Busan, Ulsan, and Gyeongnam to Create a Unified Talent Market… Full-Scale Trans-regional Job Linkage Launched
To be implemented over four years until 2029… 12.5 billion won invested this year; focusing on youth settlement, inter-regional commuting, and fostering Manufacturing AX talent.
Busan, Ulsan, and Gyeongnam have officially embarked on a trans-regional job creation project that links talent and jobs across administrative boundaries.
On the 8th, Gyeongnam Province, together with Busan and Ulsan, held a launch ceremony for the "Bu-Ul-Gyeongnam Trans-regional Talent, Settlement, and Future Connection Project" at BEXCO in Busan, officially beginning the joint implementation of the initiative.
The Trans-regional Connection Project was selected through a public competition by the Ministry of Employment and Labor and will be implemented over four years, from 2026 to 2029. The budget for this year totals 12.5 billion won, comprising 10 billion won in state funding and 2.5 billion won in local funding.
The project consists of three main projects—Talent Connection, Settlement Connection, and Future Connection—and seven detailed sub-projects. The main objectives are to support the influx of young people from the metropolitan area into local companies and facilitate asset formation for local youth, while establishing a unified right to livelihood and labor by linking inter-regional commuting and employment services across the Busan-Ulsan-Gyeongnam region.
The plan also promotes the cultivation of talent necessary for the AI transformation (AX) in manufacturing, as well as cooperation among companies in joint research, production, supply chains, and sales channels. It is structured to link talent influx, regional settlement, and the strengthening of industrial competitiveness.
On the same day, the ‘2026 Busan-Ulsan-Gyeongnam Metropolitan Connection Job Fair’ was held at BEXCO. Approximately 70 companies participated, focusing on common industrial sectors across the region such as shipbuilding, automobiles, and machinery parts, conducting recruitment consultations and interviews. Corporate recruitment booths, a super-regional employment service booth, and an employment and settlement support booth were also operated.
At the same venue, the ‘2026 Marine and Fisheries Job Fair,’ organized by the Ministry of Oceans and Fisheries, was also held, with about 170 companies conducting recruitment consultations and interviews with job seekers. This approach connects jobs in the region’s key manufacturing sectors and the marine and fisheries sector in a single location. South Gyeongsang Province Governor Park Wan-soo stated, “Busan, Ulsan, and South Gyeongsang constitute a single living and economic zone,” adding, “We must foster and supply talent on a regional level to create a structure where the talent needed by the region circulates in a virtuous cycle.”
Governor Park also emphasized the need to strengthen regional industrial competitiveness through super-regional cooperation, noting, “We need to expand this project from talent cultivation to areas such as transportation, welfare, culture, and education.”
