Seeking a ‘New Nationalism’ or ‘Neo-Nationalism’!.... “Beyond Progressivism and Conservatism”

- Park Seong-ju, The Great Rock Face of Wolchulsan Mountain, Yeongam

The course of history is shifting. The changes currently unfolding in international affairs and the economic shifts are exceeding the scope of fluctuations we typically expect. On a smaller scale, it is the process of the collapse of U.S. hegemony; on a larger scale, it is a transformation of history centered on the Western capitalist world; and broadly speaking, it is a turning point in the course of history.

The war in Ukraine, the war in Iran, and the limitations of neoliberalism eloquently demonstrate the fact that almost all existing forms of international politics and economics are no longer sustainable.

It was with the outbreak of the war in Ukraine that I began to seriously sense these vibrations of change. As soon as the war broke out, I defined it as the prelude to World War III. I predicted that Western Europe would collapse due to this war, and that the United States would eventually collapse as well, with a time lag. At the time, many people criticized my prediction, asking what nonsense it was, given that the U.S. stock market was at its peak.

Recently, the economic collapse of the United States following the Iran War and the reduction of its role in international politics are being assessed as undeniable, objective phenomena. The United States has absolutely no way to reverse the changes currently unfolding. The only possibility is for the U.S. to plunder and exploit countries like Europe, Japan, Korea, and Taiwan to the fullest extent to ensure its continued existence as a regional power. If the expansion of U.S. Treasury debt, which currently exceeds $40 trillion, cannot be stopped any further, there is no future for the United States. Even if the U.S. exploits countries like Europe, Japan, and Korea, it cannot resolve the fundamental problems currently facing the U.S.

It is merely a matter of time before a new historical trajectory emerges due to the collapse of the United States. Prospecting and exploring what kind of world will be created in the future is crucial for Korea's future. The nations of the Global South, centered on China and Russia in opposition to the United States, propose a new international political paradigm known as the so-called multipolar order; however, doubts remain as to whether this can truly serve as an alternative to the American international order and the neoliberal international order that led the current United States to ruin.

The fundamental limitation of current capitalism is that it fails to produce an alternative that goes beyond neoliberalism. While the Soviet Union could have created a paradigm of so-called modified capitalism by adopting socialist elements, the current United States finds it difficult to implement improvements in the same manner as the modified capitalism of the past. This is because the United States' opponent today is not socialism, but state-monopoly capitalism represented by China. Although China and Russia are largely based on socialist political ideologies, they are fundamentally capitalist.

In particular, Chinese capitalism is far more competitive than American-style capitalism. The reason the United States is facing the current situation of losing hegemony and collapsing is none other than the competitiveness of the Chinese style of state management, which is far more powerful than the American state system. To sum up in a single word why China has been able to far surpass the United States, it is thanks to the Chinese Communist Party. China has integrated the political system of the Communist Party into capitalism. Currently, China's capitalism is the most efficient in history. It is not wrong to say that the reason the United States is bound to lose to China is that American financial capital is inferior to the Chinese Communist Party in every field.

While South Korea's state capitalism under Park Chung-hee and Chun Doo-hwan relied on individual authority, China is based on a collective leadership system represented by the Communist Party—the so-called most competitive reason for state. Compared to the conservative concept of reason for state in German history, which embodies the collective aspiration of the people, it is not wrong to say that China's governance based on collective leadership is a political system of philosophers rather than philosophers. In other words, it is not wrong to say that the Chinese political system is the way in which an elite reason for state operates.

As time goes on, the gap between the United States and China will gradually narrow. And once China surpasses the United States, the balance will collapse rapidly thereafter. Under these circumstances, we must contemplate what kind of historical course we should seek.

It would be foolish to pursue a political orientation aligned with American-style capitalism, which is already coming to an end. However, the multipolar order advocated by China and Russia is also unsuitable for the current situation in Korea. Although a multipolar order claims to adhere to the general principles of international law that recognize the sovereign authority of each nation, the result will ultimately be an international order based on power.

Even if a multipolar international order is formed following the American-style international order, it is highly likely that it will remain an extension of the Western order, given that it is an international order based on state power.

In this situation, nations like Korea must seek a new political ideology to protect their interests. Such a political ideology cannot be capitalism, which is already losing its utility, nor can it be socialism, which has already failed. Ultimately, we must find a new path.

The path we must seek anew is, ultimately, nationalism. The nationalism referred to here does not mean the reactionary nationalism formed during the course of Western modern history. Western reactionary nationalism manifested itself as xenophobia when capitalism reached its limits. While Western nationalism ultimately took the form of racism, Eastern nationalism differed in its historical context.

Western nationalism is a state ideology established during the process of modern state formation, whereas Korea and Asia had already formed centralized states thousands of years ago. In this sense, Korean nationalism differs fundamentally in meaning from Western nationalism. Eastern nationalism, particularly Korean nationalism, places a fundamental emphasis on communal life, which distinguishes it from Western nationalism—which emerged as a pathological national and social phenomenon when capitalism reached its limits.

Given Korea's current situation, which stands at a turning point in its historical progression, we must discard existing political and social ideologies that have already lost their utility and seek a new political ideology. I have consistently advocated for a realistic nationalism. The ideology we must pursue now is a new nationalism distinct from Western nationalism. In this regard, it is necessary to consider the concept of "New Nationalism."

** The new nationalism I envision must take on diverse forms and contents depending on the situation and circumstances. In the context of international politics, the nationalism that Korea should pursue must be grounded in realism. From a realist perspective, the direction nationalism pursues is national interest. At times, it may be self-reliance, and at other times, it may take on an opportunistic nature. The stage of international politics is one where sometimes it is necessary to sleep with the enemy or engage in bargaining. In Korea, so-called "self-reliance" has long been regarded as the ultimate ideal and ideology due to the ideology of the activist movement; however, from the perspective of realist nationalism, it is merely a variation of self-reliance. While it would be natural to consider a self-reliant direction correct if it benefits the interests of the state, society, and the nation, the national interest we must pursue in the international political order is one that must adapt in vastly different ways depending on conditions and circumstances.

A crucial aspect of new nationalism is the domestic sphere. In a situation where capitalism remains raging, national interest signifies the totality of economic interests. In this sense, corporate economic activity is of paramount importance. Here, we must pursue the value of seeking common interests between capital and labor, capital and the state, and capital and the nation. Naturally, in this situation, the nature of capital as national capital is crucial. However, it is difficult to confine all Korean enterprises and capital within the framework of national capital. That is the reality. No political ideology or value should ignore reality. We must find an exquisite balance between capital and the state, capital and the nation, and capital and the people, and I believe the standard for this is the state, the nation, and the social community. Ultimately, the most important values in the domestic sphere are mutual assistance and co-existence and co-prosperity.

I am bringing up this point again, which I have mentioned several times already, because I believe the recent domestic and international political and economic order has crossed a critical threshold. In this situation, I believe that seeking new political ideologies and values is the most important task for the nation, the people, and society.

To break away from existing political ideologies that have already lost their utility and to pave a new path, I advocate for a "new nationalism" or "neo-nationalism." I believe it is the responsibility of everyone living in Korea to determine what content should fill this neo-nationalism.
