Rep. Lee Gae-ho and Four Local County Heads Urge Government to Include Key 2027 Projects in Budget as a "One Team"

Request to Include 4.7919 Trillion Won "West Coast Railway" Project in the 5th National Railway Network Plan — All-out Effort to Secure Budget for Future Growth Engines and Livelihood Improvements in Damyang, Hampyeong, Yeonggwang, and Jangseong

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su — Rep. Lee Gae-ho of the National Assembly’s Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee (Democratic Party of Korea; representing Damyang, Hampyeong, Yeonggwang, and Jangseong) has formed a "One Team" with the heads of his local constituencies to launch a full-scale campaign to secure government funding for pressing regional issues.

On the 7th, Rep. Lee held an urgent meeting with Park Hong-geun, Minister of Economy and Finance, at the National Assembly Members' Office Building, accompanied by the county heads of Damyang, Hampyeong, Yeonggwang, and Jangseong. During the meeting, Rep. Lee and the local leaders strongly urged the government to allocate state funds for 2027 and include key projects—which are long-cherished local ambitions and vital future growth engines—in national development plans.

At the meeting, Rep. Lee emphasized the necessity of building key infrastructure to expand the regional transport network along the West Coast. He urged the government to include the "West Coast Railway Construction" project—connecting Gunsan, Buan, Gochang, Yeonggwang, Hampyeong, and Mokpo with a total project cost of 4.7919 trillion won—in the 5th National Railway Network Construction Plan. Additionally, he requested 500 million won in state funding for basic and detailed design work to launch the "National Route 23 (Yeonggwang–Hampyeong Singwang) Hazardous Road Improvement Project," a 15.342 billion won initiative aimed at ensuring traffic safety between Yeonggwang and Hampyeong. Subsequently, the county governors of the four counties personally explained key projects directly linked to the survival of their respective local governments and urged the Ministry of Planning and Budget to provide active cooperation.

Damyang County Governor Park Jong-won proposed the allocation of 3.24 billion won in state funding to ensure the 2027 completion of the ▲“Ssangtae Village Rural Sewerage Improvement Project” (total cost: 11.5 billion won), which aims to improve water quality in public water bodies and prevent odors. He also strongly requested the project’s selection as a state-subsidized initiative for 2027 and the provision of 600 million won in state funds—covering costs such as detailed design—for the ▲“Dalbit Railway Modern Mission Complex Creation Project” (total cost: 3.5 billion won), which seeks to complete a cultural and tourism belt connecting the Yeongnam and Honam regions by renovating sites associated with the historical activities of missionary Tamaja.

Yeonggwang County Governor Jang Se-il requested the allocation of 750 million won for design costs to accelerate the ▲“Gyema Port CLEAN National Fishing Port Improvement Project” (15 billion won), the launch of which has been delayed following its selection in a 2025 open call. Furthermore, he emphasized the need to increase the total budget for the ▲“Aging Water Supply Network Improvement Project”—designed to supply clean tap water to residents—to 36.2 billion won (with 18.1 billion won in state funding) and urged the immediate allocation of 3 billion won in state funds for this purpose.

Hampyeong County Governor Lee Nam-o requested 1 billion won in state funding for the ▲“Hampyeong Cheonji Hanwoo Genetic Resource Center Construction Project” (5 billion won), aimed at boosting the competitiveness of local farms. He also proposed 960 million won in state support for the ▲“Livestock Manure Public Treatment Facility Improvement Project” (1.2 billion won)—intended to fundamentally resolve livestock odor issues and ensure stable waste processing—thereby highlighting the urgent need for budget allocations to revitalize the local economy and improve the environment. Jangseong County Governor Kim Han-jong requested 14.8 billion won in state funding—representing 50% of the total cost—for the project to construct an access road to the northern side of the Gwangju R&D Special Zone’s Cheomdan District 3 (totaling 29.5 billion won), aiming to ensure the smooth transport of logistics related to AI and R&D outputs. Additionally, he strongly urged the allocation of 500 million won in state funds for design costs to expedite the launch of the “Integrated Biogasification Facility for Organic Waste Resources” project (totaling 48.1 billion won), a key initiative for addressing climate change and achieving carbon neutrality.

In a joint statement, Representative Lee Gae-ho and the heads of the four counties expressed their firm resolve, declaring, “The projects proposed here are growth engines that will shape the future of Damyang, Hampyeong, Yeonggwang, and Jangseong for the next century, as well as urgent livelihood tasks that cannot be delayed any longer if we are to improve the quality of life for local residents.” They added, “We will cooperate extensively with central government ministries and the National Assembly until the final budget is confirmed to ensure we secure the requested state funding.”
