The Federation of Korean Industries, pointed out the 4 major problems with the minimum wage of 9,140 won next year.. “I will raise an objection after the official procedure”

-Reporter Moon Hong-cheol

The Korea Employers' Federation announced that it would raise an objection to the proposed minimum wage for 2022 (9,160 won per hour), which was decided on July 12, after going through an official process.

After the announcement of the minimum wage proposal, △The problem with the basis for calculating the 5.1% minimum wage increase rate in 2022 △The fact that the minimum wage was raised excessively despite the fact that it was difficult to find any factors for the increase in the four minimum wage determination criteria exemplified in the Act △ We plan to raise objections based on four issues: the part that did not fully consider the difficulties of small and medium-sized enterprises and small business owners, who are the main payers of the minimum wage, and the decision not to apply the minimum wage by type of business.

First, the Federation of Korean Industries emphasized that the basis for calculating the 5.1% increase rate announced by the Minimum Wage Committee was not appropriate to apply at this time.

The Federation of Korean Industries pointed out that it was difficult to accept that it was only applied in this year's deliberation, although it did not object to the method itself, which took into account the economic growth rate, consumer price inflation, and employment growth rate.

Regardless of this method in the past, the minimum wage was determined, and even though the minimum wage is already too high to use this method, it is difficult to accept the part that was suddenly used in this year's deliberation.

According to the formula, the minimum wage under the current government (2018-2022) is based on the cumulative economic growth rate of 11.9%, consumer price inflation of 6.3%, and employment growth rate of 2.6% over the past five years (2017-2021, as of the time of deliberation). It should have increased by 15.6%, but it has risen by a whopping 41.6%.

In the case of this year's minimum wage (8720 won, 1.5% increase), the economic growth rate (-0.9%) + consumer price inflation (0.5%) - employment growth rate (-0.8%) in 2020, when the entire economy suffered due to the COVID-19 pandemic Considering this, the increase should have been a mere 0.4%, but it was raised by 1.5%, the KEF pointed out.

In addition, the Ministry of Economy and Finance pointed out that this year's minimum wage has been raised excessively, even though it is difficult to find any factors for raising the minimum wage in the four criteria (cost of living, wages for similar workers, labor productivity, and income distribution) exemplified in the Minimum Wage Act.

Among the standards exemplified in the law, the level of the minimum wage relative to the median, which represents the wage and income distribution of similar workers, already exceeds the upper limit of the appropriate level by 60%. There was no factor in the wage increase.

In addition, the increase rate of labor productivity in Korea is not significantly lower than the minimum wage increase rate in any period of the last three years (2018-2020) or five years (2016-2020), and it is pointed out that there were no factors for raising the minimum wage in terms of labor productivity. did.

In particular, if the minimum wage applied in 2022 is confirmed as 9,160 won per hour, the actual minimum wage in Korea will reach 11,000 won per hour (workers 15 hours or more per week) when the weekly holiday allowance is taken into account, and the majority of small and medium-sized enterprises and small business owners was found to be difficult to bear.

As the minimum wage continues to rise, the rate of below the minimum wage in 2020 was 15.6%, the second highest in history. There was a high rate of below the minimum wage in the wholesale, retail, lodging, and food industries where small businesses are concentrated, revealing the reality that the minimum wage is difficult to accept.

In addition, although there are various differences by industry in the solvency of companies, working conditions, and productivity, the KEF showed a 40.4%p difference in the rate of less than the minimum wage between industries due to a lump sum increase in the minimum wage (accommodation and food service 42.6% vs information and communication industry 2.2 %), which is a serious situation (as of 2020).

“The minimum wage is a compulsory rule that all employers who hire workers must follow, regardless of their ability to pay,” said Ki-jeong Ryu, Executive Vice President of the Korea Economic Daily. Therefore, it is feared that SMEs and micro-enterprises and small business owners with weak ability to pay will face more difficulties with this minimum wage increase, which will have a huge negative impact on their employment. We plan to submit an objection to the Ministry of Employment and Labor,” he said.
