필자는 1월21일, 광주-전남재향군인회 제31-32-33대 회장 및 전국시도협의회장과 영암군 재향군인회장으로 약 15년 동안이나 정 들었던, 대한민국 재향군인회 중앙회관이 있었던 옛 터 향군타워에 갔었습니다.
당시 약 5,000여 평의 금싸라기 땅의 절반을 팔아서 30여 층의 향군타워를 지었다는 이야기를 전해 들었습니다. 3백50여명의 대의원을 500만원과 300만원 200만원을 살포하여 매수하면, 돈쓰는 순서대로 중앙회장 입후보가 1.2.3등이 되었고 정설이 되어 이 악의 고리가 이명박, 박근혜, 문제인, 윤석열 정권 때까지 20여 년 동안 아무런 외부기관의 감사 없이 정권과 야합을 하면서 1,600만 제대군인의 명예와 권익을 팔아먹었습니다.
13개 시도회장과 223개 시-군-구회장들도 가스 라이팅을 당하여 묵인방조의 죄를 지었으며 책임을 면하지 못하게 되었습니다. 그리고 몇 10배의 비리를 저질러 이상훈 회장부터 원인 행위 후 박세직, 조남풍, 박세환, 김진호 등 역대 중앙회장님들이 15년 새에 1조1천 억원 이상의 적자와 손실을 끼쳤고 현재도 4,700억 원 정도의 부채가 있는데 수익으로 이자를 갚지 못한다고 합니다. 현 신상태 회장도 이 분들 수하에서 2번이나 중앙회부회장을 거쳤습니다. 그 수혜자가 되었습니다.

재향군인회 회법 3조, 재향군인회는 정치활동을 할 수 없다는 회법(會法)을 어겼습니다. 그러고도 명예와 권익을 위한 활동은 전혀 하지 않았고 아무런 혜택도 받지 못 하였습니다. 자유총연맹은 380억 여 원의 국고지원을 받았으나 재향군인회는 별 혜택도 받지 못 하였습니다. 부당한 대우에 아무런 저항한번도 못하였습니다. 검찰의 칼날이 무서워 권익을 위한 활동은 포기한 것입니다. 재향군인회가 과거에 안보가 위태로울 때 관변단체라는 오해는 있었어도 모든 사람이 의심하고 있었던 자유수호 결의대회를 2차례나 개최 하였습니다. 13개 시도회관과 223개 시-군-구 회관도 중앙회장 명의로 되어있기 때문에 중앙회가 망하면 모두가 통째로 망하기 직전입니다. 이 모든 비리의 고리는 소수의 대의원을 매수하는 선거제도에 있습니다.
회비를 납부한 150만 명에게 투표권을 줘서 투명하게 관리하면 제대군인 1,600만 명(보훈부 제대군인국 통계)이 모두 평생회원에 가입하고 세계 모든 나라처럼 보훈단체로 편입하여 보훈부의 예산으로 운영하여 일반제대군인 중심으로 운영하면 스스로 자생력도 생겨서 미국을 비롯한 세계의 재향군인회가 되어 튼튼하고 막강한 조직이 될 것 입니다.
5,000여 평의 웅장한 추억의 옛 중앙회관이 있었던 곳을 괜한 변화를 줄 때 마다 그곳에 부정부패가 있었다는 합리적인 의심을 받고 있습니다. 권위주의 시대에는 엄격한 사정으로 없었던 비리가, 민주화 이후 정권과 야합을 하여 있었던 일입니다. 국민 주권시대의 이재명 정부에서는 절대 야합은 없어야 합니다. 이젠 1,600만 제대군인이 온 국민과 함께 절대 좌시하지 않을 것입니다. K보훈향군선진화 국민연대가 좌시하지 않을 것입니다.
