6.3선거 앞, 이란전쟁을 핑계로 26조 추경....“한국뿐!”

코스피 5000선이 간당하고 환율이 17년 만에 1530원대 위로 올라간 날 이재명 정부는 추경 26.2조원 편성을 국무회의에서 의결했다. 이란 전쟁으로 유가도 오르고 국민 삶이 힘드니 3256만 명에게 최고 60만원까지 돈을 준다는 들어있다. 국민 상위 30%만 제외하고 혜택이 돌아간다. 고유가에도 기름 값을 제대로 못 받은 업체지원 소요경비는 5조원이 편성됐다.

이 돈은 어디서 나는가? 정부의 설명은 반도체경기 호황과 증시 호조로 세금이 더 걷힐 터이니 국가부채 증가 없이 가능하다는 설명이다. 발표한 날 삼성전자. SK하이닉스 등 반도체 주가는 사정없이 떨어졌는데 그 이유는 당초 예상했던 초호황 전망이 이란전쟁으로 변할지 모른다는 우려때문이었다. 즉 잘못하면 반도체 초호황- 그로인한 세금 초과징수가 물거품이 될지도 몰라 주가가 대폭락했는데  정부는 확실하게 돈을 쏘는 김칫국은 마셔버린 것이다.

 

미국은 4월6일까지 전쟁을 끝내자고 이란에 15개항의 조건을 제시했다. 이란의 조건도 따로 있다. 지금 물밑에서 양국을 대상으로 중계국(파키스탄 이집트 등)들이 부지런히 움직이는 중이다. 미국은 6일 시한을 넘기면 전국 발전시설 등 이란에 형언하기 어려운 타격을 가하겠다고 선언해놨다. 아직 이란이 미국의 협상안을 받는다는 입장표명은 없다.

 

전쟁이 길어지면 타격을 받는 이란도 힘들지만 미국 트럼프의 입장도 지금 바쁘다. 고유가로 인해 소비자 물가가 오르고  국채금리도 상승할 뿐더러 무엇보다도 주가가 폭락하면 민심은 더욱 흉흉해진다. 작년  4월2일  트럼프가  상호관세를 무기로 들고 나오면서  '해방의 날'을 선포한 직후 주가가 대폭락하자  4월8일 관세 적용일을 8월초로 4개월가량 연장하는 해프닝이 있었다. 주가폭락은 그만큼  트럼프도 무서웠던 것이다. 트럼프의 미국인 지지율은  전쟁초반 40%대에서 현재는 36%로 오히려 떨어져 있고 경제악화로 전국적으로 노킹(NO King) 데모로 난리통이다. 

 

오는 11월 3일 중간선거를 치러야하는 트럼프로서도 해는 떨어지고 갈 길은 멀다.(일모도원).  "이란전쟁이 얼마나 지속될 것 같으냐"고 중동 전문가들에게 물어보면 "트럼프도 모를 것"이라고 말한다. 미국이 퇴각할 명분은  이란측이 상당부분 쥐고 있기 때문이다. 트럼프가 전쟁을 시작한 명분은 2개월 내 이란이 핵무기개발을 완료할 것이라는 절박성 때문이었다. 미국이 전쟁을 끝내려면 적어도 이란측이 450kg 핵농축분을  IAEA 등을 통해 넘겨주는 등 비핵화를 얻어내야 하는데 정반대로 NPT를 탈퇴한다며 어깃장을 내고 있다. 호르무즈 자유통행을 보장받아야하는데 이란의회는 통행료로 연간 1000조원을 챙기겠다는 법안을 통과시켰다.

 

미국이 이란에 줄 수 있는 것은 동결한 금융자산 등을 풀어줘 전쟁복구사업에 쓰도록 하는 선이 될 전망이다. 전문가들은 4월6일까지는 안 돼더라도 미-이란 양측의 사정상 4월이내로는  끝낼 것으로 본다. 빠르면 중순 이내로. 트럼프의 방중 일정(5월 14~15일)및 시진핑과의 정상회담을 순탄하게 하기 위한 최소한의 일정표이기도 하다. 이런 템포로 이란전쟁이 끝맺는다면 이재명정부가 추경에 반영한 고유가지원금 5조원은  알맞을 것이다. 만에 하나  이란이 항복을 거부하고 미국이 지상군 파병을 단행하여 베트남 전(戰) 처럼 장기전의 늪에 빠져버린다면 이번 추경은 매우 이상해져 버릴 것이다.  국내경제, 세계경제가 훨씬 어려워지는 기간이 늘어날 것이기 때문이다.

그래서 다른 선진국들은  추경편성이나 고유가 지원 등을 현재는 하지 않고 전쟁이 언제 끝날지, 그리고 꼭 지원해야하는지를 예의주시하고 있는 것 같다. 지금 세계 각국이 국가부채 증가로 난리가 아니다. 한국은 부채비율 증가속도가 OECD에서 으뜸이다. 이번 추경은 엄밀히 말해서 고유가 보조금 지원 5조원 정도로 끝내고 나머지는 국가부채 상환이나 AI혁명시대에 국가경쟁력을 높이는 AI데이터센터 건립 등에 써야한다고 생각한다. 돈을 나눠주면서도  수도권은 10만원, 인구감소 지역에는 20만원 이런 식으로 차등을 주는 방식은 참 이해하기 어렵다.  10만원 더 받으려고 오지에 남는 사람이 있을지. 그거 받으려고 수도권에서 그 지역으로 이사 가는 사람이 있을지~~ 지역화폐는 또 뭔가 추경편성의 법적 성격을 부여한 국가재정법이 2006년에 만들어져 18회 추경이 편성됐고 이번이 19번째다. 보수정권(이명박 5 박근혜 4 윤석열 3) 12년간 8회,  진보정권(문재인 5, 이재명1) 6년 동안  11회를 남발했다.
