Representative Choi Eun-seok of the People Power Party (Daegu Dong-gu/Gunwi-gun Gap) has introduced a bill to amend the Military Service Act to address the labor shortage faced by large corporations in non-metropolitan areas.
This amendment includes provisions to clearly stipulate in the law that large corporations with headquarters, main offices, or business sites in non-metropolitan areas can be exempted from personnel allocation restrictions when receiving specialized research personnel and industrial technical personnel for their respective regional workplaces.
Until now, restrictions on the allocation of specialized research personnel and industrial technical personnel to large corporations have been applied uniformly through enforcement decrees. However, Representative Choi pointed out that "the current system, which imposes restrictions based solely on company size, fails to reflect the differing talent acquisition conditions between the metropolitan area and non-metropolitan areas."
In particular, concerns are being raised that if large corporations in non-metropolitan areas, where securing manpower is relatively more difficult than in the metropolitan area, are unable to receive personnel under special military service exemptions, the labor shortage in R&D and production sites could worsen even further. Representative Choi stated, “One of the difficulties most frequently voiced by local companies is the issue of securing top talent,” adding, “Applying the same standards based solely on company size is out of touch with reality.”
If this amendment passes the National Assembly, the allocation of specialized research personnel and industrial technical personnel to regional workplaces of large corporations outside the capital area is expected to become smoother. Consequently, it is anticipated to help alleviate the labor shortage in R&D and production sites for local companies.
Furthermore, local companies will be able to directly secure the specialized personnel they need, and conditions will improve to allow young talent to work in the region rather than leaving for the capital area. This is expected to have a positive effect on balanced regional development.
However, given the declining number of military personnel resources, relaxing allocation restrictions on specific companies is expected to become a major point of contention during the National Assembly’s review process regarding the impact on the overall management of military personnel resources and the issue of equity between companies in the capital area and those outside. Representative Choi stated, “Through this amendment, we aim to alleviate the labor shortage faced by companies outside the capital region, even if only slightly, and create a virtuous cycle structure that allows businesses and talent to take root in the local community.”
The amendment is scheduled to undergo review by the relevant standing committee and the Legislation and Judiciary Committee of the National Assembly before a decision on its passage is made in the plenary session. During the review process, it appears that the overall effects of the system change will be comprehensively examined based on the opinions of relevant agencies, including the Military Manpower Administration, the industrial sector, and local governments.
