재난분야 전문가의 바람은 ‘국민들 모두가 안전한 나라’

[사회 리포트]전문가가 짚어보는 한국 재난관리의 현주소-5

국가와 지방자치단체에서 재난관리를 하는 목적은 재해 등 위험으로부터 국민의 생명과 재산을 지키는 일이다. 필자는 재난관련 부서인 안전행정부와 소방방재청, 그리고 국민안전처 등 공직에서 재난업무를 수행해오면서 재난관리업무의 발전을 위해 노력하였으며, 또 공직에서 물러난 이후 대학에서 이론과 연구를 해오면서 재난 발생시 업무 대처 능력 향상을 위한 체계적인 재난관리조직 운영 등과 관련해 꾸준하게 관심을 가져오고 있다.  

 

그렇지만 재난발생으로 인한 국민피해가 반복되는 상황에서 제도적, 운영적 재난 개선관리를 위해 연구문을 연속 시리즈로 게재하기에 이르렀다. 그 이유는 재난관리에 있어 아직도 많은 문제점이 도출되고 있고, ‘외국의 선진사례 등에 비춰 우리나라 재난관리 업무가 향상돼야한다’는 염원이 있기 때문인 것이다. 그와 관련해 지금까지 언급된 내용들을 가시화하기 위해서는 범정부적인 협조체계가 가동되어야 할 것으로 보여 지며, 동 내용을 정책건의 형태로 요목별로 구분하여 정리해 본다.

 

8. 재난관리 발전을 위한 정책 건의 

 

첫째,  재난관리 표준교육 과정에 대한 교육부 고시가 급선무이다. 

 

행정안전부에서 정책 용역과제를 통해 제시 하였던 ‘대학 재난관리 표준 교육과정(안)’을 정부안으로 채택하여 교육부에서 ‘학점인정 등에 따른 법률’에 따라 정식으로 고시하게 되면, 지금까지 모호했던 출제 기준과 범위가 명확하게 정리될 것이며, 공무원(방재안전직), 공기업 등의 채용시험에 재난관리 분야의 출제 기준으로 정착되어 갈 것이다. 이러한 조치가 완결되면 대학들이 취업과  연계하여 적극적으로 재난관리 표준 교육과정(안)을 채택할 것으로 예상되므로. ‘대학 재난관리 표준 교육과정(안)’의 고시는 결국 국민의 생명과 재산을 지키는 재난관리 분야의 학문적, 정책적 발전을 위하여 가장 핵심적인 부분이라고 볼 수 있다.  

 

둘째, 고용노동부에서 재난관리 분야를 재난관리 표준교과정과 연계, 독립된 영역으로 구분하여 국가직무능력표준(NCS) 운영체계에 포함시키는 것이다. 실무 현장에서는 단순한 지식보다 자신의 업무를 성공적으로 수행하기 위한 역량을 요구한다. 그러나 역량은 확실히 습득된 지식(Knowledge)과 기능(Skill)의 바탕 위에서만 발휘될 있다. 대학에서 습득하는 전문지식들이 국가직무능력표준(NCS) 운영체계와 함께 연동됨으로써 이론과 실무를 겸비한 전문인력 양성의 기반이 확고히 마련될 수 있을 것이다. 더 나아가 양성된 전문가들이 현업에서 조기에 안정된 위치를 확보할 수 있도록 도움을 줄 수 있을 것이다. 

 

세째, 중앙부처 재난관리부서 정원의 50% 이상은 재난관리 역량을 갖춘  전문 인력이  배치될 수 있는 대책이 강구되어야 한다.

상기 표에서 보는 바와 같이 중앙, 지방 재난관리부서 정원 9,836 명 중 재난관리 전문가에 해당하는 방재안전직 공무원의 정원은 1,226(12%) 명에 불과하다. 소방청(소방직 90%), 국세청(세무직 90%), 기상청(기상직 78%)의 사례에서 보는 바와 같이 중앙 부처 정체성은 그 부서를 구성하고 있는 전체 인력 대비  전문 인력의 구성 비율에 의해 결정된다는 사실은 앞서 언급한 바 있다.

 

정부 및 공공기관에서도 이를 벤치마킹하여 적어도 재난관리부서 정원의 50% 이상은 재난관리 역량을 갖춘 전문 인력이  배치될 수 있도록 적절한 수준의 칸막이를 해주는 것이 시급한 과제라고 보여 진다. 

 

중앙부처의 경우 인사혁신처에서 결원이 발생된 국가공무원을 충원하기 위해 매년 공무원 임용시험을 실시하고 있다. 국가 공무원의 채용규모는 각 부처에서 제출한 직렬별 요청인원을 근거로 책정된다. 그러나 부처에서 요청되는 인원은 직렬별 정원대비 결원인원을 토대로 산정된다. 현재 대부분의 부처에 방재안전직은 직제상 극히 소수인원만 정원 책정이 되어 있거나 아예 책정되지 못한 부서도 있다.  

