재난지원금 살포 등 정부의 복지정책이 경제에 미치는 영향

세이의 법칙 관점에서 본 기본소득제

포플리즘적 복지제도의 명암

 

이재명 경기도지사 겸 대통령 후보지망자가 제안하는 국민 기본소득제는 얼핏 생각하면 누구나 살아가는데 필요한 최소한의 의식주를 정부가 책임을 진다는 매우 매력적인 복지정책으로 국민 다수의 관심을 끌고 있는 것이 사실이다. 그리고 이 정책은 기존의 복잡한 복지제도를 하나로 묶어 단순화시킬 것이라는 점에서 긍정적인 면이 없는 것도 아니다. 

 

이 정책이 애초의 개념대로 재원을 마련하여 점차 증액된 상태로 실현 되면 상당수의 국민들은 기본적인 먹고사는 문제를 정부에게 맡기고 자신이 좋아하는 오락, 예술, 취미활동에 더 많은 시간을 보낼 것이다. 만약 그렇게 되면 사람들이 그만큼 살아가는데 필요한 재화와 서비스의 생산 활동에서 이탈하여 국가 전체로는 부의 생산이 그만큼 줄어드는 경제침체의 결과를 낳게 될 것이다. 이것은 모든 동식물들이 하루 종일 먹이와 새끼 양육을 위해 쉼 없이 움직여야 하는 자연 현상과도 맞지 않다. 

 

또한 인간의 물질적 욕구는 그 한계가 없기 때문에 아무리 탁월한 인류문명의 발전 가능성을 고려하더라도 부의 생산에 참여하는 사람들이 줄어들면 당연히 전체 국민의 경제적 생활 수준도 기본소득으로 인해 그렇지 않는 경우에 비해 상대적으로 낮아지는 당연한 결과를 낳는다. 

 

또 하나의 문제는 위에 언급한 숱한 복지정책 실현을 위한 정부의 지출 증가는 결국 통화량 증가로 연결된다. 복지 포플리즘 성향의 정부와 경제적 사회주의 이념을 추종하는 정치세력은 정부지출을 통해 수요를 창출하면 침체된 경제가 활기를 되찾는다는 케인즈 이론으로 과도한 복지정책을 정당화하고 있다. 케인즈 이론이 맞다면 정부가 허공 중에서 얼마든지 통화를 창출하는 것이 가능한 현 통화제도는 통화량 증가--> 소비증가-->생산의 증가 과정을 거쳐 침체된 경기가 활성화 될 것이다. 이 논리에 의한 생산증가는 다음과 같다.   

 

예를 들어 정부가 100억을 풀어 침체된 경제 활성화를 위해 돈을 뿌린다. 이 100억을 확보한 업체는 그 중 예를 들어 10% 만 남기고 나머지 90억은 생산을 위한 다른 물품을 산다. 이 물품을 판 업체는 그 또한 받은 돈의 10%인 9억을 남기고 90%인 81억을 쓰고 이런 과정이 반복하게 되면 시장이 돈을 받고 판 상품, 즉 생산된 재화의 양은 100+100x90%+100x90%x90%+.....으로 계산이 되어 처음 풀린 돈의 10 배에 해당하는 1,000 억원의 제품 혹은 서비스의 창출이 가능하다는 결론에 도달한다. 

 

이는 다음에서 설명하는 것과 같이 공급이 수요를 창출한다는 세이의 법칙과는 정면으로 배치되는 논리로 우리가 경험하는 현실과는 크게 거리가 있다. 만약 수요 진작을 위해 정부가 무진장 돈을 발행, 뿌릴 경우 경제가 활성화 된다면 모든 나라는 경제적 침체가 해결되는 번영을 누릴 것인데 그렇지 않다는 것은 이미 우리가 경험하고 있는 현실이다. 

 

미국의 경우 1971 년 닉슨 대통령의 선언으로 금 본위 통화제도가 사라진 후 세계의 모든 나라는 금과 같은 어떤 부의 근거 없이 통화발행이 가능하게 되었다. 이 결과 일어난 통화량 증가 현상은 다음 그래프에서 보는 것처럼 금 값의 지속적인 상승, 즉 돈의 가치 하락이 부의 창출보다 더 급속한 현상을 보여주고 있다.

이제 정부와 일부 정치가의 주장과는 달리 중앙은행에 의한 통화량 증가가 부의 창출이 아닌, 저축된 부의 소진과 자산 가격의 상승, 이로 인한 부의 양극화 심화에 절대적인 영향을 미치는 과정을 살펴 본다.  

 

공급이 수요를 창출한다는 세이의 법칙 

 

프랑스 경제학자 세이(Jean-Baptiste Say, 1767.1.5.~1832.11.15)는 수요가 공급을 창출한다는 케인즈 이론과는 상반되는, 얼핏 생각하면 일반의 상식적 견해와도 상치되는 공급이 수요을 창출한다는 이론을 제시했는데 이는 돈을 찍어 수요를 창출한다는 현 경제 정책의 입장에서 보면 수용하기 어려운 논리임에 틀림없다.   

 

다음은 돈의 개입이 없는 간단한 물물교환 거래의 사례를 통해 공급이 수요를 창출한다는 세이의 경제논리를 설명한 것이다.(이해를 돕기 위해 호주의 경제학자 프랑크 소스탁(Frank Shostak)의 논리를 요약한 것임) 

 

갑은 토마토 농사를 지어 매월 20 상자의 토마토를 생산, 그 중에서 5 상자는  본인의 식량으로 이용하고 나머지 15 상자 중에서 5 상자는 을이 생산한 빵 한 상자와 교환한다. 그리고 남은 10 상자는 병이 생산한 농기구와 교환한다. 이 교환이 가능한 것은 갑이 생산한 것을 모두 소비하지 않고 저장해 두었기 때문이다. 갑의 토마토 생산, 즉 공급이 을과 병이 생산한 제품의 수요를 창출하게 된다는 것이 세이의 법칙이다. 

