Aftermath of the central bank rate hike... Household loan interest rate 1.03%p, interest burden 1.49 million won↑

-Reporter Moon Hong-cheol

The Bank of Korea raised the key interest rate by 0.25% in August and November of this year. Inflationary instability is also aggravating due to a surge in international raw material prices.

As such, it is predicted that the household loan interest rate will rise by 1.03 percentage points this year due to the base rate hike and inflationary instability, and the household's annual interest burden and delinquency amount will increase by 17.5 trillion won and 3.2 trillion won, respectively, which will greatly increase the household burden. brought up

The Korea Economic Research Institute revealed this through an analysis of “The Impact and Implications of the Base Rate Raise and Inflationary Instability on Household Loans.”

According to the Korea Economic Daily, as the loan interest rate moves in the same direction as the base rate, the Bank of Korea's increase in the base rate acts as a factor in raising the interest rate on household loans. It is also predicted that the rise in consumer prices due to the recent sharp rise in international raw material prices will lead to an increase in expected inflation, which will also act as a factor in raising interest rates on household loans.

Accordingly, the Korea Economic Research Institute analyzed the effect of the base rate hike and expected inflation on the household loan interest rate, and the effect of the household loan interest rate on the household loan delinquency rate using quarterly data from the first quarter of 2008 to the second quarter of 2021.

As a result, when the base rate and expected inflation rate rise by 1%p, the household loan interest rate rises by 1.13%p and 0.35%p, respectively, and the household loan delinquency rate increases by 0.2%p and 0.06%p, respectively.

Based on these analysis results, the Korea Economic Research Institute quantitatively estimated the impact of the recent increase in the base interest rate and the rise in expected inflation due to the sharp rise in consumer prices on the interest burden and delinquency on household loans.

To this end, we estimated the range of changes in the semi-interest rate and the expected inflation rate, and assumed that the change in the base rate was 0.5%p. This is because the base interest rate was raised by 0.25%p each at the meeting to be held on November 25th and the Monetary Policy Committee on August 26th.

The expected inflation rate change was estimated at 1.3%p. This is a figure obtained by subtracting the average consumer price inflation rate of 1.1% from 2015 to 2019 from the 2.4% forecast for this year's consumer price inflation.

As a result of the estimation, it was found that a 0.5%p increase in the base rate raises the household loan interest rate by 0.57%p, and a 1.3%p increase in expected inflation raises the household loan rate by 0.46%p, resulting in a total household loan rate increase of 1.03%p.

It was analyzed that if the household loan interest rate rises by 1.03 percentage points due to a simultaneous rise in the base rate and expected inflation, the household interest burden will increase by 17.5 trillion won per year. Converting this to the amount per household (11.74 million households, National Statistical Office) with financial debt as of 2020, the increased interest burden per household is 1491,000 won per year. The increase in arrears on household loans due to interest burden was estimated at 3.2 trillion won.

If we look at the effects of each variable, a 0.5%p increase in the base rate will increase the interest burden by 9.6 trillion won and increase the delinquency by 1.7 trillion won, and a 1.3%p increase in the expected inflation rate will increase the interest burden by 7.9 trillion won and increase the delinquency amount. It is estimated to cause 1.4 trillion won.

The Korea Economic Daily said that while the key rate hike is unavoidable considering the recent steep increase in household debt and the rise in the price of international raw materials, considering that a series of strict household loan regulations such as the total loan amount and DSR regulations have already been implemented, He pointed out that further interest rate hikes could significantly increase household burden, so caution is needed.

Choo Gwang-ho, head of the Korea Economic Daily’s policy department, said, “The low-income class has a weak defense against interest rate hikes, so if the base rate is continuously raised in a short period of time, it is highly likely that adverse effects such as an increase in the delinquency rate will occur. It is essential to increase household income through the creation of high-quality private jobs,” he said.
