문재인 정부는 과연 공정한가?

공기업 직원들이 나서 공공연히 집단 땅 투기

참담하다는 말 밖에 나오지 않는다. 문재인 정부는 참 부동산 복()이 지지리도 없다는 생각도 든다. 한국토지주택공사(LH) 직원들의 땅투기 사건을 두고 하는 말이다.

 

 

코로나19의 고통이 1년 넘게 지속되고, 부동산 폭등과 자영업 몰락으로 민심이 가뜩이나 흉흉한데 공기업 직원들의 집단 땅 투기 사건이 불거져 국민의 분노가 폭발하고 있다.

 

 

민주사회를 위한 변호사모임(민변)과 참여연대 민생희망본부는 지난 2일 기자회견을 열고 10여명의 LH 임직원과 배우자가 지난 20184월부터 20206월까지 광명시흥 신도시 예정지구에 7000여평의 땅을 100여억원에 사들였다고 폭로했다. 매입금액의 절반이 넘는 58억원을 대출받고, 일부 토지는 비싼 묘목을 빽빽이 심어 환지 보상과 농업 손실 보상까지 노렸다고 하니 땅 투기꾼이 울고 갈 일이다.

 

 

이번 사건은 몇가지 측면에서 매우 심각한 상황이다.

 

 

첫째, 문재인 정부의 '공정'에 대한 신뢰가 무너질 수 있는 악재라는 점이다. 부동산 폭등도 문제이지만 공기업 직원들이 나서 공공연히 집단 땅 투기를 하는 데 정부의 말을 믿을 국민이 몇이나 되겠는가? 정보와 자금을 독점한 공직자들이 땅 투기에 앞장서고 있는 데 공정의 가치를 믿을 사람이 과연 몇이나 있을까?

 

 

두번째, 변창흠 국토부장관의 정책 추진 동력이 훼손된 점이다. 주택공급 책임을 진 주무장관이 지휘관리 책임에서 벗어나기 힘든 상황이 벌어진 것이다. 그의 재임 중 벌어진 일이니 입이 열 개라도 할 말이 없는 셈이다.

 

 

셋째, 전수 조사와 법령 정비 등 청와대와 정치권의 뒤늦은 대응만으로는 민심을 되돌리기 어렵다는 점이다. 공기업 직원들의 투기 행위가 공공연하게 집단적으로 이뤄진 것이 이번 사건의 특징이다. 그 흔한 차명 수법도 쓰지 않은 것을 보면 죄의식이 전혀 없어 보인다. 투기를 한 땅에 신도시가 들어서고 떼돈 버는 얘기만 사무실에서 늘어놓는 공기업을 상상해 보라. 참담하지 않은가? 오죽하면 새내기 하급직원이 참다못해 시민단체에 공익제보를 했겠는가?

 

 

정부는 사활을 걸고 신도시 예정지에서 벌어진 공직자 땅투기를 철저히 조사해 반부패사범으로 엄단해야 한다. 그러나 그것만으로는 부족하다. 부동산에 대한 근본적인 정책전환이 필요하다. 단기 시세차익과 불로소득의 유혹이 있는 한 이 같은 사건은 반복될 것이기 때문이다.

 

 

이번 사건으로 분명해진 것은 부동산에 대한 땜질식 대응으로는 부동산 투기를 완전히 뿌리뽑기 어렵다는 점이다. 개발 정보와 자금 동원력이 있는 공직자들이 부동산 투기를 할 수 있는 빈틈이 너무나 많다. 몇 년 사이에 연봉의 수십 배 차익을 낼 수 있는 데 과연 그 유혹을 떨쳐낼 수 있을까? 고양이에게 맛있는 생선을 곁에 두고 먹지 말라고 하는 격이다. 주인이 먹지 말란다고 먹지 않을 고양이가 있을까?

 

 

임기 내내 부동산 문제로 발목이 잡힌 문재인 정부가 임기 말까지 '부동산의 난()'을 겪고 있다. 공정의 가치는 훼손됐고, 정책에 대한 믿음은 사라져가고 있다.

 

 

이제 문재인 정부에서 부동산 문제가 해결되리라고 믿는 국민은 별로 없는 듯 하다. 투기도 못한 나만 바보라는 생각에 잠 못 이루는 국민들이 많다. 성실한 국민들만 패자가 된 것이다. 청와대는 국민들의 한숨 소리가 들리지 않는가?

