Reps. Kim Byung-joo and Yoo Yong-won Jointly Propose "Act on Advanced National Defense Force Projects"

Rapid Execution and Iterative Performance Improvement Over Perfect Development... New Acquisition Procedures for Advanced Forces Established

A bill to separately regulate acquisition procedures for advanced forces such as AI and drones... Complete overhaul of requirements determination, development, and procurement methods

Introduction of Mission-Oriented Requirements Determination, Organic Cycle Development, and Rapid Procurement via Certification Lists through the Establishment of the Advanced Force Development Committee

Break News, Political Reporter Kim Choong-lyoul = Rep. Kim Byung-joo of the Democratic Party of Korea (Secretary of the National Defense Committee, Namyangju-eul, Gyeonggi-do) and Rep. Yoo Yong-won of the People Power Party (National Defense Committee) jointly proposed the "Act on Advanced National Defense Force Projects" on the 31st. Sixteen other lawmakers from both ruling and opposition parties also participated in the joint proposal. This is a bill to separately regulate the acquisition procedures for advanced forces such as artificial intelligence and drones.

The outcome of future warfare will no longer be determined solely by the long-term development of highly complete weapon systems. The ability to quickly identify technologies required on the battlefield, rapidly transform civilian innovations into military capabilities, and continuously develop them during the operational process is emerging as a key competitive advantage. Under the current acquisition procedures, which involve predetermining performance targets and waiting for finished products, it is difficult to secure equipment in a timely manner given the rapid pace of technological change.

The proposed legislation defines such equipment as "Advanced Force Systems" and establishes the Advanced Force Development Committee under the Minister of National Defense to deliberate and coordinate major policies and requirements. There are three main changes to the acquisition procedure.

First, the method of proposing requirements shifts from a performance-centric approach to a mission-centric one. Instead of predetermining the performance of the equipment to be acquired, requirements are proposed based on the mission to be performed and the effects to be achieved. After the requirements are determined through committee deliberation, specific performance specifications are finalized through technical dialogue with companies and research institutions.

Second is the development method. "Organic cyclical development" is a method in which "minimum functional items" equipped with the minimum functions to perform core missions are first deployed to units, and performance is iteratively improved based on evaluations of actual use.

Third is the purchase of off-the-shelf products. If supply chain, security, and performance are verified in advance and added to the certification list, items can be purchased solely through committee deliberation without retesting when a need arises. The Korean-style military certification system announced by the Ministry of National Defense last June is also based on this provision.

Representative Kim Byung-joo pointed out, “What is needed on the battlefield is not a perfect weapon, but one that can be used right now,” adding, “It has been a recurring pattern that equipment is already outdated by the time it arrives at the units.” He further stated, “Since there can be no distinction between the ruling and opposition parties when it comes to national security, we will work together to handle this matter during this regular session of the National Assembly.”

Representative Yoo Yong-won emphasized, “As confirmed in the war in Ukraine, the battlefield has now shifted to a ‘war of speed,’ where instead of waiting years for a perfect weapon, it is rapidly manufactured, verified in actual combat, and continuously improved.” He added, “Procuring AI and drones, which have extremely short technology replacement cycles, using acquisition standards from 10 years ago is no different from tying the hands of our soldiers.” He also stated, “If the bill is passed, the military will be able to secure substantive deterrence by deploying necessary advanced capabilities in a timely manner,” adding, “We will do our utmost to ensure the bill is passed so as not to miss the golden opportunity for defense innovation.” hpf21@naver.com
