세르비아 -코소보의 현재 분위기, 여전히 좋지 않다!

모든 것의 원인은 2021년 9월 25일부터다. 그럼 시계를 돌려 이날로 돌아가 보자

 

세르비아와 코소보의 관계에서 코소보 전쟁의 종료 이후, 끊임없는 충돌이 있었지만 과격한 충돌은 거의 없다시피 했는데 비교적 최근인 2021년을 기점으로 다시 과격 충돌이 불 붙고 있다. 문제의 발단은 2021년 9월 25일 세르비아와 국경을 마주하고 있는 코소보 땅의 주빈 포토크 시의 공공기관 건물이 화재로 전소되었다. 알바니아계 무슬림들이 대부분인 코소보 측은 화재를 방화로 보았고 방화의 배후로 북미트로비차에 거주 중인 세르비아계, 세르비아 정부의 사주일 가능성을 지목했지만, 세르비아 정부는 지방 선거를 앞두고 있는 코소보 정부 중 여당인 친미파가 선거에서 승리하기 위해 자국 안보를 이용한 갈등을 부추기고 있다고 보고 매우 불쾌해했다. 이는 당시 코로나가 한창 유행 중인 시기였던데다 코로나에 대한 대처를 친미 정권이 매우 미흡하게 했기 때문에 친미 정권에 대한 코소보 현지인들의 불만이 팽배하여 선거에서 매우 불리한 상황이었다. 이전에 2월 14일에 총선이 치뤄졌지만 여당인 자결당(Vetëvendosje)이 48%를 득표하며 압도적 승리를 거두었지만, 단독 과반 의석을 확보하지는 못하면서 지방 선거를 통해 과반 의석을 확보하려는 과정에서 이러한 방화사건이 벌어진 것이다.

 

그러나 코소보 매체 코제브(Kozev)에 의하면 당시 주빈 포토크 시에 있던 내무부 관할 건물인 차량 등록사무소 두 곳이 원인을 알 수 없는 화재로 전소됐다고 보도했다. 코소보 당국은 이 건물 근처에서 불발 수류탄 두 개도 발견해 제거했다고 밝혔다. 그러나 이것이 2000년 코소보 전쟁이 종료되고 난 이후, 미처 제거되지 못한 불발탄인지, 혹은 세르비아인이 테러를 일으키기 위한 수류탄인지는 정확히 밝혀지지 않았다. 당시 주빈 포토크 시 당국에 의하면 설비 노후로 인한 전기 합선으로 화재가 발생했을 가능성이 있다고 발표했지만 코소보 정부는 이 발표를 철저히 무시했다. 그런데 당시 국제적으로 상황이 묘하게 돌아가고 있었다. 러시아가 당시 우크라이나에 돈바스 민병대 공격에 대한 경고를 한 상황에 EU가 중국을 겨냥해 인도-태평양 지역 국가들과 경제, 정치, 군사 협력을 강화하는 인도-태평양 지역 내 협력을 위한 전략을 발표했었다. 그러한 상황에서 점차 세르비아의 위협에 대해 코소보 정부 입장에서 식어가는 관심을 환기시킬 필요가 있었던 것이다. 

 

그레서 코소보 입장에서 볼 때 당시 공격의 배후로 세르비아를 지목했을 수밖에 없었을 것이다. 당시 알빈 쿠르티(Alvin Kurti) 코소보 총리는 이날 긴급 국가안보회의를 열고 이 사건이 세르비아 방화범이 저지른 화재라면서 세르비아가 심각한 국제 분쟁을 일으키려 한다고 주장했다. 이에 알렉산데르 부치치 세르비아 대통령은 코소보가 허위 사실을 주장하며 그들이 확실하지 않은 사건을 크게 부풀려 “범죄행위(Кривично дело)”를 하려 했다고 맞섰다. 그리고 일주일 전, 이들은 중대한 행위를 저지른 바 있다. 코소보 정부가 북부에 거주하는 세르비아계 주민들에게 차량 번호판과 신분증을 코소보 정부가 발급한 것만 사용하라고 했던 것이다. 코소보가 자국 내 세르비아 차량 번호판을 코소보 번호판으로 바꾸도록 강제하는 법안을 마련해 8월 1일부터 시행하려 했지만 세르비아계 주민 수백 명이 코소보와 세르비아 국경 주변에 대형 트럭 등을 주차해 바리케이드를 설치하고 시위를 벌이는 바람에 시위가 과격해질 것을 우려한 EU와 미국이 이를 연장할 것을 권고해 한 달의 유예 기관을 주었다. 

