Ministry of Culture, Sports and Tourism Scheduled to Hold "Explanatory Session on the Healing Tourism Operator Registration System" (August 25, 2028)
It has been four months since the "Act on the Promotion of the Healing Tourism Industry" came into effect. Yet, the Ministry of Culture, Sports and Tourism is only holding its first explanatory session for local governments on August 25.
A closer look at the legal provisions reveals the gap between what has been finalized and what has not.
On the afternoon of August 25, the Ministry of Culture, Sports and Tourism will hold an explanatory session for local governments regarding the "Healing Tourism Operator Registration System" at the Grand Auditorium of Building 15, Government Complex Sejong. This is an event where officials from local governments across the country, RTOs (Regional Tourism Organizations), and operators will gather to learn about registration procedures and the professional training system. At the session, the Korea Culture and Tourism Institute will present the significance of the enactment of the Healing Tourism Industry Act, a government official will explain the registration procedures, and the Korea Tourism Organization will provide guidance on the professional training system.
The problem lies in the timing. This law has already been in effect since April 9 (Act No. 20920, enacted on April 8, 2025). The purpose of its enactment, as stated by the Ministry of Government Legislation, is clear: to contribute to the recovery and promotion of the public's physical, mental, and social health, the improvement of quality of life, and national economic development by utilizing healing tourism resources. However, the first explanation directed at local governments and business operators responsible for implementing the law in the field was issued only after four months had passed since its implementation. Although registration requirements must be met immediately upon the implementation of the new registration system, guidance on "how to register" was only released four months later. The provisions requiring the mandatory employment of licensed professional personnel, the continuous operation of healing tourism programs, and the submission of a healing tourism service program operation plan to register as a healing tourism business operator are already finalized matters. The biggest question mark remaining for business operators centers on "Who obtains those professional qualifications and how?"
**Things Already Confirmed**
Looking at the Act and the Enforcement Decree, the framework is already meticulously established. Specific figures are set for the registration requirements of healing tourism business operators: for service businesses, the continuous operation of at least one healing tourism program; for facility businesses, the continuous operation of at least two programs (Articles 8–11 of the Act; Article 6 and Appendix 1 of the Enforcement Decree). If certified as an excellent healing tourism facility, the validity period is three years from the date of issuance of the certificate (Articles 7 and 8 of the Enforcement Decree). The division of roles between the central government and local governments is also bifurcated—the Ministry of Culture, Sports and Tourism can designate public institutions and non-profit corporations as specialized support agencies for the healing tourism industry, while mayors and provincial governors can designate institutions funded or contributed by local governments as healing tourism industry support centers (Article 13, etc. of the Act; Articles 11–13 of the Enforcement Decree). An interesting point is that regarding the targets for establishing a cooperative system, "undergraduate departments and majors related to healing tourism The key point is that "established schools" are explicitly included (Article 7 of the Act, Article 5 of the Enforcement Decree) — effectively legitimizing universities as official partners of the industrial ecosystem.
What remains undecided — and this is the real point of contention.
On the other hand, regarding the point the industry is most curious about—namely, who trains professional personnel, how they are trained, and how they are qualified—the law exists only in the framework but lacks substance. Articles 13 through 18 of the Act stipulate the "training of professional personnel," and Article 15 of the Enforcement Decree, acting under that delegation, sets the criteria and procedures for designating "professional personnel training institutions" — yet only the validity period of the designation (5 years) has been set, and it remains undecided which institutions will receive the designation and when. The fact that the Ministry of Culture, Sports and Tourism separately commissioned the "2026 Development of Training Curriculum for Professional Personnel in Healing Tourism" project in March 2026 implies that even the curriculum to be taught by these institutions has only just entered the design phase. The law mandates that business operators "hire people with certifications," yet the institutions to issue those certifications and the examination system are still being established. It is currently underway.
The previously implemented Healing Agriculture Specialist system followed the same pattern. While the Level 2 qualification is being administered regularly, the higher-level Level 1 exam began long after the law came into effect, and even then, it started with the label that "details are being revised." The familiar sequence of the big picture (the law) being established first, followed much later by the implementation system to fill that framework, is being repeated in healing tourism as well.
August 25, spanning 40 minutes
According to the briefing session plan prepared by the Ministry of Culture, Sports and Tourism on July 23, the order of proceedings is as follows:
Time Content Remarks
13:40 ~ 14:00 (20') Participant Registration
14:00 ~ 14:05 (5') Opening Remarks Head of Convergence Tourism Division
14:05 ~ 14:20 (15') Significance of the Enactment of the Healing Tourism Industry Act Korea Culture and Tourism Institute
14:20 ~ 14:40 (20') Healing Tourism Operators Explanation of Registration Procedures (Officer in Charge)
14:40 ~ 14:50 (10 minutes) Guide to Specialized Healing Tourism Training (Korea Tourism Organization)
14:50 ~ 15:30 (40 minutes) Q&A (Officer in Charge, Culture & Tourism Institute, Korea Tourism Organization)
15:30 ~ 15:35 (5 minutes) Closing Remarks (Head of Convergence Tourism Division)
Out of a total of 115 minutes, excluding registration, greetings, and closing remarks, the actual program consists of 90 minutes. Of this, 45 minutes are allocated for procedures and training guidance, whereas an equivalent 40 minutes is set for Q&A. The allocation of time itself indicates that the focus of this matter lies in questions from the field rather than procedural guidance. If clear answers are not provided to the following questions, this briefing session will end as a "clarification" rather than an "explanation."
- When and by what criteria are specialized personnel training institutions designated? (Specific implementation timing of Article 15 of the Enforcement Decree)
- When will the first specialized personnel qualification exam be held? Will it be implemented?
- Will the experience of holders of existing national qualifications, such as Tourist Guide Interpreters and Clinical Psychologists, be recognized, or will there be exemptions from examinations?
- Can a sole proprietor meet the requirements by acquiring the qualifications themselves without hiring additional staff?
For healing tourism to make a substantial contribution to public health and the national economy in accordance with the intent of the legislation, the gap between the pace of the law and the pace of the system must not widen any further. The industry's attention is turning toward Sejong to see if the first signal to bridge this gap will emerge on August 25.
