Local Governments and Residents in Chungnam and Daejeon Demand Immediate Halt to Site Selection for 345kV Transmission Lines
The entire Chungcheong region is strongly protesting the 345kV transmission line construction project being pushed forward by the Korea Electric Power Corporation (KEPCO).
Local governments and residents, including five districts in Daejeon, 14 cities and counties in South Chungcheong Province, and Sejong City, strongly criticized KEPCO, stating that the company is rushing to finalize the route by citing opaque procedures and outdated internal regulations, running counter to the government's latest power policy trends.
On the 8th, residents along the transmission line route issued a statement declaring, "Forcing the designation of the route before the 12th Basic Plan for Electricity Supply and Demand is finalized is a clear double waste of budget." They demanded the immediate halt of the site selection process and the disclosure of the recalculation details regarding power supply and demand.
The core reason for the residents' opposition is that the power supply environment in the Honam region has fundamentally changed. The transmission line in question was originally pursued under the concept of sending surplus electricity from the Honam region to the Seoul metropolitan area. However, the situation was completely overturned after the government officially announced plans for an 896 trillion won semiconductor cluster in the Honam region last June, followed by the signing of an agreement in August to supply over 6 GW of power to the Jeonnam and Gwangju areas.
As electricity produced in the Honam region is now prioritized for local high-tech industrial complexes, the core justification for the long-distance transmission lines connecting Sinjeong-eup to Singyeryong and Singyeryong to North Cheonan has effectively vanished.
The direction of government policy is also showing signs of change. Last August, through the "Plan to Enhance Public Acceptance of Power Grid Construction," the government declared a shift away from long-distance transmission plans toward a "local production, local consumption" power system that links local production with local consumption. It has set a goal to reduce the scale of transmission lines and towers by up to 40% and is scheduled to revise related regulations in September.
Nevertheless, KEPCO appears to be rushing the process, such as activating the Site Selection Committee for the Sinjeong-eup–Singyeryong section even before the 12th Basic Plan for Electricity Supply and Demand (2026–2040) and the Long-term Transmission and Substation Facility Plan have been finalized. This is why critics point out that if KEPCO decides on the route independently after the committee's term expires, the project could be classified as an "already initiated project" and excluded from the government's new reduction and improvement guidelines.
There are also significant concerns regarding duplicate investment and sunk costs. The stance is that simultaneously pursuing a long-distance transmission line to the Seoul metropolitan area, while a separate 43km transmission network is already underway to supply power to the Honam region, constitutes an administrative and financial waste. In particular, given that 90 out of the 99 projects designated for the national trunk power grid are in the pre-site selection stage, there is a strong call to halt related procedures now to prevent unnecessary budget expenditure.
The residents drew a line, stating that they are not unconditionally rejecting the national project itself, and presented three major demands to KEPCO and the government. The key points include: △ a complete suspension of the route designation process until the 12th Basic Plan for Electricity Supply and Demand is finalized and the official notification is revised; △ the disclosure of the results of the recalculation of power supply and demand reflecting semiconductor demand in the Honam region, as well as the total project costs for each route; and △ the release of the list of routes under review for a "reduction of up to 40% in transmission towers."
Local residents repeatedly emphasized that for the government's stated principles of minimizing new tower construction and ensuring transparent site selection not to remain mere slogans, these must be strictly applied starting with the current project.
