Rep. Choi Hyuk-jin: “Data Centers in the Region, Companies and Jobs Created by Data in the Region”... Region First

Granting Priority Opportunities to Utilize Public Data to Companies and Institutions in Regions Where Public Big Data Centers Are Established

Support ranging from fee reductions, vouchers, and subsidies to R&D, demonstration, and commercialization… Fostering the Regional Data Industry

Priority Allocation of Center Infrastructure, Including Data Analysis, Storage, and Testing, to Local Companies… Promoting Balanced Regional Development

Break News, Political Reporter Kim Choong-lyoul = On the 2nd, National Assembly Member Choi Hyuk-jin (Independent, Science, Technology, Information and Communications Committee) announced during a briefing at the National Assembly Communication Center, “I have introduced a bill to partially amend the ‘Act on Promotion of the Provision and Use of Public Data’ to allow companies, institutions, and organizations in regions where Public Big Data Centers are established to prioritize the utilization of public data and related infrastructure, thereby linking this to the growth of local businesses and job creation.” While current laws guarantee the use of public data by citizens and businesses, concerns have been raised that regions where public big data centers are established bear the burden of land, electricity, and infrastructure costs, whereas the benefits of attracting businesses and fostering industrial growth through data utilization may not return to the region.

Accordingly, the amendment revises Article 1 to explicitly stipulate the enhancement of data utilization capabilities and the revitalization of the local economy in regions where public big data centers are established as the purpose of the law. Additionally, it introduces Article 26-2 to mandate that the national and local governments formulate necessary policies to ensure that companies, institutions, and organizations located in or situated within the city, county, or district where the center is established can prioritize the use of public data through the center.

Specifically, pursuant to Paragraph 2 of Article 26-2, the amendment allows for the implementation of public data utilization support, demonstration, and pilot projects targeting companies, institutions, and organizations in the center's establishment region, as well as the provision of financial support such as fee reductions, vouchers, and subsidies. In addition, it supports public data-based R&D, demonstration, and commercialization by domestic companies establishing business sites or R&D facilities in the region; it also enables workforce training, technical support, and joint research in collaboration with local universities, research institutes, and companies; and allows for preferential treatment for local companies and institutions in national and local government public competition projects related to public data.

Furthermore, Article 26-3 has been newly established to require public institutions operating public big data centers and data distribution platforms to formulate and implement a "Regional Utilization Promotion Plan" to facilitate data utilization by local companies. The promotion plan is required to include not only the priority use of public data by local companies but also measures to preferentially allocate a certain portion of center resources—such as data analysis time, storage space, and testing environments—to local companies, institutions, and organizations; support for joint research, demonstration, and commercialization; and cooperative projects aimed at attracting domestic companies and helping them settle in the region. In addition, Paragraphs 3 through 5 of Article 26-3 require operating agencies to establish operational standards to ensure that priority allocation to specific regions is effectively implemented, and to disclose plans to promote regional utilization and the previous year's performance results. The Minister of the Interior and Safety has ensured the effectiveness of the system by establishing necessary guidelines and allowing performance results to be reflected in evaluations and support projects related to public data.

Representative Choi emphasized, “As data is a core infrastructure of the AI era, attracting a single data center is not enough; companies must gather around it, universities and research institutions must be connected, and quality jobs must be created.” He added, “We will create a virtuous cycle where public data fosters local businesses, businesses create jobs, and those jobs, in turn, revitalize the region, ensuring that the growth of the data industry and balanced regional development go hand in hand.”

Representative Choi Hyuk-jin, who initiated the bill, participated in the joint proposal by Representatives Park Yong-gap, Cho Gye-won, Moon Jin-seok, Kim Dong-a, No Jong-myeon, Kim Woo-young, Yoon Jong-oh, Jung Tae-ro, Seo Mi-hwa, and Lee Ju-hee. hpf21@naver.com
