Islamic Modernism and the Jadid Movement

Columnist Jeong Gil-seon

Islamic Modernism refers to an ideology that combines Islam and Modernism. While there are various theories regarding the origins of Islamic Modernism, it is generally regarded in the Arab world as having been founded by Muhammad Abduh (1849–1905), a Sheikh at Al-Azhar University in Egypt. In Central Asia, it appears to have emerged around the same time in a slightly different form known as the Jadid Movement, which fused the secular scholarship of the Russian Romanov Empire with conservative Islamic scholarship. Muhammad Abduh was born to a Kurdish father and an Egyptian Arab mother. Abduh's thought centered on the need to restore the Mu'tazila school, which had been condemned as heresy by Sunni Islam and subsequently perished since the Middle Ages. Abduh conducted a comparative analysis of the reasons why Western powers were far ahead of the Islamic world during the modern era. He noted that while speculative philosophy flourished in the medieval Islamic world, it completely died out from mainstream academia due to the invasion by the Mongol Empire. Conversely, in medieval Christianity, philosophy and science were suppressed by theology, but after philosophy overwhelmed theology in the modern era, it achieved rapid development.

Abdu concluded that rapid modernization of the Islamic world could only be achieved by restoring the Mutazila school, which had died out within mainstream Sunni Islam. Therefore, Islamic Modernism can be viewed as the first ideology of modernization to emerge in Islamic history. It is also known as the ideology that spearheaded the modernization and contemporary development of the Islamic world from the 19th to the early 20th century. In the mid-19th century, they referred to themselves as Salafies; this term does not refer to the Salafist sect of Islamic fundamentalism that emerged in the late 20th century, but rather to the idea that in order to preserve Islamic society while adhering to Islamic traditions in the pre-modern era, one must accept Western changes and compromise with the West. In the West at the time, as the repercussions of the French Revolution and the Industrial Revolution intensified, the authority of Catholicism declined and Modernism gained dominance. During the 18th and 19th centuries, when the population, capital, and national power of Western European nations were rapidly increasing, the Ottoman Empire and the Mughal Empire of India fell behind the West, with their national power steadily declining and even illiteracy rates rising. Realizing this civilizational gap, some Muslims in Egypt and the Mughal Empire began to advocate for the adoption of advanced Western civilization and the reform of Islamic society to follow Western models.

In the mid-19th century, as Western powers accelerated their encroachment on West and South Asia, progressive Muslim intellectuals argued that Islamic society, like the West, must embrace Modernism to defend its territory against Western aggression. This sentiment was also prevalent in Central Asia, which had been weakened by Russian invasions. However, the Islamic Modernism movements in Central Asia and Eastern Europe differed significantly from the Modernism seen in India or the Arab world. Unlike India, Egypt, and Iran, which were practically destitute due to racial discrimination and economic exploitation as direct colonies of Western imperialist nations, Tatar Muslims belonging to the Russian Romanov Empire traditionally held a high social standing in Russia through military service and trade. Consequently, Tatar intellectuals took the lead in reinterpreting the scholarship and technology imported from the West into the Islamic way and disseminating them to the Kazakh, Uyghur, and Uzbek peoples of Central Asia. Of course, before the modern era, while the Kazakhs, Uyghurs, and Uzbeks were nominally Muslim, the influence of shamanism, such as Tengriism, was stronger in their daily lives.

