[브레이크뉴스=배종태 기자] 국회 외통위 소속 김기현 국민의힘 의원이 “정부가 북한 노동신문을 국비로 배포한다는 게 가짜뉴스라면, 먼저 노동신문을 세금으로 구독 중인 180여 곳의 정부·공공기관부터 공개하라”고 이재명 대통령을 정면 비판하고 나섰다.
김 의원은 “이미 수억 원대 국민 혈세가 북한의 체제 선전 매체 구독료로 빠져나가고 있는데도, 이를 ‘가짜뉴스’라고 몰아가는 건 어처구니없는 자기부정”이라고 직격했다.
가짜뉴스라던 대통령 발언 정조준
김기현 의원은 21일 자신의 페이스북에서 전날 이재명 대통령이 엑스(X·옛 트위터)에 올린 “정부가 북한 노동신문을 국비로 배포하기로 했다”는 소문을 가리켜 “대체 누가 이런 가짜뉴스를 퍼뜨리는 것인가”, “이런 거짓말도 표현의 자유로 보호해야 할까요”라고 한 글을 강도 높게 비판했다.
김 의원은 “정작 정부와 산하기관이 세금으로 노동신문을 구독하고 있으면서도 국민에게는 ‘가짜뉴스’라며 손가락질하는 것이야말로 어처구니없는 자가당착”이라고 꼬집었다.
‘181개 기관 구독’과 수억대 혈세 지적
김 의원은 최근 국회 외교통일위원회 소속으로 통일부에 확인한 결과 “현재까지 약 181개의 정부 및 산하기관 등에서 노동신문 구독을 신청해 구독하고 있다는 답변을 받았다”고 밝혔다. 이 가운데 국회도서관은 올해만 해도 대행사를 통해 약 190만 원의 연간 구독료를 지급한 것으로 알려졌다고 강조했다.
김 의원은 “만약 180여 곳의 정부기관 등이 각 기관당 연 190만 원씩의 구독료를 납부하고 있다면, 얼추 계산만 해도 연 3억 원이 넘는 국민 혈세가 노동신문 구독에 쓰이고 있는 셈”이라며 “이 정도 규모의 세금 지출이 있는데도 ‘국비 배포는 가짜뉴스’라고만 몰아붙이는 게 과연 정상적인 정부 태도냐”고 목소리를 높였다.
통일부·정보기관 ‘쉬쉬’와 알 권리 후퇴 비판
김 의원은 “더 황당한 것은 그 180여 곳이 정확히 어디인지 공개조차 하지 않는다는 점”이라며 “통일부는 노동신문 구독 기관 현황은 국정원에서 관리하고 있어 자신들은 모른다고 발을 빼고 있다”고 비판했다.
이어 “기관별 구독료가 실제로 연 190만 원 수준이 맞는지, 그 가격은 어떻게 책정됐는지, 그 비용 중 얼마나 북한으로 흘러 들어가는지 수차례 질의했지만, 주무부처인 통일부는 어느 하나 제대로 확인해 주지 않고 있다”고 지적했다.
그는 “노동신문 구독 사실을 사실상 국가 기밀처럼 감추며 국민의 알 권리를 내팽개친 채, 대체 무슨 근거로 국민에게 ‘가짜뉴스 타령’을 하는지 모르겠다”며 “국가 예산이 북한 체제 선전 매체 구독에 쓰이는 사안이야말로 투명하게 공개하고 검증받아야 할 대상”이라고 강조했다.
“이 정부, 대통령부터 북한 대변인 같아”
김 의원은 과거 국회 외통위 현안질의 과정에서 “정동영 통일부 장관이 북한에 이로운 방향으로만 답변해 제가 ‘북한 대변인이냐’고 지적한 바 있다”며 “이제 보니 이 정부는 대통령부터 북한 대변인인 것 같다”고 직격탄을 날렸다.
그러면서 “정부 정책에 우려를 가진 국민을 가짜뉴스 유포자, 선동가로 매도하기 전에 노동신문 구독료로 북한에 얼마나 많은 돈이 흘러 들어가고 있는지부터 낱낱이 밝히는 것이 먼저”라고 주장했다.
