Rep. Jang Jong-tae Proposes Expanding Diabetes Treatment Support to 'Young Adults Aged 34 and Severe Type 2 Diabetes'
Ministry of Health and Welfare’s Health Insurance Policy Deliberation Committee Approves Innovation Plan… Standard Amount for Automatic Insulin Pumps for Ages 19–34 Raised
A major overhaul of the healthcare system is underway to alleviate the financial burden of treatment for young diabetes patients, a burden that typically drops sharply after the age of nineteen. On the 8th, the Ministry of Health and Welfare held a meeting of the Health Insurance Policy Deliberation Committee and finalized the approval of the "Phase 1 Health Insurance Coverage Innovation Plan," which significantly expands support for treatment devices and home care for young adults and patients with severe Type 2 diabetes.
Following this measure, starting this coming December, the standard support amount for automatic insulin pumps for young adults aged 19 to 34 will skyrocket from the current 1.7 million won to 4.5 million won. The out-of-pocket expenses previously borne by adult patients when introducing a device worth 4.5 million won will be drastically reduced from the existing 3.31 million won to 450,000 won for patients with pancreatic disorders and 1.35 million won for patients with pancreatic islet failure.
In addition, access to government funding for continuous glucose monitors (CGMs) and automatic insulin injectors, as well as the home care pilot program—which was previously concentrated on children, adolescents, and Type 1 diabetes patients—has been opened to patients with severe Type 2 diabetes exceeding a certain level. As a result, approximately 11,000 new patients will enter the scope of benefits.
Behind the fruits of this policy lies the persistent effort of Representative Jang Jong-tae (Daejeon Seo-gu Gap) of the Democratic Party of Korea, who has spearheaded efforts to improve the treatment of diabetes patients since his time on the Health and Welfare Committee during the first half of the National Assembly. Last September, Representative Jang personally organized a forum at the National Assembly alongside patient advocacy groups and the Korean Diabetes Association. By intensively publicizing the "youth support cliff"—where support plummets the moment one becomes an adult—and the issue of treatment costs for patients with severe Type 2 diabetes, he successfully brought about a change in the government's stance.
Representative Jang Jong-tae emphasized, "We have finally rectified the outdated system where individuals were forced to bear an additional burden of millions of won simply due to their age, even though this is not a disease that can be cured just by becoming an adult." He added, "As long as treatment continues, the national guarantee system must closely track the patient's life trajectory."
This reform is expected to serve as a practical stepping stone to alleviate the financial burden on young chronic disease patients who hesitated to purchase medical devices due to the pressure of treatment costs, and to guarantee a stable environment for severe patients to fight their illness.
