Establishment of the U.S. Space Academy... “He who rules the universe rules the world!”
- Yoon Eun-ki, Ph.D. in Business Administration
U.S. President Donald Trump signed an executive order to establish the “U.S. Space Academy” at NASA’s Johnson Space Center. His declaration that “you cannot be second best in space and first best on Earth” is not mere rhetoric. It is a historic milestone declaring that the axis of security and hegemony has completely shifted beyond the atmosphere to orbit. The United States already officially established the “U.S. Space Force (USSF)” as an independent branch of the military in 2019, following the Army, Navy, Air Force, Marine Corps, and Coast Guard. They are currently performing missions involving the protection of satellite communications, early warning, and orbital surveillance. Furthermore, they are continuously developing offensive and defensive systems in preparation for future space warfare.
This directive to establish the Space Academy signifies the completion of the space personnel education infrastructure, aiming to directly cultivate elite officers and specialized personnel dedicated to space territory following a report to the White House within 120 days. The war among major powers to secure space capabilities is becoming increasingly fierce. With China’s independent space station and anti-satellite weapons, Russia’s orbital jamming technology, and the expansion of Japan’s ‘Space Operations Squadron,’ space has already become a borderless battlefield (Warfighting Domain).
What is the current status of the Republic of Korea military’s preparedness for space warfare? Since establishing the 'Space Odyssey 2050' agenda in 2019, the Air Force has rapidly built its systems. Based on the existing Space Information Situation Room, it established an independent 'Space Operations Battalion' in 2022, and in June 2024, upgraded and reorganized it into the 'Space Operations Squadron.'
The Air Force Space Operations Squadron has established itself as a key unit that monitors satellite orbits over the Korean Peninsula in real time, overseeing not only the operation of military reconnaissance satellites but also the Electro-Optical Satellite Surveillance System (EOSS), space weather forecasting, and the ROK-U.S. Joint Space Domain Awareness (SDA) missions. Amidst the rapidly changing nature of warfare, the establishment of the U.S. Space Academy poses a grave question to our military policy. It serves as a stark reminder of just how anachronistic the persistent argument raised by some regarding the integration of the Army, Navy, and Air Force academies into a single ROK military academy truly is.
Even the U.S. military, boasting world-class joint operations capabilities, chose the path of separating the Space Force from the Air Force and establishing a specialized Space Academy to handle the unique domain knowledge and technology of space. An artificial integration of military academies, where the unique domain expertise of each branch has not yet taken root, is merely an anachronistic policy that lowers the overall level of military expertise and weakens the distinctiveness of each domain.
We cannot survive on future battlefields if we undermine the unique expertise of each branch while trapped in the illusion of "integration." The integration of the military academies is not a strengthening of jointness, but merely a weakening of it. The establishment of the U.S. Space Academy offers significant implications and lessons for us, who are currently embroiled in controversy over the integration of our military academies. We, too, must further enhance the expertise of each branch of the military in preparation for the rapidly changing future of warfare.
It is time to urgently establish a national space strategy that further strengthens the Republic of Korea Air Force's space capabilities, solidifies the ROK-U.S. space alliance, and fosters dedicated personnel for space security early on, including the establishment of a new space branch.