 

 

이제 부동산은 정책의 문제를 넘어 '공정'의 문제가 되었다. 그냥 땜질식 처방으로 해결되기는 어렵다. 사회주의 정책이라는 소리를 듣더라도 토지와 주택에 공적 개념을 과감히 넣어야 한다. 그래서 이재명 경기도지사의 기본주택이 국민의 관심을 끄는 것이다. 부동산 투기를 원천 차단하고 국민의 주거권을 보장하는 혁명적 부동산 정책이 필요하다. 필요하면 헌법도 개정해야 한다.

It only says that it is terrible. The Moon Jae-in administration also feels that the true real estate blessings are not supportable. This is about the case of land dumping by employees of the Korea Land and Housing Corporation (LH).

 

The suffering of Corona 19 continues for more than a year, and public sentiment is ugly due to the surge in real estate and the collapse of self-employment.

 

Attorneys' Meeting for Democratic Society (Minbyun) and Solidarity for Participation The People's Hope Headquarters held a press conference on the 2nd, and 10 LH executives and employees and their spouses attended 7,000 in the planned districts of Gwangmyeong and Siheung New Towns from April 2018 to June 2020. It revealed that it had bought the land of Yeopyeong for 10 billion won. Land speculators are going to cry because they received loans of 5.8 billion won, which is more than half of the purchase amount, and they aimed to compensate for restitution and compensation for agricultural losses by planting expensive seedlings densely on some lands.

 

This case is very serious in several respects.

 

First, the Moon Jae-in administration's trust in'fairness' can be a bad thing. Real estate soaring is also a problem, but how many citizens will trust the government's words when public corporations are going to openly speculate on collective land? With government officials monopolizing information and funds leading the way in land speculation, how many people will believe in the value of fairness?

Second, the driving force for policy promotion of Minister Byeon Chang-heum was damaged. There was a situation where it was difficult for the chief minister, who was responsible for the supply of housing, to escape from the responsibility of command and management. It happened during his tenure, so he had nothing to say even with his mouth open.

 

Third, it is difficult to restore public sentiment only with the belated response of the Blue House and the politicians, such as thorough investigation and revision of laws. The characteristic of this case is that the speculative acts of public corporation employees were carried out openly and collectively. Seeing that he didn't even use that common car name technique, he seems to have no sense of guilt at all. Imagine a state-owned company that only talks about making huge amounts of money after a new city is established on a speculative land. Isn't that terrible? Wouldn't it be that a new and junior employee couldn't stand it and made a public interest report to a civic group?

 

The government should risk life and death to thoroughly investigate the land speculation of public officials in the planned area of ​​the new city, and strict it as an anti-corruption offender. However, that alone is not enough. There is a need for a fundamental policy change for real estate. As long as there is a temptation of short-term market gains and unearned income, such an event will be repeated.

 

What became clear from this incident is that it is difficult to completely eradicate real estate speculation with a tinkering response to real estate. There are too many gaps for real estate speculation by public officials with development information and funding mobilization power. Can you overcome the temptation to be able to make a profit tens of times your annual salary in a few years? It's like telling the cat not to eat delicious fish next to it. Is there a cat who won't eat because the owner tells you not to eat it?

 

The Moon Jae-in administration, which was caught up in real estate problems throughout his tenure, is experiencing a'real estate crisis' until the end of his tenure. The value of fairness has been undermined, and belief in policy is disappearing.

 

It seems that few people now believe that the real estate problem will be solved by the Moon Jae-in administration. There are many people who can't sleep because they think that I'm the only fool, who can't even speculate. Only the sincere people became losers. Can't you hear the sighs of the people in the Blue House?

 

Now real estate has become a problem of'fairness' beyond policy. It is difficult to solve with just a tinkering prescription. Even if you hear the sound of socialist policy, you must boldly put the public concept into land and housing. That is why the basic housing of Gyeonggi Province Governor Lee Jae-myeong attracts public attention. There is a need for a revolutionary real estate policy that blocks real estate speculation at the source and guarantees the people's right to live. If necessary, the constitution should also be revised.