 

코소보에 거주하는 세르비아계 주민 다수는 세르비아에서 발급된 차량 번호판을 사용하고 있었다. 의회 권력 정점에 있던 자결당이 이들을 자극해 러시아와 중국에 쏠려 있는 국제적 관심 유도와 세르비아의 배후에 큰 적인 러시아가 있음을 상기시켜 당시 우크라이나 위기와 연결시키려 했던 것이다. 그리고 이는 코소보의 독립을 인정하지 않는 세르비아 정부를 따르는 세르비아인들에게 번호판과 신분증을 재발급 받음으로써 코소보 정부를 인정하든지, 아니면 그냥 재발급 받지 않고 일상생활에 불편을 겪든지 둘 중 하나를 선택하라는 의미이기도 했다. 더불어 현재 코소보 북부, 세르비아인들이 사는 지역 또한 코소보의 영토인 것을 확실하게 하려는 의도, 그리고 주권 국가로써 코소보는 미트로비차까지 이어지는 세르비아계와의 문제를 확실히 매듭짓고 싶어했을 것이다. 한편 이 때 시위에 참가했던 세르비아계 주민 중 한 명이 코소보 경찰을 향해 총격을 가했다. 

 

물론 부상자는 없었지만 경찰은 이에 대응해 북쪽 국경 횡단 지점 2개를 폐쇄하면서 시위에 대한 강제 해산을 단행했다. 이에 대해 세르비아의 부치치 대통령은 언론 컨퍼런스의 인터뷰에서 "우리는 평화를 위해 기도하고 평화를 추구할 것이지만, 갈등이 생긴다면 항복은 없을 것(Молићемо се за мир и тражити мир, али ако дође до сукоба, неће бити предаје.)"이라고 하였다. 이어 "코소보인들이 세르비아인을 박해하고 학대하고 죽인다면, 세르비아는 싸워 승리할 것이다.(Ако Косовари буду прогонили, злостављали и убијали Србе, Србија ће се борити и победити.)"고 경고하면서 전쟁도 불사하겠다고 발표했다. 이에 화들짝 놀란 것은 미국과 나토였다. 이들은 러시아-우크라이나가 일촉즉발의 상황에 놓여있던 흑해 지역에 온 신경을 집중하고 있었는데 발칸에서 문제가 생긴다면 흑해 지역, 우크라이나 지역에 몰려 있는 관심마저 산개해야 하는 문제가 생긴 것이다.

 

우선 미국과 EU, 나토는 코소보에 자제를 촉구했다. 피터 스타노 EU 집행위원회 대변인은 “코소보와 세르비아가 지역에서 이동의 자유를 증진할 것으로 기대한다”면서 “즉각적이고 지체 없는 자제”를 촉구했다. 미국은 “양국 모두 일방적인 행동을 자제하라”고 했다. 그러면서 한 달의 유예 기간을 주는 형식으로 이 문제를 뒤로 돌렸지만 코소보는 한 달이 지난 9월 20일부터 국경 지대에 무장 특수 경찰을 배치했다. 그리고 세르비아 차량이 국경을 넘어올 때 세르비아 번호판을 떼고 자국의 임시 번호판을 달도록 했다. 세르비아 차량은 코소보에 머무는 동안 5유로를 내고 임시 번호판을 달았다가 돌아갈 때 원래 번호판을 되돌려 받는 형식으로 바꾸었다. 물론 코소보 내 세르비아 인들은 이러한 조치가 굴욕적이라면서 트럭 등으로 국경 검문소에 바리케이드를 치고 거의 10일에 걸쳐 항의 시위를 열었다. 코소보 정부는 세르비아가 수년 전부터 시행하고 있는 조치를 그대로 되돌려주고 있다고 했다. 세르비아는 코소보 차량이 자국 국경을 넘을 때는 5유로를 내고 임시 번호판을 달도록 했었기 때문이다.

