이번 대선에는 유독 배신 논쟁이 뜨거운데...

현대 한국 정치에서 배신논란의 대표적인 경우가 박정희-김재규의 관계

김대중 전 대통령은 "한국의 정치는 명분의 정치, 일본의 정치는 의리의 정치"라는 말을 남겼다. 한일 양국의 정치문화의 차이를 잘 드러낸 말이다.

 

필자는 한중일 3국 모두에서 대학교수를 했다. 그러면서 한중일 3국이 같은 유교 문화권이면서도 정치문화가 크게 다르다는 것을 느꼈다.

 

중국의 정치문화는 '신의(信義)의 정치'이다. 정치적 동지들이 믿음으로 함께 하고 천하의 대의를 이룬다는 뜻이다. 믿음과 대의가 있어야 세상을 바꿀 수 있다는 세계관인 것이다. 나관중(羅貫中)이 지은 삼국지연의(三國志演義)에 나오는 유비, 관우, 장비의 도원결의(桃園結義)가 바로 신의의 정치였다. 1930년대 중국 공산당의 '연안대장정'도 신의에 기반한 혁명이었다.

 

일본의 정치문화는 '의리의 정치'이다. 과거 주군과 사무라이의 의리관계가 정치의 중심이었고, 그런 전통은 오늘날까지 남아 일본 정치 특유의 '파벌정치(派閥政治)'를 형성하고 있다. 일본 에도시대 주군의 억울한 죽음에 복수를 하고 자결한 아코번 사무라이 47인의 이야기를 다룬 '주신구라(忠臣藏)'에 일본인들이 심취하는 이유도 바로 여기에 있다.

 

반면 한국의 정치문화는 명분에 기반하고 있다. 이는 유교 분파 중 가장 교조적인 성리학을 숭배했던 조선시대 더욱 도드라졌다. 조선시대 '배원친명(排元親明)' 외교나 조선 현종 때 인조의 계비인 조대비(趙大妃)의 상례(喪禮)를 둘러싸고 남인과 서인이 다툰 '예송논쟁(禮訟論爭)'은 대표적인 명분의 정치였다.

 

명분의 정치는 의리와 이율배반의 관계에 놓일 경우가 많다. 명분을 내세우면 의리를 지키기 어렵고, 의리를 지키려면 명분을 버려야 할 때가 많다는 뜻이다. 한국 정치에서 유독 배신이 많은 것은 이런 정치문화 때문인 탓도 크다.

 

현대 한국 정치에서 배신논란의 대표적인 경우가 박정희-김재규의 관계이다. 군대와 고향 선후배로 친형제와 같았던 두 사람의 운명은 결국 총을 겨누는 배신으로 끝났다. 김재규는 민주주의를 위한 대의명분을 내세웠으나, 박정희 전 대통령 지지자들은 배신자의 자기변명이라고 비난한다. 측근에게 아버지가 살해되는 비극은 박근혜 전 대통령에게 '배신 트라우마'를 남겼다. 그는 정치인 누구도 믿지 않고 오직 한 사람 최순실을 믿었으나, 그 믿음은 결국 국정농단의 처참한 배신으로 되돌아왔다.

 

이번 대선에는 유독 배신 논쟁이 뜨겁다. 국민의힘에 입당한 윤석열 전 검찰총장과 최재형 전 감사원장, 장성민 전 의원 등이 배신 논쟁의 중심에 있다. 문재인 대통령에 의해 임명된 헌법기관의 수장들이 중도사퇴 후 등을 돌리고 칼을 겨누는 모습은 아무리 좋은 명분을 내세워도 배신 논란에서 벗어날 수 없다.

 

장성민 전 의원의 경우는 더 안타깝다. 필자는 그와 함께 김대중 전 대통령을 모셨다. 30대 청년의 열정으로 국정상황실을 함께 만들어 물불 가리지 않고 일했고, 가족 보다 더 많은 시간을 보냈다. 자칭 '김대중의 적자(嫡子)'라던 그가 김대중의 정치철학과 다른 정치집단으로 들어간 것은 납득하기 어렵다. 그는 이제 스스로 붙인 '김대중의 적자'라는 타이틀을 내려놓아야 한다. 민주와 평화, 화해의 지도자 김대중의 이름을 더 이상 참칭(僭稱)해서는 안된다.

 

선거는 심판이다. 결국 국민과 유권자가 배신 논쟁의 결론을 내려야 한다. 윤석열과 최재형, 장성민의 선택이 국민을 위한 명분이 있는 것인지, 아니면 추한 정치욕에서 비롯된 배신인지 국민의 준엄한 심판이 있을 것이다. kingkakwon@naver.com

In the past, the relationship between the lord and the samurai was the center of politics, and such a tradition remains to this day, forming a 'factional politics' unique to Japanese politics. On the other hand, Korean political culture is based on cause. This became even more conspicuous during the Joseon Dynasty, when Neo-Confucianism, the most dogmatic among Confucian sects, was worshiped. In the Joseon Dynasty, 'Baewon Chin-myeong' diplomacy and during the reign of King Hyeonjong of the Joseon Dynasty, the 'Yesong controversy' between men and Westerners over the funeral of King Injo's step-wister, Queen Jo, was a representative cause. It was politics.

 

Politics of cause is often in the relationship between loyalty and antinomy. It means that it is difficult to keep the cause if you set it up, and there are many times when you have to give up the cause if you want to keep it. The reason why there are so many betrayals in Korean politics is largely because of this political culture.

 

A representative case of the betrayal controversy in modern Korean politics is the relationship between Park Chung-hee and Kim Jae-gyu. The fate of the two men, who were like brothers and sisters in the military and hometown, ended in betrayal by pointing a gun. Kim Jae-gyu put forward a cause for democracy, but supporters of former President Park Chung-hee accuse him of being a traitor's self-excuse. The case of former lawmaker Jang Sung-min is even more pitiful. With him, I brought former President Kim Dae-jung.