 

갑이 교환의 대상으로 확보한 빵은 식량으로 사용하고 토마토 생산성을 높이는 데 도움이 되는 농기구, 즉 자본재의 구입은 갑으로 하여금 더 많은 토마토 생산을 가능하게 한다. 이처럼 생산한 것을 모두 소비하지 않고 저축하는 것은 이후 보다 많은 재화를 생산하기 위해 필수적이다. 그러나 유감스럽게도 케인즈 이론은 저축은 경제 활성화에 걸림돌이 되고 소비를 장려하는 것이 바른 경제정책이라 주장한다. 

 

이제껏 설명한 논리는 물물교환 대신 교환의 매개물인 돈의 사용을 적용해도 그 결과는 동일하다. 갑이 돈을 받고 토마토를 판 다음 그 돈으로 빵을 구입하고 을은 이 거래를 통해 얻은 돈으로 갑이 생산한 토마토를 사기 때문에 이 원리는 그대로 적용된다. 이 경우 돈은 교환의 매개물임과 동시에 부를 축적하는 수단의 역할을 한다. 토마토는 오래 저장하면 변질되기 때문에 갑은 토마토를 팔고 얻는 돈을 은행에 예금하여 토마토가 가진 경제적 가치를 저장하는 것이 가능하다. 이와 반대로 돈을 찍어 기본소득과 재난지원금 등의 과도한 복지지출을 하면 어떤 일이 발생할까? 

 

이 경우는 과연 케인즈 이론의 주장처럼 소비를 창출하여 과연 침체된 경제를 활성화하는데 기여하게 될까? 

 

수요 진작을 통한 침체된 경제 활성화 이론의 모순

 

수요의 창출을 위해 정부가 찍어낸 돈을 살포하면 이를 확보한 개인이나 기업은 이미 설명한 물물교환의 경우와는 반대로 대등한 가치의 재화의 교환을 하는 것이 아니고 아무런 실질적 효용이 없는 돈과 토마토의 교환을 하는 것이 된다. 갑은 찍어낸 돈을 확보한 사람에게 토마토를 팔고 받은 돈으로 빵과 농기구를 구매한다. 그러나 을과 병은 갑으로부터 받은 돈으로 갑이 생산한 토마토를 사려고 하나 찍어낸 돈을 먼저 확보한 개인 혹은 기업이 이미 그 비축한 토마토를 구입해 버렸기 때문에 갑으로부터 토마토를 살 수가 없게 된다. 

 

찍어낸 돈은 그것을 먼저 쓰는 사람의 입장에서는 그와 대등한 가치의 재화 혹은 서비스를 주지 않고 토마토를 확보하는 이득을 누리지만 을과 병은 갑으로부터 받은 돈으로 갑의 토마토를 사는 것이 불가능 하게 된다. 갑이 여분의 토마토를 비축하고 있는 한 겉으로는 케인즈 이론이 작동하고 있는 것처럼 보이지만 국가 경제 전체의 견지에서 보면 저축된 재화를 그만큼 축내는 것이 된다.  이것이 갖는 의미는 다음과 같이 설명할 수 있다. 갑은 토마토를 판 돈으로 병이 만드는 농기구를 사고 싶지만 찍어낸 돈으로 이미 토마토가 소비된 결과 을과 병은 식량인 토마토를 확보할 수 없기 때문에 그만큼 자기 전문 분야의 제품, 빵과 농기구 생산이 차질을 빚게 된다. 즉 그들은 자신의 전문 분야의 생산 활동을 하기 위해서 먹고 살아가는데 필요한 토마토와 같은 소비재가 부족하게 된다. 이처럼 경제가 활성화되기 위해서는 돈이 아니고 기업이 생산한 것을 모두 쓰지 않고 가능한 한 많이 저축되는 것이 필요한데 정부의 지출은 이것을 방해하는 결과를 낳는다. 

 

위의 사례에서 정부의 개입이 없는 경우 갑은 생산한 토마토를 모두 소비하지 않고 저축했다가 토마도 생산하는 동안의 식량과 생산능률을 올리게 하는 빵과 농기구의 확보가 가능하다. 즉 다른 소비재와 자본재의 수요를 일으키고 이 자본재를 사용하는 인력, 다시 말하면 일자리 창출을 하게 된다. 위의 사례를 통해 우리는 일국의 경제 활성화를 위해서는 돈을 찍어내어서라도 수요를 창출하면 침체된 경제가 활기를 얻는다는 케인즈 경제이론이 모순됨을 알 수 있다.  

 

결론

 

요약하면 통화량 증발을 통한 수요 창출이 경제활성화에 기여한다는 논리 대신 생산과 소비를 기업과 시장의 자율에 맡기는 것이 보다 효과가 있는 경제정책이다. 수요가 공급을 창출한다는 케인즈 이론에 편승하지 말고 공급이 수요를 창출한다는 세이의 고전적 이론의 합리성을 인식하는 것이 필요하다. 

 

현재 우리가 경험하고 있는 통화량 증발의 당연한 결과인 통화가치 하락으로 인한 자산(주식과 부동산 등) 가치의 상승과 그로 인한 부의 양극화 초래 현상을 제대로 인식해야 한다. 통화량 증가의 당연한 또 하나의 결과는 이미 설명한 것처럼 그것이 생산성 향상에 절대적인 자본축적을 방해하게 되고 그만큼 경제성장과 부의 창출에 지장을 초래하게 된다는 사실이다. andrewkwlee@naver.com
