“Five Power Generation Companies Unite as One”… ‘Korea Power’ Officially Launches in October 2027
On the 4th, the Ministry of Climate, Energy and Environment held a meeting on the "Consultation on the Integration Plan for Public Power Generation Enterprises" at KEPCO's South Seoul Headquarters and officially announced plans to consolidate five power generation companies—Korea South-East Power, Korea Central Power, Korea Western Power, Korea Southern Power, and Korea East-West Power—into a single entity to establish "Korea Power Co., Ltd.," a wholly owned subsidiary of KEPCO, along with future implementation plans.
This integration aims to strengthen the execution of energy and just transitions and achieve management efficiency, with the goal of an official launch on October 1, 2027.
Upon completion of the integration, the combined power generation capacity of the five existing companies will reach approximately 53 GW, propelling them into a large-scale power company ranking 8th globally (excluding China) or 14th if China is included.
The integrated company will consolidate dispersed capital and personnel to lead the expansion of large-scale renewable energy projects, such as offshore wind power, and will play a pivotal role in systematically promoting a just transition during the phase-out of coal-fired power generation. It is also garnering significant expectations in terms of management efficiency. Costs can be reduced by streamlining organizations and functions currently dispersed across five companies and centralizing fuel procurement and investment in power generation facilities. Furthermore, by securing economies of scale through the large-scale integrated development of renewable energy and Energy Storage Systems (ESS), it is expected to contribute to mitigating factors that could lead to electricity rate increases for future generations.
Through the organizational restructuring, the current complex structure will be significantly simplified. The existing system of "5 Presidents, 5 Auditors, and 10 Executive Directors" will be reorganized into a system of "1 President, 1 Auditor, and 4 Executive Directors."
The combined workforce at the headquarters of the five companies will also be reduced from the current approximately 2,400 to around 1,800. Four core divisions will be established at the integrated headquarters: the Renewable Energy Division, the Just Transition Division, the Safety Technology Division, and the Planning and Management Division.
Plans for regional organizations and the construction of new headquarters buildings will also be pursued simultaneously. Three to four new Regional Renewable Energy Headquarters will be established by deploying approximately 600 remaining personnel from the existing headquarters. These organizations will serve as hubs dedicated to regional renewable energy projects, such as solar and onshore wind power.
The existing Regional Thermal Power Headquarters will maintain their current structure to ensure stable operations and on-site safety, but personnel will be redeployed in accordance with the future decommissioning and transition of coal-fired power plants.
The construction of a new headquarters building is being considered to accommodate the approximately 1,800 personnel at the integrated headquarters. The specific location will be determined later in conjunction with the second phase of the public institution relocation policy, taking into account the location of public power enterprises and residential conditions.
To expedite and stably implement this large-scale consolidation of public enterprises, the government is pushing for the enactment of a special act during this year's regular session of the National Assembly. The special act is expected to include provisions regarding the legal basis for the establishment of Korea Power Corporation (KEPCO), deemed licensing, succession of employment contracts, simplification of merger procedures, tax burden reduction, and grounds for exemption from corporate combination reviews.
Practical preparations will also be carried out in parallel with the enactment of the law. This month, the ‘Committee for the Integration of Public Power Generation Enterprises,’ chaired by the Second Vice Minister of Climate, Energy and Environment, will be formed to discuss organizational structure and personnel allocation. Additionally, through a joint Post-Merger Integration (PMI) service by the five power generation companies, IT systems and accounting and personnel systems will be integrated into a single entity.
The government plans to complete the registration of incorporation and the appointment of executives in September 2027 following approximately one year of full-scale integration preparations, and then officially launch ‘Korea Power Co., Ltd.’ on October 1 of the same year.
