Should Public Rental Housing Be Built on the Vacant Space Left Behind After the Relocation of the National Assembly?
- Kim Jong-beom, Director of the Seoul ESG Management Research Institute
Balanced national development toward a true era of regional development begins not with vague slogans, but with painstaking action. The vision of relocating the National Assembly to a provincial area sometime in the future and building public rental housing for the youth and the elderly on the vacated 100,000-pyeong site in Yeouido may not be a magic spell that will instantly solve both the population crisis and housing challenges. However, by dismantling a symbolic space of vested interests and making it a sanctuary for ordinary citizens, this serves as a monumental milestone proving the qualitative level and sincerity of our national policies. Although the National Assembly has repeatedly pledged balanced development, it has shown limitations in bringing about tangible changes for the people while remaining confined to the urban island of Yeouido. Now, the National Assembly must take the lead in shifting its stage to the provinces and serve as the vanguard of balanced national development.
**** A decisive move is needed to inject powerful growth engines into regional areas by serving as the center of national affairs, while calmly returning symbolic public land in the capital region to the people. The Yeouido site, vacated by the National Assembly, must not be sold to the private sector and transformed into another ultra-high-rise commercial facility or luxury apartments for a select few wealthy individuals. It is appropriate to develop this land into a high-quality public rental housing complex for young people and newlyweds starting their future, as well as for seniors who have contributed to society throughout their lives. Supplying public housing in the heart of Yeouido, which boasts a comprehensive public transportation network and excellent living conditions, represents the realization of true housing justice by embracing the housing-vulnerable into the city center and reducing the spatial gap between social classes.
Building high-quality public housing for the working class in the very center of the city is by no means a pipe dream. Advanced cities abroad have already successfully established such inclusive housing models. Pinnacle at Duxton, a 50-story ultra-high-rise apartment complex located in Singapore's central business district, is a public housing project, not a private luxury residence. Equipped with world-class design and excellent infrastructure such as sky gardens, it has become a symbol of Singapore’s housing policy, where diverse social classes live together in the heart of the city. Vienna, Austria, also fostered a social mix by strategically placing pleasant public housing throughout prime urban locations, rather than strictly separating the city center where the wealthy reside from the outskirts where the working class lives, thereby integrating generations and social classes. Yeouido, too, must be developed into an exemplary residential environment where the vitality of the youth blends with the leisure of the elderly, leveraging the city's excellent infrastructure.
Systematic legislative support is essential to ensure that this vision does not remain merely a one-off project. Starting with the National Assembly, legislation must be enacted to prioritize the construction of public rental housing on the former sites of major public institutions relocating to provincial areas in the future. We must break away from the outdated practice of selling public assets to the private sector to cover one-time expenditures or consuming them for commercial development. It is time to firmly establish a legal framework to ensure that the relocation of public assets creates a sustainable virtuous cycle that contributes to the social value of housing stability for the people. When Yeouido, once a space of privilege and isolation, is reborn as a comfortable living space for all generations, we will finally welcome an era of regional development and an inclusive nation in the truest sense.
