러시아와 루마니아의 관계를 보자면 루마니아와 러시아는 문화적으로는 같은 정교회 문화권으로 많은 공통점을 공유하고 있지만 역사적인 문제로 상호 관계가 그리 좋지 않은 편이다. 루마니아 사회주의 공화국과 소련 사이의 관계도 의외로 좋지 않은 편이었으며 냉전 시대 이후에는 루마니아가 친서방 진영에 가입하게 되면서 사이가 더욱 악화된 상황에 있다. 두 나라의 관계는 러시아 로마노프 제국이 존재했던 19세기부터 존재한다. 두 나라는 러시아-투르크 전쟁의 과정에서 흑해 방면으로 영토를 넓히는데 주력하였다. 당시 18~19세기 몰다비아와 왈라키아는 루마니아와 역사적으로 밀접한 관련이 있는 곳인데 이 지역은 오스만투르크 제국의 영향력 하에 있었다. 더불어 1806년에 시작된 제9차 러시아-투르크 전쟁의 결과 러시아 로마노프 제국은 몰다비아 동부 베사라비아 지방을 점령했다. 러시아 로마노프 제국의 지배 하에서 베사라비아 지방은 현지 루마니아계 외에도 러시아인과 우크라이나인, 가가우즈인과 불가리아인이 정착하게 되는데 이 지역은 오늘날 루마니아계 국가인 몰도바의 전신이 되었다.
19세기 중반 루마니아 공국은 오스만투르크 제국으로부터 독립하였고 이후 1878년 러시아 로마노프 제국과 국경선을 변경하여 두 나라의 영토를 두고 영유권을 확정지으면서 몰다비아 동부 지역은 러시아 로마노프 제국의 영토로 남게 되었다. 러시아 로마노프 제국이 러시아 혁명으로 몰락하고 소련이 출범하면서 오늘날의 베사라비아에는 몰도바 자치 소비에트 사회주의 공화국이 수립되어 독립해 나갔다. 이후 루마니아 왕국이 베사라비아와 부자크 지역 영토 상당 부분을 합병하였지만 소련의 압력으로 인해 1940년 해당 지역을 소련에게 다시 반환하게 된다. 루마니아 왕국은 이후 나치 독일과 동맹을 맺어 독일과 소련의 대조국 전쟁에 참전했다. 다시 루마니아가 몰도바 지역을 점령하는가 싶더니 소련군이 반격을 하게 되면서 루마니아 왕국이 붕괴되었다. 이후 소련은 전후처리 과정에서 우크라이나 소비에트 사회주의 공화국 산하에 있던 몰도바 자치 소비에트 공화국을 몰도바 소비에트 사회주의 공화국으로 승격한 대신 부자크 지역은 우크라이나 소비에트 사회주의 공화국으로 편입시켰다.
소련군이 진주한 루마니아에는 루마니아 사회주의 공화국이 들어서게 된다. 냉전 시기 당시에 루마니아 인민공화국은 소련의 주도 하에 놓이게 되면서 바르샤바 조약기구에 가입했다. 하지만 차우셰스쿠가 집권한 이후에는 소련과 거리를 두게 되면서 양측 사이에서 치열한 신경전이 벌어졌다. 루마니아 인민공화국은 냉전 당시에 서방권과 소련 사이가 극악으로 치닫고 있었던 중국과의 관계를 유지하고 소련을 견제했다. 1980년대 바르샤바 조약기구에 가입된 여러 국가들은 오일쇼크로 인해 경제적 채무 위기에 빠지게 되었고, 그 결과 경제 상황이 악화되면서 체제의 안정이 흔들리게 된다. 그러면서 루마니아 전국에서는 민주화 운동이 격렬해졌다. 과거 체코와 헝가리의 민주화 시위를 소련군이 직접 진압했던 시대와 다르게 80년대 당시 소련군은 아프가니스탄 전쟁 등으로 인해 군이 대부분 묶여 있어 군의 지출을 할 수 없었던 심각한 상황이었고, 루마니아 내에서는 차우셰스쿠의 연설 도중 우발적으로 그를 반대하는 시위가 발생하게 된다.
