춘천시장 도전에 나선 국민의힘 변지량 예비후보가 4일 자신의 페이스북을 통해 "새벽 인력시장도, 텅 빈 중앙시장도 외면한 4년… 또 출마라니 소도 웃는다"라는 제하의 글을 남기며 지난 육동한 시장 체제의 무기력한 4년을 정면 겨냥했다.
변 예비후보는 "어제 새벽 인력회사를 가봤다"며 "쾡한 눈으로 밖에 나와 담배만 피우는 서민들을 봤다"고 서문을 열었다. 이어 "하루 일자리를 구하지 못한 채 망연히 서 있는 사람들, 말없이 허공만 바라보는 사람들, 체념과 절망이 얼굴에 그대로 묻어나는 사람들을 보며 가슴이 먹먹했다"고 속울음을 삼켰다.
또한 "정치가 무엇을 해야 하는지, 행정이 어디를 봐야 하는지, 시장이 누구를 위해 존재해야 하는지는 바로 그 새벽 풍경이 말해주고 있었다"며 "도시는 조형물로 사는 것이 아니고, 구호로 버티는 것 또한 아니다"고 일침을 가했다.
그러면서 "도시는 사람으로 살아 있고, 서민의 일자리로 숨 쉬며, 시장의 불빛으로 움직인다"며 "그런데 지금 춘천은 새벽에는 일자리를 못 구한 서민들이 담배만 피우고 서 있고, 저녁에는 중앙시장이 적막강산이 된다"고 안타까워했다. 이어 "오후 7시만 넘어도 사람 구경이 힘들고, 한때 사람 냄새와 장사 소리로 살아 있던 시장은 썰렁한 침묵 속에 갇혀버린다"며 "이것이 지금 춘천 민생의 민낯이다"고 힐책했다.
변 예비후보는 "이 절박한 현실 앞에서 시민들이 묻는 말은 하나다"며 "도대체 지난 4년 동안 뭘 했느냐는 것"으로 "그런데 돌아오는 것은 기반을 닦았다, 미래를 준비했다, 비전을 세웠다, 도시 경쟁력을 키웠다"와 같은 "늘 비슷한 말뿐이었다"고 분개했다. 그러면서 "구호는 화려했고, 말은 거창했으나, 하지만 시민이 체감하는 삶은 나아졌는가"라고 되물었다.
아울러 "일자리는 늘었는가. 골목상권은 살아났는가. 중앙시장은 다시 붐비고 있는가. 청년들은 춘천에서 미래를 찾고 있는가. 서민들은 하루하루의 막막함에서 조금이라도 벗어났는가"라고 꼬집으며 "냉정하게 말하면, 아니다. 그래서 시민들 사이에서 '눈치만 보고 구호만 외치다 끝난 행정'이라는 말이 나오는 것이다"고 질타했다.
그는 육동한 시장 4년을 향해 "결단은 약했고, 우선순위는 흔들렸고, 시민 삶을 붙드는 본질적 성과는 희미했다"고 평가했다. 이어 "그 사이 시민 눈에 먼저 들어온 것은 무엇이었나"라며 "원형육교, 출렁다리, 생뚱맞은 약사천 목조건축물 같은 보여주기식 사업들이었다"고 분개했다.
그와 함께 "물론 도시 시설이 전혀 필요 없다는 말은 아니다"고 전제하며 "문제는 순서"라는 점을 지적했다. 그러면서 "새벽 인력시장에 나와 일감을 기다리는 사람들보다 더 급한 일이었는가. 불 꺼진 중앙시장보다 더 시급한 일이었는가. 서민의 한숨보다 먼저 챙겨야 할 일이었는가"라고 따져 물었다.

변 예비후보는 "춘천은 강원의 중심 도시다"며 "시장이라면 도지사와 싸움만 할 것이 아니라, 춘천 몫을 더 따내고 도와 중앙을 설득해 실질적인 이익을 가져와야 한다"며 "시민이 원하는 것은 자존심 싸움이 아닌 결과다"고 훈계했다.
그러면서 "예산을 더 가져오고, 사업을 더 따내고, 도시 발전을 더 앞당기는 실력이다"며 "그런데 지난 4년은 끊임없는 갈등과 불협화음이 더 도드라져 보였다"고 개탄했다. 또한 "협치의 리더십보다 충돌의 이미지가 더 강하게 남았다면, 그것 역시 실패한 시정의 한 단면이다"는 입장을 밝혔다.
무릇 "시장은 도시의 기분을 바꾸는 사람이어야 한다"며 "시민에게 '내일은 오늘보다 낫겠다'는 믿음을 줘야 한다"고 충고했다. 그런데 "지금 춘천 시민들이 느끼는 감정은 기대보다 답답함이고, 희망보다 피로감이다"고 답답한 심경을 토로했다.