김 의원은 “만약 현 정부가 북한 노동신문을 국비로 배포한다는 것이 정말 가짜뉴스라면, 우선 노동신문을 구독하고 있는 180여 개 정부기관의 명단을 공개하고, 연간 190만 원 상당 구독료가 어떤 경로로 전달돼 어떻게 사용되고 있는지부터 투명하게 설명해야 한다”며 “국민 먹고사는 문제와 아무 상관도 없는 북한 선전매체 구독에 왜 혈세를 쏟아붓는지, 대통령이 직접 답하라”고 촉구했다.

People Power Party lawmaker Kim Gi-hyun, a member of the National Assembly’s Foreign Affairs and Unification Committee, publicly criticized President **Lee Jae-myung**, saying, “If it’s truly fake news that the government is distributing North Korea’s *Rodong Sinmun* with taxpayers’ money, then the administration should first disclose the more than 180 government and public institutions currently subscribing to the paper at public expense.”
Kim said, “Hundreds of millions of won in taxpayers’ money are already being spent on subscription fees for North Korea’s propaganda newspaper. Calling this ‘fake news’ is an absurd act of self-denial.”
A direct rebuttal to the President’s claim of “fake news”
On January 21, Kim wrote on his Facebook page criticizing President Lee’s post on X (formerly Twitter), in which the President denounced as “fake news” the rumor that the government was distributing the *Rodong Sinmun* using public funds. Lee had written, “Who on earth is spreading such fake news?” and “Should such lies really be protected under freedom of expression?”
Kim fired back, saying, “It is sheer hypocrisy for the government and its affiliates to use tax money to subscribe to the *Rodong Sinmun* while at the same time pointing fingers at the public and calling it fake news.”
“181 organizations subscribed” — costing billions of won
Citing confirmation received from the Ministry of Unification, Kim revealed that “as of now, about 181 government agencies and affiliated organizations have subscribed to the *Rodong Sinmun*.” He pointed out that the National Assembly Library alone reportedly paid around 1.9 million won this year in annual subscription fees through an intermediary agency.
“If each of those 180 or so agencies is paying around 1.9 million won per year,” Kim added, “that would amount to over 300 million won of taxpayers’ money being spent annually on *Rodong Sinmun* subscriptions. How can the government insist this is simply fake news when such a large sum is being used this way?”
Criticism of secrecy and lack of transparency
Kim continued, “What’s even more absurd is that the government refuses to disclose which 180 or so agencies are actually subscribing.” He criticized, “The Ministry of Unification claims that the list of institutions is managed by the National Intelligence Service, conveniently washing its hands of responsibility.”
He went on to say, “I’ve repeatedly asked how the subscription fee of about 1.9 million won is calculated, whether that price is accurate, and how much of that money actually ends up in North Korea. Yet the Ministry of Unification, which is the responsible authority, has failed to provide any clear answers.”
Kim argued, “By treating the details of *Rodong Sinmun* subscriptions as if they were state secrets, the government is trampling on the public’s right to know. On what basis, then, does it accuse citizens of spreading fake news? The use of state funds to subscribe to a North Korean propaganda outlet should be disclosed and subject to public scrutiny.”
“This government, from the President down, acts like North Korea’s spokesperson”
Kim recalled that during previous Foreign Affairs and Unification Committee hearings, he once told then–Unification Minister Jeong Dong-young that his answers were so favorable to North Korea that it was as if he were “acting as their spokesperson.” Kim added, “Now it seems this government is no different — even the President sounds like a spokesperson for North Korea.”
He concluded, “Before labeling concerned citizens as fake news spreaders or agitators, the government should first disclose how much money flows to North Korea through *Rodong Sinmun* subscription fees.”
“If it truly is fake news that the government is distributing the paper at public expense,” Kim said, “then the administration must release the list of over 180 subscribing agencies and explain transparently how the roughly 1.9 million won per subscription is paid and where that money goes. The President himself should answer why taxpayers’ money is being wasted on a North Korean propaganda outlet that has nothing to do with improving people’s livelihoods.”
