[Desk Column] Buyeo-gun’s 86-Million-Won ‘Belt-Tightening’...
"We will tighten our belts, starting with the public sector."
This is a familiar promise heard whenever a new head of local government takes office or a fiscal crisis strikes.
A pledge by the public sector to lead by example and cut waste when local finances are strained sends a powerful message of trust to the residents. However, the actions taken by Buyeo-gun around the time the new administration launched make a mockery of that promise.
Buyeo-gun had warned of a severe financial crisis even before the new administration began.
The transition committee declared a policy of strict fiscal austerity, citing a projected budget shortfall of 67.6 billion won for the second half of the year alone.
In August, following the inauguration, the county targeted asset and equipment acquisitions as well as facility improvement projects for massive restructuring due to a lack of available funds. Residents and public servants alike had to endure the inconveniences of project cutbacks and budget reductions, heeding the county head's plea to ensure that "not a single penny of the budget goes to waste."
Yet, the subsequently revealed details of budget execution leave one feeling disheartened.
Buyeo-gun spent over 86 million won on remodeling and replacing furnishings in the offices of the county head, the secretary, and the deputy county head.
Over 72 million won was poured into renovating the county head's office and the secretary's office alone.
What is even more shocking is the timing of these expenditures.
Furniture purchases and renovation work were rushed through just two days after the transition committee had officially sounded the alarm regarding a financial crisis involving tens of billions of won. In effect, renovating the county head's workspace was treated as the top priority—even before the official inauguration ceremony had taken place. Of course, there is a valid need to reorganize workspaces and create an efficient environment when a new administration takes office.
However, the crux of the issue lies not in the *amount* of money spent, but in *principles and priorities*.
While demanding austerity from residents—calling on them to cut back on non-essential projects—the county governor and senior officials boldly authorized spending on asset acquisitions and facility upgrades for their own offices. It was a clear case of applying a double standard.
Public trust in administration is built not on grand slogans, but on adherence to small yet clear principles. If the pledge to "tighten our belts first" was abandoned the moment it came to their own offices, it will be difficult for Buyeo-gun to secure genuine public consent for any future austerity measures or restructuring efforts.
Buyeo-gun must now provide a detailed account regarding the condition of the existing furnishings, the necessity of a complete replacement, and the decision-making process behind the remodeling.
Without an explanation that the residents of Buyeo can accept and understand, the figure of 86 million won will long remain a costly price paid for the erosion of administrative trust—a loss self-inflicted by the current Buyeo-gun administration.
