이밖에도, 지방자치시대의 실질적 구현을 위해 강원특별자치도와 전북특별자치도에 대한 행정·재정적 특례도 확정됐다. 강원은 수소·핵심광물 등 미래 산업 육성과 글로벌 교육 도시 조성에 박차를 가하며, 전북은 농생명 산업 및 의료기기 산업 관련 권한 이양을 통해 지역 경제의 자생력을 높일 계획이다.