이 때 시위가 격렬해지면서 차우셰스쿠는 북한으로 망명하려고 했지만, 붙잡힌 뒤에 총살되었다. 루마니아는 차우셰스쿠의 독재 정권이 붕괴되고 민주 정권이 들어섰으며 소련도 1991년에 해체되고 러시아가 생겨났다. 현재에도 루마니아는 러시아를 견제하고 있는 입장에 있다. 2007년에 루마니아는 EU와 나토에도 가입하면서 러시아의 배후를 위협했다. 2010년대 후반에 세르게이 스크리팔 암살 미수 사건이 발생하게 되면서 루마니아도 러시아 외교관 추방 정책에도 참여하는 등 대러 제재에도 적극 참여했다. 게다가 과거에 러시아 로마노프 제국이 루마니아의 영토였던 몰다비아를 차지한 것도 이러한 반러 정서에 큰 영향을 줬기 때문에 역사적인 이유로 인해 갈등이 심한 입장이다. 2021년 4월 유럽 국가들이 러시아 외교관들을 대거 추방하고 러시아도 이에 맞대응해 상대 유럽 국가 외교관들을 추방하는 사태가 발생하자 루마니아도 여기에 합세해 러시아 대사관 관계자 1명에게 추방 명령을 내렸다.
루마니아 외교부는 이날 부쿠레슈티 주재 러시아 대사관의 무관 알렉세이 그리샤예프의 활동과 행동이 1961년 비엔나 외교관계 협약 규정을 위반했다며 추방 명령을 발표했다. 루마니아 외교부는 더 이상 구체적 내용은 밝히지 않았다. 발레리 쿠즈민 루마니아 주재 러시아 대사는 러시아 타스 통신과 당시 인터뷰에서 루마니아의 결정은 부정할 수 없는 러시아에 대한 비우호적 결정이라며 러시아는 이에 대해 적절한 조치를 취할 권리가 있다고 밝혔다. 한편 이탈리아 외무부는 이날 러시아가 모스크바 주재 이탈리아 대사관의 해군 무관을 추방했다고 밝혔다. 이는 이탈리아 해군 함장이 러시아 외교관 중 한 명에게 기밀 정보를 전달하다 적발된 이후 이탈리아가 러시아 외교관 2명을 추방한 것에 대한 보복 조치였다. 이탈리아 해군 함장 월터 비오트는 간첩 혐의로 수감되었다. 그는 이탈리아나 나토의 안보 및 전략적 운영을 저해할 정보를 제공한 적이 없다고 주장하고 있다.
러시아 외무부도 이탈리아 무관에 대해 24시간 내에 러시아를 떠나라는 명령이 내려졌다고 확인했다. 이에 앞서 2021년 3월 23일 에스토니아, 리투아니아, 라트비아는 2014년 프라하 인근 대규모 탄약고 폭발 사건에 러시아 스파이가 연루된 혐의로 수십명의 러시아 외교관을 추방한 체코와의 연대를 위해 4명의 러시아 외교관에 추방 명령을 내렸다. 이어 11월에는 벨라루스와 EU 회원국인 폴란드 국경에서 중동 난민을 폴란드로 밀어내는 문제로 인해 양측의 긴장감이 고조되는 가운데 벨라루스를 지원하는 러시아와 폴란드가 속한 서방 진영 간에 무력 대치가 이어지고 있었다. 이에 루마니아의 국방부는 미국, 터키, 우크라이나, 루마니아 등 4개국 군함 7척이 전날 흑해 공해상에서 연합 해상 훈련을 벌였다. 당시 훈련에는 미국 해군 6함대 기함 마운트 휘트니와 구축함 포터, 터키 호위함 야부즈, 루마니아 호위함 마라세스티, 우크라이나 상륙함 유리 올레피렌코와 경비함 슬라뱐스크 등이 참가한 것으로 전해졌다.
