Jeonnam-Gwangju Integrated Metropolitan Office of Education Goes All-Out to Secure ‘Leading Region for Educational Innovation’ Designation… Public-Private-Academic Partnership

Establishing a cooperative network with 34 entities—including local governments, universities, and institutions—and holding a forum at the Kimdaejung Convention Center on the 8th…Discussing strategic tasks; Superintendent Kim Dae-jung pledges to realize a system where “local talent settles and thrives locally.”

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = The Jeonnam-Gwangju Integrated Metropolitan Office of Education is joining forces with the Jeonnam-Gwangju Integrated Metropolitan City, local universities, and relevant agencies to launch an all-out effort to be designated as a ‘Leading Region for Educational Innovation’ by the Ministry of Education.

The ‘Leading Region for Educational Innovation’ initiative is a project designed to foster a high-quality educational ecosystem and create and disseminate region-specific educational innovation models through collaboration among the Office of Education, local governments, and the local community. The project is divided into two categories: ‘Type 1’ for areas experiencing population decline, and ‘Type 2’ for non-capital metropolitan cities and integrated metropolitan cities.

If selected, Type 1 regions will receive 2 billion won annually, and Type 2 regions will receive 4 billion won annually, for up to five years—totaling between 10 billion and 20 billion won in state funding. The funds are slated to be concentrated on narrowing regional educational disparities, strengthening education linked to universities and industries, and implementing customized autonomous projects.

In the Jeonnam region, 16 counties (excluding Muan) are preparing for Type 1, while five cities—including Mokpo and Yeosu—and Muan County are preparing for Type 2. The Gwangju region is pursuing the Type 2 designation.

The Jeonnam-Gwangju Integrated Metropolitan Office of Education is accelerating preparations, viewing this project as a key opportunity to advance the core educational vision of the current administration’s fifth term: ‘Local Talent, Local Utilization’ (ensuring talent nurtured in the region contributes to and settles within the region). Following the signing of a business agreement on the 1st with 34 organizations—including the Jeonnam-Gwangju Integrated Special City, five autonomous districts, 18 universities, the Gwangju Chamber of Commerce and Industry, the Gwangju Information & Culture Industry Promotion Agency, and the Gwangju Institute for Talent & Lifelong Education—the Gwangju region held a "Forum on Promoting Education Innovation Leading Zones" at the Kimdaejung Convention Center on the 8th.

At the forum, Lee Gwi-hyun, Director of the "5-Pole, 3-Special Zone" Policy Bureau at the Presidential Committee on Regional Development, delivered a keynote presentation titled "The Government's Balanced Development Strategy and the Direction for Promoting Education Innovation Leading Zones." In the subsequent discussion, Lee Young-hoon, a member of the Education Committee of the Jeonnam-Gwangju Integrated Special City Council, served as moderator; panelists included Lee Jae-nam (Principal of Pyeongdong Elementary School), Kang Seong-mo (Deputy Dean of Admissions at Chonnam National University), Kim Dae-deul (Supervisor for the Future Vocational Education Team), and Jeong Sun-rye (Director of Yaho Center), who engaged in an in-depth discussion on education innovation strategies.

Key strategies proposed included: ▲ expanding special admission quotas for local talent to 50% based on the Jeonnam-Gwangju Special Act; ▲ establishing R&E (Research & Education) programs and credit recognition systems linking high schools, universities, and industries; ▲ building an ecosystem for youth settlement through vocational education innovation districts; and ▲ narrowing the growth gap for youth from migrant backgrounds.

The Gwangju region plans to gather opinions from local governments and regional consultative bodies before submitting an operational plan to the Ministry of Education by the end of September. Similarly, the Jeonnam region plans to have its Office of Education and local governments jointly prepare a plan following discussions within the regional education innovation consultative body. Kim Dae-jung, Superintendent of the Jeonnam-Gwangju Integrated Special City Office of Education, emphasized, “The core of balanced national development lies in establishing a virtuous cycle where outstanding talent educated in the region can fully utilize their capabilities within local companies and high-tech industries.” He added, “Based on the opinions raised at this forum, we will further strengthen the cooperative framework among the private sector, government, and academia to ensure the successful designation of the region as a leader in educational innovation and the effective retention of local talent.”
