(브레이크뉴스인천 박상도 기자) 중부지방해양경찰청이 7일, 과거 발생했던 밀입국 사건들을 정밀 분석해 재구성한 시나리오를 바탕으로 해상과 육상을 아우르는 ‘군·경 합동 밀입국 대응 불시 훈련’을 실시했다고 밝혔다.
중부해경청에 따르면, 훈련은 지난 4월 29일 실시됐으며, 기존의 정형화된 시나리오에서 벗어나, 실제 밀입국이 발생하는 심야 시간대에 불시에 실시되어 현장 세력의 실전 대응 능력을 가감 없이 점검 하는데 초첨을 맞췄다.
훈련은 과거 국내에서 발생했던 주요 밀입국 사건의 침투 경로와 수법을 각색하여 침투조가 모의 선박을 이용, 외해에서 내해로 침투를 하면서 시작됐다.
해경의 함정, 항공기 등 여러 경비세력이 상황 발생과 동시에 해·육군 등 유관기관과 불시 소집되어 해상에서 미식별 선박 탐지·추적에 이르는 전 과정에 투입됐다.
특히, 이번 훈련은 해상 차단에 그치지 않고, 상륙 후 육상으로 도주하거나 은신해 있는 인원, 조력자 수색·검거, 연안 침투 후 외해로 도주하는 선박을 추격하는 상황까지 육·해·공에 이르는 입체적·종합적 훈련이 되도록 실시했다.
해양경찰청에 따르면, ’23년부터~’25년까지 3년간 밀입국 사례는 7건으로 41명에 달했으며, 중부지방해양경찰청에서 5건 34명을 검거했다.
밀입국자 대부분은 국내 체류 중 강제퇴거 등 합법적으로 재입국이 불가능한 외국인인 것으로 확인됐다.
올해 3월에는 제주에서 밀입국으로 강제출국 된 외국인이 다시 제주로 밀입국하여 검거된 사례도 있다.
중부지방해양경찰청장 박재화 치안감은 “실제 상황과 유사한 불시 훈련을 통해 우리 국경 범죄 대응 개선점을 찾아내는 것이 이번 훈련의 핵심이며, 앞으로도 실제 상황을 가정한 불시 훈련을 지속하여, 변칙적인 밀입국 시도에도 즉각 대응할 수 있는 역량을 갖추도록 노력하겠다”고 밝혔다.