 

따라서 세르비아가 코소보를 독립 국가 및 자주 국가로 인정하지 않는 것에 대한 맞대응을 한 셈이다. 그리고 나서 주빈 포토크 시의 공공기관 건물이 화재로 전소하자 모든 책임을 세르비아에 뒤집어 씌우려 한 것이다. 이번 사태로 인해 전쟁이 종결된 2000년 이후, 21년 만에 양국의 군사적 긴장이 고조되었다. 코소보 정부는 국경지대에 특수경찰과 군대 수를 늘렸고, 세르비아 정부도 이날 군용기를 국경지대에 출격시켰다. 세르비아는 또한 군 헬리콥터를 국경지대에 파견하면서 갈등은 증폭되었고 2022년 세르비아-코소보 위기가 발발하는 이유가 되었다.  lukybaby7@gmail.com

The Current Atmosphere Between Serbia and Kosovo Remains Bad!

The cause of everything dates back to September 25, 2021. Let's turn the clock back to that day.

 

In the relationship between Serbia and Kosovo, there have been constant clashes since the end of the Kosovo War, but violent conflicts were virtually non-existent; however, starting relatively recently in 2021, violent clashes are flared up again. The trigger for the problem was the complete destruction of a public institution building by fire in the city of Juvin Potok, Kosovo, which borders Serbia, on September 25, 2021. The Kosovo side, predominantly Albanian Muslim, viewed the fire as arson and pointed to the possibility that it was instigated by Serbs residing in North Mitrovica and the Serbian government. However, the Serbian government was highly displeased, viewing the pro-American ruling party within the Kosovo government—which was facing upcoming local elections—as instigating conflict by exploiting national security to secure a victory. This situation was highly unfavorable for the elections, as the COVID-19 pandemic was at its peak and the pro-American regime had handled the crisis very inadequately, leading to widespread dissatisfaction among local Kosovo residents. Although the ruling Self-Determination Party (Vetëvendosje) had won an overwhelming victory in the general election held on February 14 with 48% of the vote, they failed to secure a single-party majority of seats; thus, this arson incident occurred during the process of attempting to secure a majority through the local elections. However, according to the Kosovo media outlet Kozev, two vehicle registration offices under the jurisdiction of the Ministry of Interior in the city of Zubin Potok were completely destroyed by a fire of unknown origin. Kosovo authorities announced that they had also discovered and removed two unexploded grenades near the buildings. However, it was never definitively determined whether these were unexploded bombs that had not been removed since the end of the Kosovo War in 2000, or grenades intended for a terrorist attack by Serbs. At the time, Zubin Potok city authorities announced that the fire may have been caused by an electrical short circuit due to aging equipment, but the Kosovo government completely ignored this announcement. Meanwhile, the international situation was taking a peculiar turn at the time. Russia had warned Ukraine about attacks by the Donbas militia, and the EU had announced a strategy for cooperation within the Indo-Pacific region aimed at strengthening economic, political, and military collaborations with Indo-Pacific nations, targeting China. Under these circumstances, the Kosovo government felt the need to rekindle its waning interest in the threat posed by Serbia. Therefore, from Kosovo's perspective, they likely had no choice but to point the finger at Serbia as the mastermind behind the attack. On that day, Kosovo's Prime Minister Alvin Kurti convened an emergency National Security Council meeting and claimed that the fire was set by a Serbian arsonist, asserting that Serbia was attempting to instigate a serious international conflict. In response, Serbian President Aleksander Vučić countered that Kosovo was making false claims and exaggerating an unconfirmed incident in an attempt to commit a "criminal act." Furthermore, just a week prior, they had committed a grave act. The Kosovo government had instructed ethnic Serbs living in the north to use only license plates and identification cards issued by the government. Kosovo prepared a bill mandating the replacement of Serbian license plates with Kosovo ones and intended to implement it starting August 1. However, hundreds of ethnic Serbs staged protests by setting up barricades with large trucks near the Kosovo-Serbia border. Fearing that the demonstrations would escalate into violence, the EU and the US recommended extending the deadline, granting a one-month grace period.

