[Op-Ed] Burying the Megacity with Burning Thirst: Daejeon and Chungnam’s Dangerous Abandonment of the ‘Golden Time’
The massive map of regional governments in South Korea is undergoing a complete transformation. Gwangju and Jeonnam have successfully achieved administrative integration, raising the sails of the Honam Megacity, while Daegu and Gyeongbuk recently prepared a special bill containing unconventional special provisions, aiming for its passage during this year’s regular session of the National Assembly.
Amidst this historic transition where South Korea is reorganizing from a unipolar system centered on the capital region into a ‘multipolar system’ centered on massive metropolitan economic zones, Daejeon and Chungnam remain stuck in a tedious exploratory phase and a state of stagnation. To put it bluntly, the current moves of Daejeon and Chungnam go beyond complacency to the point of being precarious.
Until now, Daejeon and Chungnam have chosen a loose detour route called the ‘Chungcheong Metropolitan Union’ instead of full-scale administrative integration. While the stated justification was to avoid conflict and secure practical benefits, this is a clear illusion and a complacent compromise. Compared to the destructive power of a "Unified Special City" that receives the entirety of central government authority and finances based on an independent special act, a federation at the level of an inter-city council clearly has inherent limitations.
While the Yeongnam and Honam regions are wielding powerful weapons—such as exemptions from preliminary feasibility studies, the transfer of national taxes, and regulatory reform—through special acts, Daejeon and Chungnam are wasting their golden time and walking into a quagmire of self-preservation.
Regarding their lukewarm attitude toward policy implementation, authorities consistently use "building consensus among residents" and "realistic challenges" as shields. However, Yeongnam and Honam did not achieve integration because they were free from conflict. It was possible because their leaders staked their political fates on breaking through the wave of regional decline.
What Daejeon and Chungnam currently lack is not a consensus among residents, but the decisiveness and leadership of their heads to forge a broad consensus while looking ahead to the future.
We cannot continue to hesitate indefinitely. We must combine Daejeon’s world-class scientific and technological capabilities with the R&D foundation of the Daedeok Science Park and Chungnam’s robust infrastructure for manufacturing, marine, and bio industries.
If we establish a "full-cycle research and production ecosystem" where Daejeon’s cutting-edge technology is immediately commercialized at Chungnam’s production bases, we can generate economic synergy more powerful than any other megacity. Breaking down administrative barriers to complete a single massive economic zone is the only way for both regions to prosper together.
Building a megacity is not an elective, but a survival imperative.
Central government budgets and large corporate investments will inevitably gravitate toward a massive, integrated government possessing the necessary economic scale. If Daejeon and Chungnam hesitate while the Yeongnam and Honam regions arm themselves as super-regional megacities to secure their own independent survival, they will merely be relegated to the status of "sandwich losers," pushed aside by the Seoul metropolitan area and crushed by the Yeongnam and Honam regions.
Daejeon and Chungnam must put away their calculations immediately. They must tear down administrative boundary barriers and fully reignite discussions on integration for the sake of a century-long future. History never waits for those who hesitate when opportunity comes.