As Tatar merchants came into contact with the Kazakhs, Islamic culture began to take root among them in earnest. From the early 19th century, Kazan University in present-day Tatarstan served as a central hub for disseminating Russian culture to the Tatars and Kazakhs while simultaneously allowing Islamic culture to take root. Furthermore, Russia significantly strengthened its educational policies from the mid-19th century onwards. Nikolai Alminsky, an Islamic scholar from Kazan, established additional schools in the Kazan and Volga regions and hired Tatar teachers to provide Russian or European-style education in the Tatar language. This expansion of Western-style education was met with widespread welcome rather than resistance from the majority of Tatars in the Volga region. Although Muslims educated at Kazan University had assimilated into Russian culture to a considerable degree, they began to show great interest in Turkic and Muslim cultural heritage, leading many Volga Tatars to travel to various parts of the Russian Empire's Central Asian territories to launch the Jadid movement. Similarly, Tatar teachers traveled to the East Turkestan region to provide nationalist education and modernize and systematize the Uyghur language, enabling the Uyghurs of the late Qing Dynasty to resist imperialist oppression. In madrasas, which are symbols of pre-modern Islamic education, the primary focus of education was the repetitive memorization of textbooks in Arabic and Persian; however, traditional madrasas in East Turkestan had a limitation in that while students learned how to copy text, they could not directly teach composition. Consequently, the Han Chinese warlord regimes that reoccupied East Turkestan from the late 19th to early 20th centuries established Chinese language schools throughout Xinjiang to force Uyghurs to memorize Confucian classics. Due to this half-hearted educational system and the low competence of the teachers, students graduating from these schools could barely write a few Chinese characters. Furthermore, the forced prohibition of some Uyghur students from using the Uyghur language led to serious side effects, such as a complete breakdown in communication between parents and students. In contrast, however, the Islamic modernist Jadid schools newly established by the Tatars in East Turkestan provided Uyghur students with a comprehensive, Western-style education encompassing science, mathematics, history, literature, and physical education. Subsequently, Islam was also included in the curriculum, gaining a strong positive response from the general Uyghur population. In addition to Uyghur grammar and composition, Chinese language courses were added to suit local conditions. Since most textbooks at the time were translated from Tatar into Uyghur, the quality of the materials was exceptionally high. Consequently, Jadid schools based on Islamic modernism were highly favored by Uyghur families, and the students educated in this manner later became the leaders of the First East Turkestan Republic. With the collapse of the Russian Empire due to the Russian Revolution and the establishment of the Soviet Union, the Jadid movement appeared to decline under the Communist Party. Although the Soviet Union failed to significantly develop the economy of Central Asia, it achieved remarkable results in education by implementing mass education at a level comparable to other regions within the Soviet Union. This would have been entirely impossible without the foundation laid by the Jadid activists. The early Soviet regime exerted tremendous effort to eradicate Islam itself from the Soviet Union, but it survived thanks to reasonable compromises reached with the Jadid movement.

As a result of these compromises with communism, investment in education and its outcomes in Muslim-inhabited regions within the Soviet Union far surpassed those of the colonies of Portugal, Britain, or France. In the 1930s, primary education became compulsory, and literacy campaigns were launched targeting adults aged 10 to 30. At that time, primary school enrollment rates in France's Muslim colonies in North Africa had reached approximately 6%. Consequently, Muslim intellectuals in the Soviet Union devoted significant effort to the modernization of language and literature. In 1926, at the Turkic Language Congress held in Baku, the Soviet regime changed its guidelines to use the Latin alphabet in compromise with the Jadid movement, replacing the ban on the use of the Arabic script with the adoption of the Latin script, just as in Turkey. Although the Russian language became a compulsory subject following the Stalin regime's assimilation policy after 1938, this actually served as an opportunity to overcome tribalism and regional sentiments to some extent and to establish national identities based on languages (Uzbek, Azerbaijani, Kazakh, Tajik, Kyrgyz, Turkmen, Bashkir, etc.).

Jadid activists who survived the purges of the Soviet Bolsheviks rediscovered and developed the unique history, languages, oral literature, epics, and art of Muslim minority groups. Consequently, after Stalin's death, various national cultures were revived or recreated. The oral literature and epics of Muslims in Central Asia and Eastern Europe continued to be preserved and reinterpreted in the form of modern literature. A prime example is the publication of magazines and newspapers in various national languages after the Khrushchev era; this served as a catalyst for the modern establishment of historical perspectives and nationalism among the various ethnic groups within Central Asia, as their histories were studied in earnest through linguistic and archaeological research.
