문재인 대통령이 8일 "추경편성을 포함해 어려운 기업과 자영업이 활력을 되찾고, 서민 소비가 되살아나며 일자리 회복 속도를 높이는 등 국민 모두가 온기를 함께 누릴 수 있는 포용적 경제 회복을 위해 총력을 기울여 주기 바란다"며 거듭 추경 편성을 지시했다.
문 대통령은 이날 청와대 국무회의를 주재하면서 "정부는 코로나 회복 과정에서 양극화와 불평등 해소, 일자리 회복에 최우선 순위를 두고 정책적, 재정적 지원을 집중해 주기 바란다"며 이같이 말했다.
그러면서 "코로나로 인한 장기 불황 늪에서 벗어나지 못하는 어두운 그늘이 여전히 많이 남아 있다"며 "무엇보다 양극화가 큰 문제다. 상위 상장 기업들과 코로나 수혜 업종의 이익 증가가 두드러진 반면 대면서비스업 등은 회복이 늦어지며 업종과 기업 간 양극화가 뚜렷해졌다"고 지적했다.
이어 "소비에서도 양극화 현상이 심각해 백화점, 대형마트는 회복 속도가 빠르고 이른바 명품 소비는 크게 증가한 반면 자영업 위주의 골목 소비, 서민 소비는 여전히 살아나지 못하고 있다. 문화, 예술, 공연 분야의 소비도 극도의 침체에서 헤어나지 못하고 있다"고 강조했다.
또 " 일자리 양극화 또한 심각한 문제"라며 "일자리 상황이 빠르게 개선되고 있지만 청년층과 여성층의 어려움이 지속되고 있으며 노동시장의 양극화와 산업재해, 새로운 고용형태에 대한 보호 등 해결해야 할 과제가 많다"고 말했다.
한편 문 대통령은 오는 11일부터 런던에서 열리는 G7 정상회의에 대해 "G7 정상회의에 우리나라가 2년 연속 초청된 것은 우리의 국제적 위상이 G7 국가들에 버금가는 수준으로 높아졌다는 것을 의미한다"며 "정상회의 참석 자체로 우리 외교가 업그레이드되는 기회가 될 것"이라고 밝혔다.
이어 "G7 정상회의를 글로벌 현안 해결에 기여하는 우리의 역할을 강화하고 외교의 지평을 확대하는 계기로 삼겠다"며 "우수한 바이오의약품 생산 역량을 바탕으로 글로벌 백신 허브의 역할을 강조하고, 기후위기 대응에서 선진국과 개도국 간의 협력을 이끄는 가교 국가로서의 역할을 부각시킬 것"이라고 덧붙였다.