 

정원이 없다면 결원자도 발생할 수 없다. 따라서 부처별로 인사혁신처에 요구하는 인력범위에 결원자 자체가 없는 방재안전직렬이 포함될 수 있는 길이 없다. 다시 말해 방재안전직렬은 존재하지만 직제 개편을 통한 정원확보가 우선되지 않으면 인력확보는 거의 불가능한 것이 현실이다. 이러한 상황에서 재난관리부서 정원의  50%이상을 전문 인력(방재안전직)으로 대체한다는 것은 대단히 어려운 과제이기 때문에 정무적인 판단과 정책적 배려가 요구된다.

따라서 행정 안전부(정부혁신 조직실)에서는 각 부처별 재난안전부서의 총 정원 중 적어도 50% 이상은 방재안전직 정원으로 채워질 수 있도록 직제개편 방침을 시달하여야 하며 인사혁신처에서는 이를 토대로 매년 부처별 충원 요청인원의 일정비율을 방재안전직 공무원으로 선발해야 할 것이다. 이러한 논리는 지방자치단체의 경우에서도 담당 부서의 명칭만 달리할 뿐 그대로 적용될 수 있을 것이다.

 

또한 방재안전직 충원을 위한 공무원 임용시험과 관련하여 재난관리 표준교과정을 출제의 가이드라인으로 하고, 앞서 언급한 가칭 재난관리사 자격증 소지자도 가산점을 받을 수 있도록 공무원임용령을 보완하여 전문성을 확보한 방재안전직 공무원을 선발함과 동시에 재난관리사 자격증 활성화방안도 함께 강구해 나가야 할 것이다. 

 

지방(교육)자치단체는 현장에서 직접적으로 주민들의 생명과 재산을 보호해야하는 책임이 있으므로 재난관리 업무에 있어 핵심적인 역할을 담당해야 한다. 특히 일선 초․중․고의 지도,감독 권한을 갖고 있는 시도 교육청은 아동이나 청소년들의 안전까지도 도맡아야하는 책무가 있다. 이에 따라 전국 17개시,도 교육청별로 재난관리 전담부서를 설치하고 전국적으로 총 713명의 재난관리 전담부서의 정원을 확보하고 있으나 방재안전직 정원은 단 6명에 불과하다는 사실은 가히 충격적이라 할 수 있겠다. 

 

더욱이 한술 더 떠, 교육청 산하 전국 176개의 교육 지원청은 재난안전 전담 부서조차 설치되어 있지 않다. 행정안전부와 교육부에서는 지방의 이러한 구조적 문제점을 깊이 인식하고 장기적으로 재난,안전 관련 조직과 정원, 그리고 인사상의 문제점 해결을 위하여 지속적으로 노력을 기울여 나가야 할 것이다.

 

네째, 중앙 및 지방공기업의 직제 규정에 재난안전직렬을 신설하는 것이다.  

 

중앙 및 지방자치단체에서는 재난관리 부서 인력의 전문성 강화를 위하여  2012년부터 방재 안전직렬을 직제에 반영하고 비록 적은 숫자이지만 매년 해당 인력을 선발해 오고  있다. 그러나 중앙 및 지방의 공기업에서는 아직도 재난관리 전문 인력의 채용통로가 될 수 있는 가칭 “재난, 안전 직렬”이 직제에 반영되어 있지 못하다. 따라서 「공공기관의 운영에 관한 법률」의 주무기관인 기획재정부와 지방공기업의 지도, 감독권이 있는 행정안전부는 중앙 또는 지방 공기업으로 하여금 직제규정에 가칭 ‘재난안전 직렬’이 반영될 수 있도록 방침을 시달하고 그 후속조치를 지속적으로  모니터링하는 것이 매우 시급하고 중요한 정책 개선 과제라고 판단된다.

이상으로 재난관리 전문 인력양성을 위한 정책과제에 대하여 기술하였다. 지금까지 ‘대한민국의 재난관리 수준은 어디까지 왔나?’라는 명제로 재난관리의 발전방향에 대해 5편의 시리즈로 엮었다. 결과적으로 국가의 재난관리 시스템의 안정과 업무 능률화는 우리 국민의 생명과 재산을 지키는 일이기에 결코 소홀히 다룰 수 없다. 위에서 다룬 이러한 과제들이 범정부적으로 조속히 실현되어 우리나라 국민들 모두가 안전한 나라에서 평안하고 안락한 삶을 영위 할 수 있는 그 날이 오기를 간절히 빌어본다. (끝)

 8. Policy recommendations for the development of disaster management

 

 First, the Ministry of Education's announcement of the standard disaster management training course is an urgent priority.

 

 If the 'University Disaster Management Standard Curriculum (Draft)' proposed by the Ministry of Public Administration and Security through the policy service task is adopted as a government proposal and officially announced by the Ministry of Education in accordance with the 'Act on Credit Recognition, etc.' The scope will be clearly defined, and it will be established as the standard for the questions in the field of disaster management in the recruitment exams of civil servants (disaster prevention and safety positions) and public companies. As these measures are completed, it is expected that universities will actively adopt the disaster management standard curriculum (draft) in connection with employment.
