강원특별자치도의회는 지난해 6월 출범한 제4기 예산결산특별위원회(위원장 최승순)가 오는 30일 자로 임기를 공식 만료한다고 18일 밝혔다.

지난 1년간 최승순 위원장이 이끈 예결특위는 팍팍해진 도민들의 삶을 보듬고 지역 경제에 숨통을 틔우기 위해 예산 배분의 효율성을 극대화했다는 긍정적인 평가를 받고 있다.
이들은 임기 동안 총 10차례에 걸친 강도 높은 회의를 소화했다. 지난해 9월 제2회 추가경정예산안 심사에서는 꽉 막힌 지역 경제를 뚫기 위해 긴급 민생회복 소비쿠폰 등 시급한 현안에 예산이 제때 수혈되도록 집중했다.
특히 2026년도 본예산 심사에서는 '현미경 검증'의 진수를 보여줬다. 도청 소관 8조 3,730억 원을 심사하며 불요불급한 사업 42건(11억 5,876만 원)을 과감히 덜어냈고, 도교육청 소관 3조 9,971억 원 중에서도 8건(205억 1,580만 원)을 삭감 조치하며 예산 낭비 요인을 원천 차단했다.
반면, 올해 4월 치러진 제1회 추경예산안 심사에서는 긴급 유류비 지원과 미래 성장 동력 확보라는 굵직한 목표를 위해 도청 소관 8조 6,696억 원, 도교육청 소관 4조 3,295억 원을 원안대로 통과시키며 '선택과 집중'의 묘를 살렸다.
최승순 예산결산특별위원장은 “제11대 마지막 예결특위를 성공적으로 완주하기 위해 지난 1년간 여야 할 것 없이 오직 도민만 바라보고 달려왔다”며, “예산 산출 근거부터 중복·낭비성 요인까지 꼼꼼히 따져 도민의 피 같은 예산이 허투루 쓰이지 않도록 막아냈다고 자부한다”고 소회를 전했다.