흑해 북서부의 미군 함정 훈련 해역에서는 이탈리아에서 발진한 미 해군 대잠 초계기 P-8A 포세이돈 3대가 초계 비행을 벌였고 키프로스에서 발진한 미 공군 고공정찰기 U-2S(드래건 레이디)도 흑해 북서부 상공과 우크라이나 영공에서 비행했다. 루마니아 국방부는 이번 훈련의 목적이 흑해 해역 위기 상황에서 나토군의 대응능력을 향상하고 나토 회원국 해군 간 공조 수준을 향상하기 위한 것이라했다. 물론 이에 대해 러시아 국방부 측은 러시아 공군과 흑해함대 전력이 나토군 훈련 상황을 면밀히 추적하고 감시했다. 러시아 국방부는 미국과 나토 국가들의 공격적인 흑해 해역 군사활동과 흑해 연안 국가들의 훈련 참여는 지역 안보와 전략적 안정성에 대한 위협으로 간주하고 이를 비난했다. 흑해 해상에서 나토 회원국과 나토 가입을 추진 중인 친서방 우크라이나가 연합 훈련을 벌이는 사건은 이전에도 자주 있었으나 당시 2021년 11월 훈련은 벨라루스-폴란드 국경 난민 사태로 러시아가 주도하는 동맹국들과 서방 진영 간에 군사적 긴장이 고조된 가운데 이루어져 주목받았다.
러시아와 서방은 우크라이나 주변 군사 활동을 두고 예민한 신경전을 벌이고 있다. 이와 더불어 러시아와 나토 간 무역 대치는 북유럽에서도 벌어졌다. 러시아 국방부는 영국 전투기들이 바렌츠해, 노르웨이해, 북해 등의 공해 상공에서 정례 비행을 하던 러시아 Tu-160 장거리 전략폭격기들에 초근접 비행을 펼쳤다고 비난하기도 했다. 러시아 국방부에 의하면 영국 공군 소속 유로파이터 타이푼 전투기들이 러시아 전략폭격기에 수십m 거리까지 접근해 위험한 비행을 펼쳤다고 지적했다. 당시 Tu-160 폭격기는 공대공 미사일로 무장한 러시아 미그(MiG)-31 요격 전투기들의 엄호를 받고 있었던 것으로 알려졌다. 이와 같은 두 나라의 정치, 외교적으로는 적대국인 상황에 있지만 양국의 문화교류는 활발한 편이다. 루마니아 내에서는 비록 소수이지만 러시아어 교육이 이루어지고 있는 실정이다. 그리고 부쿠레슈티에서는 2019년 10월 18일에 러시아 문화 행사가 개최되면서 문화적으로 두 나라는 정치, 외교적인 부분과 관련없음을 나타내고 있다.
게다가 루마니아와 러시아는 정교회를 신봉하고 있으며 18세기 러시아의 일부 고의식파들이 당시 러시아 로마노프 제국의 영토가 아니었던 지역에 루마니아 각지로 이주하였는데 이들의 후손을 리포베니(Lipoveni)라고 부르고 있다. 물론 현재에도 리포베니 후손 2만여 명 정도가 루마니아에 거주하고 있는 상황이다. lukybaby7@gmail.com

The Relationship Between Russia and Romania: A Hostile Symbiosis, Two Nations in the True Sense

Looking at the relationship between Russia and Romania, while the two nations share many commonalities as part of the same Orthodox cultural sphere, their mutual relationship is not particularly good due to historical issues. The relationship between the Socialist Republic of Romania and the Soviet Union was surprisingly poor, and the situation has further deteriorated since the Cold War era as Romania joined the pro-Western bloc. The relationship between the two countries dates back to the 19th century, when the Russian Romanov Empire existed. During the Russo-Turkish Wars, both nations focused on expanding their territories toward the Black Sea. At that time, Moldavia and Wallachia, regions with close historical ties to Romania during the 18th and 19th centuries, were under the influence of the Ottoman Empire. Furthermore, as a result of the 9th Russo-Turkish War, which began in 1806, the Russian Romanov Empire occupied the Bessarabia region in eastern Moldavia. Under the rule of the Russian Romanov Empire, the Bessaravia region was settled by Russians, Ukrainians, Gagauz, and Bulgarians in addition to the local Romanians; this area became the predecessor of modern-day Moldova, a Romanian state.

Meanwhile, within Romania, protests against Ceaușescu erupted spontaneously during a speech.
As the protests intensified, Ceaușescu attempted to defect to North Korea, but he was captured and executed by firing squad. Ceaușescu's dictatorship collapsed in Romania, and a democratic government was established; similarly, the Soviet Union dissolved in 1991, giving rise to Russia. To this day, Romania remains in a position to keep Russia in check. In 2007, Romania joined the EU and NATO, threatening Russia's rear. Following the attempted assassination of Sergei Skripal in the late 2010s, Romania actively participated in sanctions against Russia, including joining policies to expel Russian diplomats.
