Choi Kwang, Former Minister of Health and Welfare... “A Scholar Who Has Advocated for a Prosperous Nation and Peaceful People”
- Ha Bong-gyu, Professor Emeritus, Pukyong National University
Children’s Day, May 5th, was sunny. Choi Kwang, Chairman of Heritage Korea and former Minister of Health and Welfare, visited my office wearing a warm smile. Although we had met frequently at patriotic events, the last time we exchanged greetings in person was during the Moon Jae-in administration. He is a figure renowned for his dedication to patriotic movements as an economist and a former cabinet minister.
I often find myself perplexed when meeting social scientists due to a lack of communication. The fact is that to fulfill the duties of a social scientist—defined by Daniel Bell, author of *The End of Ideology*—as "sensing change, predicting change, and presenting desirable alternatives," a foundation in the humanities, represented by history, philosophy, and literature, must be a prerequisite. However, our reality is that we are truly trapped in specialized expertise, making interdisciplinary research and intellectual innovation incredibly difficult. In this regard, former Minister Choi Kwang is widely known as an exceptional and unrivaled figure.
**Choi Kwang, Former Minister of Health and Welfare** From the moment I met former Minister Choi Kwang to inquire about his well-being and recent activities, I was able to confirm the depth of his research and profound contemplation as an economist, a representative discipline of the social sciences. As an economist, former Minister Choi translated several works by his mentor, Professor Mancur Olson, who is famous for his theory of collective action; a representative translation is *Dominant Power and Economic Prosperity* (2010). While he is a prominent scholar with a career at the Korea Development Institute (KDI) and a ministerial post, his true character lies in the fact that he is a scholar with deep expertise in institutional theory, leadership studies, and law.
It is said that the social sciences cannot provide a perfect explanation through research in a specific field. This is because society itself is complex and multifaceted. As a political scientist, a political-economist, and the author of *State Management*, his inquisitive spirit and research drive stimulate intellectual endeavor alongside my interest in his work. As an orthodox right-wing scholar who has dreamed of "liberal reform" and preached of "enriching the nation and securing the people," he published an 834-page book titled *Who Is a Great Leader* last November; thus, reading this book became a task I absolutely had to undertake.
In fact, in the history of scholarship, economics originated from moral philosophy. Economists such as Adam Smith (*The Wealth of Nations*) and John Stuart Mill were simultaneously outstanding philosophers. In this context, Karl Marx also traversed the boundaries between economics and philosophy, and in this regard, his achievements can be highly regarded. Marx’s advocacy of scientific socialism and his reference to the philosophy of history can, on the one hand, be seen as stemming from a deviation from the relationship between moral philosophy and economics—that is, from the academic lineage. While modern Enlightenment thought developed ideas of human dignity and equality before God based on the combination of Hebraism and Hellenism, Marx and Engels were limited to the universalization of specific concepts such as class, alienation, inequality, and the state.
The recent full-scale communization of Korea can be attributed to the fact that it is difficult to find a true sociologist like Max Weber. Weber is famous not only as a great sociologist but also as the last great polymath. He was also the mentor of Karl Loewenstein, a German-American jurist who drafted the post-war German constitution. Under his guidance, the German constitution, through Article 2, Paragraph 1 (civil liberties) and Article 18 (defensive democracy), has become an international standard for a liberal constitutional order. Just as Weber represented German intellect, will former Minister Choi Kwang be recognized as a scholar representing Korean intellect? This is an area of anticipation. I sincerely wish him a long and healthy life.
