물을 퍼주듯이 매일 돈 뿌리는 정책을 남발한다. 정치인들의 공약 남발은 국민의 정치에 대한 불신만을 배가시킬 것이다. 1960년대의 고무신 선물이 이번 선거에서는 현금 살포로 유권자들을 유혹하고 있다. 

 

5년 동안 국가의 장래를 책임지고 향후 국가의 미래를 결정할 대통령 선거공약이 유권자의 표만 생각한 포퓰리즘으로 국민을 현혹하면 안 될 것이다. 빛의 속도로 변해가는 사회에서 5년이란 세상을 통째로 변화시킬만한 매우 긴 시간이다. 지금은 느끼지 못하지만 당장 미리 준비하지 않으면 안 되는 일들이 산재해 있다. 

 

그중에서도 우리나라 인구가 감소한다는 사실이다. 인구감소의 가장 중요한 원인인 초저출산과 고령화 문제가 있다. 그 예로 전국 228개 시·군·구 중에서 30년 후면 전체 46.5%인 106곳이 소멸위험 지역이라는 것이다. 전남, 경북, 경남와 강원 등지의 농촌 마을에 아이들의 울음소리가 끊기고 노인들만이 거주하고 있어 마을 전체가 자동으로 사라진다는 우울한 얘기다.

 

6·25 동란을 겪은 후에 한국에서는 베이비붐 세대(1955-1963)가 있었고, 이 시기에 폭발적인 인구 증가가 있었다.  영국의 인구학자 토머스 로버트 맬서스 (Thomas Robert Malthus, 1766-1834)가 인구론(An Essay on the Principle of Population)에서 주장한 "식량은 산술급수적으로 증가한 반면, 인구는 기하급수적으로 증가하여 식량부족과 인구과잉으로 사회적 빈곤을 해결할 수 없다"라는 주장이 당시 지배 담론이었다.

 

이에 1960년대에 박정희 정부는 심각한 빈곤 문제 해결책으로 산아제한 정책을 폈다.

이 정책으로 1950-60년대에 평균 출산율이 4-5명에 달했으나, 차츰 하락하여 1983년에는 출산율이 인구 대체율 수준인 2.1명 이하로 떨어지게 되었다. 이런 현상에서 정부는 1996년 산아제한 정책에서 다시 출산 장려 정책으로 변경했다.

 

그러나 여성들이 직업을 갖게 되고, 아이 양육이 매우 어려워지며 젊은 세대가 생활의 곤궁으로 결혼도 하지 않고 아이도 낳지 않은 현실이 되었다. 합계출산율이 2.1이하로 떨어진다는 것은 인구의 감소를 의미하고 인구감소는 생산가능인구인 15-64세의 인구가 줄어든다는 의미며, 국가 발전에 필수적인 생산량이 감소한다는 의미다. 2001년부터는 이른바 초저출산율인 1.3에까지 도달하였다.

 

통계청에서 최근 2021년 12월 23일에 발표한 통계정보보고서에 의하면, 2020년에는 여성의 가임기간인 15~49세의 여성이 출산할 수 있는 합계출산율이 0.84로 급격하게 하락한 것이다. 이는 세계에서 가장 낮은 합계출산율이다. 반면에 인간의 삶의 질의 향상과 의료기술의 진전 그리고 건강에 관한 관심으로 기대수명은 높아져서 사회가 고령화와 초저출산 시대를 맞게 된 것이다.

 

한국은 2000년부터는 노인 인구가 7% 이상을 차지한 고령화 사회(aging society)가 됐다. 2018년에는 노인 인구가 14%이상을 차지하는 고령사회(aged society)로 진입한 것이다. 더욱이 20대 대통령 임기가 끝나는 2026년에는 인구의 20% 이상이 65세인 초 고령사회(superaged society)가 된다는 심각한 예고다.

 

초 저출산과 고령화, 그리고 수도권으로 인구가 집중하여 생기는 인구감소로 지방이 사라지면서 경제발전의 필수 요소인 생산가능인구가 감소하게 되고, 수요 감소로 이어진다. 결과로 경제 위축으로 국가 경쟁력이 약화되며, 국가 균형발전은 멀어지고 노인부양인구는 증가한다는 것이다. 2060년에는 ‘부양자:피부양자’의비율이 1:1정도가 된다는 예상이다. 이번 20대 대선에서는 당장 눈에는 보이지 않지만 미구에 닥칠 이런 중대한 문제에 대해 각 정당에서 정책을 내놓아야 할 것이다.

 

이에 대한 준비에는 여러 가지를 검토할 수 있을 것이다. 출산율을 높이는 방법, 청년들이 안심하고 결혼과 출산을 할 수 있는 제반 환경 조성 등 가능한 정책이 필요하겠다. 또한, 인구감소를 줄이기 위한 외국으로부터 이주민을 받아들이는 정책, 여기에 우선으로 재외동포를 국내로 이주케 하는 문제, 더 나아가 한민족인 북한 동포들을 껴안는 문제 등 많은 방법을 구상할 수 있을 것이다.

 

이를 위해서는 정치, 경제, 외교, 사회, 남북한 문제 등 많은 국가적 큼직한 아젠다를 가지고 깊이 있게 논해야 할 것이다. 현재 각 정당에서 내놓는 대중영합주의 정책이나, 목전의 표만을 위한 단기 정책으로는 이런 어렵고 장기적인 국가적인 과제를 해결할 수 없을 것이다. 이번 대선에서는 각 당의 공약이 초저출산과 고령화 문제로 인한 인구감소 문제를 결코 외면하면 안 될 것이다.