 

The majority of ethnic Serbs residing in Kosovo were using license plates issued in Serbia. The Self-Determination Party, which held the pinnacle of parliamentary power, sought to provoke them to divert international attention away from Russia and China and to remind people that Russia was a major enemy behind Serbia, thereby linking the issue to the Ukraine crisis at the time. This also meant that Serbs who followed the Serbian government—which did not recognize Kosovo's independence—were forced to choose between two options: either acknowledge the Kosovo government by having their license plates and identity cards reissued, or simply endure the inconvenience of daily life by refusing to have them reissued. Furthermore, there was an intention to solidify that the northern part of Kosovo, where Serbs currently live, is also Kosovo's territory; as a sovereign state, Kosovo likely wanted to definitively resolve the issues with the Serbs extending as far as Mitrovica. Meanwhile, one of the Serbian residents participating in the protest fired shots at the Kosovo police.

 

Although there were no injuries, the police responded by closing two northern border crossing points and forcibly dispersing the protest. Regarding this, Serbian President Vučić stated in an interview at a press conference, "We will pray for peace and pursue peace, but if conflict arises, there will be no surrender." Following this, he warned, "If Kosovoans persecute, abuse, and kill Serbs, Serbia will fight and win," announcing that he would not hesitate to go to war. The United States and NATO were startled by this development. They had been focusing all their attention on the Black Sea region, where Russia and Ukraine were on the brink of conflict; however, if a problem arose in the Balkans, it meant they would have to divert their attention from the Black Sea and Ukraine regions.

 

First, the United States, the EU, and NATO urged Kosovo to exercise restraint. Peter Stano, spokesperson for the European Commission, stated, “We expect Kosovo and Serbia to promote freedom of movement in the region,” and urged “immediate and uninterrupted restraint.” The United States urged both countries to “refrain from unilateral actions.” While the issue was temporarily postponed by granting a one-month grace period, Kosovo deployed armed special police to the border area starting September 20, a month later. Furthermore, Serbian vehicles crossing the border were required to remove their Serbian license plates and attach their own temporary license plates. The system was changed so that Serbian vehicles could pay 5 euros to have a temporary plate while in Kosovo and receive their original license plates back upon returning. Naturally, Serbs within Kosovo called these measures humiliating, erecting barricades at border checkpoints with trucks and holding protest demonstrations for nearly 10 days. The Kosovo government stated that it was merely returning measures that Serbia had been implementing for several years. This is because Serbia had mandated that Kosovo vehicles pay 5 euros and obtain temporary license plates when crossing its border.

 

Therefore, this amounted to a countermeasure against Serbia's refusal to recognize Kosovo as an independent and sovereign state. Subsequently, when a public institution building in the city of Zubin Potok was completely destroyed by fire, they attempted to shift all the blame onto Serbia. This incident heightened military tensions between the two nations for the first time in 21 years since the war ended in 2000. The Kosovo government increased the number of special police and troops stationed in the border region, and the Serbian government also dispatched military aircraft to the border area on the same day.
