지난해 국내에서 검거된 외국인 범죄 피의자가 총 3만 4763명인 것으로 집계됐다. 이 가운데 중국인 비중이 1만 5391명으로 가장 높았다. 이어 베트남 3838명, 우즈베키스탄 2145명, 태국 1982명, 미국 1672명, 몽골 1396명, 일본 223명 순이었다.
이는 국회에 제출된 경찰청 자료에 의한 것으로, 특히 중국인에 의한 범죄 유형 가운데 살인·강도 등 강력범죄도 지속되는 양상이어서 불안을 증폭시킨다. 더욱이 대한민국 안보에 심각한 위협이 될 수 있는 이적행위도 끊이지 않고 있어서 각별한 경각심이 요구된다.
지난 14일 수원지방법원 형사12부(부장판사 박건창)는 형법상 일반이적 등 혐의로 기소된 중국 국적 A군에게 징역 장기 2년·단기 1년 6개월, B씨에게는 징역 2년을 각각 선고했다. 범행에 사용된 카메라를 비롯한 장비 등에 대해서도 몰수를 명령했다.
이들은 2024년 하반기부터 2025년 3월 사이에 A군은 3차례, B씨는 2차례 국내에 입국한 후 수원·오산·청주 공군기지, 평택 미군기지 등에서 전투기와 관제시설 등을 수백 차례 무단 촬영했다. 인천·김포·제주공항 등 주요 국제공항의 항공 관제 통신을 감청하려고도 했다.
법원은 판결문을 통해 “위챗 대화 내용과 입국 경위, 국내 이동 동선 등을 종합할 때 공모 관계가 인정된다”며 “촬영된 사진만으로도 기체 전개 상황과 기지 임무 등이 드러날 수 있어 국가 안보에 중대한 침해를 초래할 가능성이 크다”고 밝혔다.
그런가하면 지난 10일(현지시간) 태국 파타야 인근에서는 '한국'이란 글씨와 태극기가 부착된 모자를 쓴 30대 중국인 남성이 체포됐다. 한국인으로 위장한 그의 거주지에서는 M16 소총과 수류탄, 탄약 등 대량의 살상용 무기가 쏟아져 나왔다.
또한 한국의 외국인등록증을 비롯한 중국·태국·캄보디아 등 위조 여권과 신분증을 소지하고 있었으며, 캄보디아 총리경호본부(BHQ)에서 전문적인 무기 훈련을 받은 것으로 확인됐다. 수사 당국은 "국제 스캠 범죄나 테러, 캄보디아 범죄조직 등과 연루됐을 가능성이 있다"고 밝혔다.
이처럼 중국인에 의한 크고 작은 범죄는 비단 국내 문제로만 국한되지 않는다. 한국 위조 여권을 소지한 채 해외 공항 심사대 또는 국경을 통과하려다 적발되는 경우도 있다. 아울러 세계 도처의 유명 관광지, 쇼핑몰 등에서 한국인 행세를 하며 볼썽사나운 꼴을 연출하기도 한다.
중국의 시진핑 체제와 함께 불거진 '전랑외교'와 '일대일로' 여기에 비뚤어진 애국주의인 '중화사상' 등이 겹치면서 국제사회의 중국에 대한 시선은 곱지 않다. 인접한 우리 입장에서는 더욱 면밀하고 지혜로운 대처가 시급하다. 맹목적인 '쒜쒜'만 복창하다가는 자칫 먹히게 될 수 있기 때문이다.
