지방선거가 막바지 국면이다. 후보와 선거운동 참가자들은 매우 분주하게 뛰었을 것이다. 그러나 당선자를 결정할 국민들은 대체로 무덤덤한 분위기다. 선거라는 제도가 그렇기도 하지만 지방선거는 특히 그렇다.
민주주의를 직접민주주의가 아닌 간접민주주의 방식으로 운용하는 대의제 상황에서 국민을 대의하는 공직자를 선출하는 현재의 제도를 너무 당연하게 여길 필요는 없다.
대의제가 불가피한 측면이 있는 것은 사실이지만 그 조건에서도 직접민주주의의 영역을 확장하려는 노력이 반드시 필요하다.
우리 선거는 일본 제도의 영향을 받아서 규제 일변도의 선거가 되었다. 선거에서 하지 말라는 것이 너무 많다. 선거운동의 날짜도 정해져 있다.
왜 이렇게 하는지 이해가 되지 않는다. 돈만 묶어놓고 4년 내내 선거운동을 할 수 있도록 풀어야 한다.
선출직은 자기가 하는 정치활동 자체가 선거운동인데 무엇을 했는지, 무엇을 할 것인지는 모른채 추상적인 선거공약만 본다.
임기 4년 동안 평소에 발언하고, 실천하고, 주민들을 만나고, 토론하면서 자기를 알리고 그것으로 다음 선거에서 평가받으면 되는 것이다.
선거운동 기간에 차량이 쌩쌩 달리는 사거리에서 지나가는 차량을 대상으로 이름을 커다랗게 쓴 피켓을 들고 손을 흔들거나 운동원들이 율동을 하는 것을 선거운동이라고 하니 이상하다.
다음에 선거법을 개정할 기회가 있을 때 선거비용을 제외하고는 선거운동을 제한하지 말자, 따로 선거운동 기간을 지정하지 말고 임기 내내 선거운동이 가능하도록 하자, 후보자의 경력과 지난 기간의 활동과 앞으로의 정책과 계획이 잘 알려지는 선거가 되도록 하자고 제안하고 싶다.
선거 때 후보자의 공보물이 국민들에게 일괄 배송되는데 읽어보는 사람이 거의 없다. 읽지도 않고 폐기하는 경우가 태반이라고 한다. 나는 읽어보았는데 볼 것이 없었고 이것을 보고 찍을 사람을 결정하지는 않을 것이다. heungyong57@hanmail.net

It is strange to call it election campaigning when campaign workers hold up placards with their names written in large letters and wave to passing cars at busy intersections during the campaign period.
When the opportunity arises to revise the election law in the future, I would like to propose that we not restrict campaigning except for election expenses, allow campaigning throughout the entire term rather than designating a specific campaign period, and ensure that elections become one where candidates' backgrounds, past activities, and future policies and plans are well known.
Candidate campaign materials are distributed to the public in bulk during elections, but almost no one reads them. It is said that the vast majority are discarded without even being read.
