3040 Employment rate 30th out of 38 OECD countries... “The economic back is collapsing”

-Reporter Moon Hong-cheol

It was found that the number of employed people in 3040 (ages 30-49), the economic waistline, and the employment rate are decreasing. In addition, the employment rate of 3040 ranks 30th out of 38 OECD countries, raising the need for a job policy for 3040.

According to the results of analysis of data from Statistics Korea by the Korea Economic Research Institute, the number of 3040 employed has decreased by an average of 1.5% over the past five years. The number of 3040 employed showed a slight increase from 2010 to 2014, but has been declining since 2015. If the employment rate has decreased by 0.7%p over the past five years, it has been on a downward trend since 2017.

Compared with OECD countries, Korea's 3040 employment rate (76.2%) is the lowest among 38 countries. Compared with the G5 countries, Germany 85.8%, Japan 85.1%, UK 85.1%, France 81.9%, and the US 76.6%, which is higher than Korea, and Korea is 9.6%p lower than Germany, showing a large gap.

In Korea, the employment rate decreased by 0.7%p in 2020 compared to 2015, but Germany (84.9 → 85.8%), Japan (82.4 → 85.1%), the UK (83.0 → 85.1%), France (80.8 → 81.9%) showed an improvement in the employment rate in 2020 compared to 2015.

However, in the United States, the employment rate plunged in 2020 (80.7% in 2019 → 76.6% in 2020) due to the aftermath of COVID-19, and decreased by 1.6%p compared to 2015. This appears to be due to the U.S.' response to the COVID-19 crisis focusing on unemployment measures such as unemployment benefit support rather than employment maintenance measures.

By industry, it was found that the industry with the largest decrease in the number of employed by 3040 in 2020 compared to 2019 was the accommodation and restaurant industry. The lodging and restaurant industry decreased by 76,516 people compared to 2019. It was followed by education services (71,102 people), wholesale and retail trade (53,743 people), and manufacturing (-50406 people).

The industry with the largest increase was business facility management, business support and rental service, which increased by 3076 people, followed by transportation and warehousing (21,904 people), public administration, and defense and social security administration (13,425 people).

As of 2020, the industries with the highest 3040 employed were manufacturing (19.6%), wholesale and retail (14.1%), education service (8.3%), health and social welfare service (7.5%), construction (7.1%), and accommodation and restaurant (5.8%). %) in that order.

Looking at the average annual increase/decrease rate of the employed for the past five years in industries with a high proportion of employed people, all except the health and social welfare service industries are decreasing.

In particular, the rate of decline in the lodging and restaurant business with many self-employed and wholesale and retail businesses was 3.3% and 2.8%, respectively, and the manufacturing sector, which is classified as a high-quality job, also decreased by 2.7%. In these industries with many employed people, the number of jobs is also on the decline, so measures to revitalize related industries are required.

3040 The number of people who give up looking for a job increased from 129,258 in 2015 to 171,358 in 2020. In particular, the increase has been remarkable since 2018, showing an average annual increase of 12.0% over the past two years. Compared with the 7.5% average annual increase rate of the total number of people who have given up looking for a job during the same period, the rate of increase of those who gave up looking for a job in 3040 was particularly large.

The most common reason for giving up on job-seeking in the 3040s in 2020 was 'because there was no job after looking for it before (35.2%)', and 'because there was no job that matched the desired wage level and working conditions' (31.8%). followed

Choo Gwang-ho, head of the economic policy department at the Korea Federation of People's Republic of Korea, said, "The sluggish employment of the 3040s, the most active generation, will not only make it difficult for low-income families but also become an obstacle to Korea's economic recovery. It is most important to create an environment conducive to doing business.”
