Song Seok-Jun, "Excluding the performance target rather than the public interest system, which is a major cause of motorcycle accidents"

It is necessary to enhance the effectiveness of the public interest system rather than the public interest system by expanding the target of performance and increasing the reward for relatively low violation types.

To prevent the rapidly increasing number of motorcycle accidents, loopholes were revealed in the traffic safety public information report operated by the Transportation Safety Authority and the National Police Agency.

According to the data submitted by the Korea Transportation Safety Authority and the National Police Agency to Rep. Song Seok-jun (Gyeonggi-si, Icheon-si), National Assembly Land, Infrastructure and Transport Committee, People’s Power Secretary It was confirmed that this traffic safety public interest report was excluded from the performance target.

Due to the prosperous delivery industry due to the prolonged Corona 19, the number of registered motorcycles was 2,289,009 as of July 21, an increase of 108,321 units from 2016 (5.97%↑). During the year, there were 21,258 cases, an increase of 2,276 cases compared to 2016, a 12% increase.

The number of traffic accident casualties also increased by 4,495 from 23,378 in 2016 to 27,873 in 2020, with 525 deaths and 27,348 injuries in 2020. Measures to prevent motorcycle accidents are urgent.

To overcome the difficulties and limitations of cracking down on motorcycle traffic law violations, the Transportation Safety Authority has been operating a public welfare system since May of last year to prevent motorcycle accidents, which are increasing every year.

As of 2021, there are 4,329 traffic safety public interest reporting teams active, and if you record a motorcycle violation situation and upload it to the National Police Agency’s Smart National Reporting App, a reward is paid according to the result of the fine.

There are six types of performance targets for the Public Interest Report: Violation of signals or instructions (Article 5 of the Road Traffic Act), crossing the sidewalk or sidewalk (Article 13, Paragraph 1 of the Road Traffic Act), and non-wearing of personal protective equipment (Article 50, Paragraph 3 of the Road Traffic Act) , violation of the duty to protect pedestrians (Article 27 of the Road Traffic Act), and violations of prohibitions such as U-turns and reverse reversing (Article 18 of the Road Traffic Act). excluded.

However, over the past 5 years, 51,945 cases (53.6%) of non-compliance with safe driving and 6,408 cases (6.6%) of not securing a safe distance were excluded from the report, and 5,523 cases (5.7%) of traffic violations at intersections were reported. As it was excluded from the subject of bounty payments, loopholes in the operation of the public interest report were revealed.

If you look at the actual status of reporting by the public interest report, there is a phenomenon that the reporting target is concentrated on a specific type. Reports are concentrated on signal violations that are relatively easy to film or favorable for performance payment and types of sidewalks and sidewalks.

Rep. Song Seok-jun said, “The role of the public interest reporting agency is growing in importance due to the rapidly increasing number of motorcycle accidents, but problems with the types of reports and rewards have been revealed.” “We need to prevent the rapidly increasing number of motorcycle accidents by enhancing the effectiveness of monitoring by raising the reward for reporting low-level violations,” he said. hpf21@naver.com
